The applicant stated that they're losing customers because they don't offer beer. She
added that they're been in business for 15 years. She stated that she understands the
concern of the neighbors because she doesn't want anything bad to happen in the
neighborhood. She added that she does not want to run a liquor store, just a small
supermarket. She stated that she will withdraw the Liquor application, but keep the
Malt. The applicant stated she will not sell single cans, only 4 or 6 packs.

on this because the applicant runs a great business with no issues, but he will support

neighborhood in the past years. She stated that there's already a bar in the
neighborhood and there is drug dealing, bar fights, broken bottles, panhandling, and
other issues. She stated there is Rogers Elementary School and a Boys and Girls
Club where children walk to and from school. She added that the neighborhood doesn't
need another liquor license. She stated that the store is great and they offer WIC
items.

The applicant stated the previous owner lives in Canada and he had a bad manager.
He stated he applied in October to take over the business, but he was never told to
meet with the alderwoman. He added that he paid for the license and waited for it to
come in the mail, but it never came. He stated he tried to meet with Ald. Coggs last
Friday. He added that there are no more violations because he cleaned and fixed
everything. He stated that all employees will go to the food manager certification
program. He added that the previous owner had family issues and was not at the
business. He stated that he will be a the premises all the time.
Appearing with the applicant:
Hazem Amro 2231 W College Ave stated he is in the new manager and he started
working November 3rd. He added that he has the safe food handler certification and
the violations came because they're trying to improve the inside. He added that he's
working to improve and change the premises and he used to work at Fryerz as a
manager.
Mel Shy 2526 W Burleigh St stated the people in the risk control program are not
present today. There was a change in ownership at the end of July, beginning of
August and they're trying to catch up with everything that was in place from the
previous owners. She added she was just hired as a manager in September.
Individual also present:
Claire Evers, Health Department stated there were 27 violations on the routine
inspecation last October. She added there were 4 complaints, and a compliance
conference was required to assist the premises with gaining and maintaining
compliance. She added in August there were 7 violations, and last week there were14
violations which required the premises to be closed. She stated the manager had no
idea what the risk control plan was. She added the complaints were verified pest
issues. She stated the November 7th inspection included the following violations:
WHEN TO WASH: Employee observed not washing hands before putting on clean
gloves.; PACKAGED AND UNPACKAGED FOOD-COVERED CONTAINERS OR
WRAPPING: Raw fish in the walk-in cooler and cooked chicken in the 2-door prep
cooler were observed to be unwrapped or uncovered.; FOOD CONTAMINATION
PREVENTED FROM PREMISE – OFF THE FLOOR: A box of bakery items being
stored on the floor in the walk-in cooler.; THAWING: Raw chicken wings are being
improperly thawed by holding at room temperature in the wash and rinse compartments
of the 3-compartment ware-wash sink.; EQUIPMENT AND UTENSILS – GOOD
REPAIR: The soft serve machine and the flat top grill are not maintained in good
repair. The soft serve machine is not functional and has a foul odor inside. There is a
gap between the flat grill surface and the back grill wall, which allows grease to leak
onto the stainless steel table underneath. There is a grimy cloth on the stainless steel
table to absorb grease.; FOOD CONTACT SURFACES – SANITIZED BEFORE USE
AND AFTER CLEANING: The cutting board and food prep table in the kitchen area
are not being sanitized before use and after cleaning.; UTENSILS, EQUIPMENT AND
LINENS – STORING PROHIBITIONS – CLEAN DRY LOCATION: Single service
containers are improperly stored on a shelving unit below an exposed area of ceiling

where they are subject to dust, debris and insulation.; PLUMBING – SYSTEM
MAINTAINED IN GOOD REPAIR: The plumbing is not maintained in good repair. The
water to the prep sink and mop sink is not working. The air gap below the prep sink is
being covered with a plastic bag due to it's foul odor.; HAND DRYING PROVISION:
No single-use toweling or other hand drying device available at handwashing sink in
food prep area or employee rest room for hand drying.; CONTROLLING PESTS –
INSPECTING PREMISE: Mouse droppings were observed in and on bag of flour in the
kitchen.; STORING MAINTENANCE TOOLS: Maintenance tools and a step ladder are
improperly being stored on and next to two food storage shelves that have
single-service items on it.; TOXIC SUBSTANCES – IDENTIFYING INFORMATION,
PROMINENCE – COMMON NAME – WORKING CONTAINER: Working containers of
de-greaser are not labeled with contents.; TOXIC SUBSTANCES – STORAGE: Can of
insulating foam sealant in food prep area is stored touching container of single-use
gloves and above the freezer; and the premises did not have a valid food dealer
license because it had expired 3 days prior.
Ald. Coggs asked why the applicant didn't apply for a change of ownership when he
took over in July. She stated that the health reports are horrible and they're putting
people's lives and safety at risk because of the bad food management. She added
that she has heard nothing from the applicant about a plan to change this and as
recently as 4 days ago there were still violations. She stated there is no way on earth
she can support a renewal.
Ald. Kovac stated the premises was operating in a dangerous way, and they didn't have
a license and knew they didn't have a license.
Ald. Coggs moved denial based on Health Department reports, operating without a

outside company to clean up litter every day, will put up a fence, and put up signs
about littering and loitering.

the applicant denies all the trash Ms. Lasiter has.

Fatima Lasiter 3512 N Port Washington Ave stated there is litter and she has picked
up 3 bags of trash in the past week from the premises. She added that the applicant
dumped tires on her property and she had a break in caused by customers of the
premises. She stated that employees have made racist comments toward her. She
added she has seen drug use, public urination, and she has called the Fire
Department for people passed out in the parking lot.
Ald. Coggs stated the premises has a litter problem and there is litter going through
the fence to Ms. Lasiter's property. She stated neighbors deserve to be treated with
respect. She added that she would like an abatement plan in writing.
Ald. Lewis stated nothing has been done and the premises seems to be a nuisance.

& Development, and/or Steering and Rules. Whether a simultaneous meeting is occurring depends

Common Council or any of the above committees, and, if there is a quorum of another committee,
whether any agenda items listed above involve matters within that committee’s realm of authority.

Parking for persons attending City Hall meetings is available at reduced rates (5 hour limit) at the
Milwaukee Center (southwest corner of E. Kilbourn Ave. and N. Water St.) Parking tickets must be
validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code are required to
register with the City Clerk's License Division. Lobbyists appearing before a Common Council
committee are required to identify themselves as such. More information is available at
