Atty. James Toran stated the objection was about litter, dumpsters, cameras, loitering,
and a 6ft fence. He stated that a fence has been erected. He added that Ms. Laster
has refused to have any contact with him.
Individuals present in opposition:
Fatima Laster 3515 N Port Washington Ave stated she submitted the objections and
there are 5 liquor stores in a block radius and they do not contribute to the community.
She added that litter, glass, tires, to go containers, and debris continue to end up on
her property. She stated that drunk people are on her property urinating, passing out,
and defecating.
Ras Ammar Nsoroma 3516 N Port Washington Ave stated he has witnessed numerous
customers of the premises littering, loitering, and urinating. He added that he agrees
with the previous speaker. He stated that every week he sees someone urinating.

been demonstrated over the past few years. He added that there is an employee group
that checks for litter and the dumpsters multiple times a day. He stated the applicant
is in contact with the condo association.

MingYon Blackwell 1815 N 5th St stated there is trash every day from the premises
that she has to pick up. She added that there are fights and people pulling guns on
each other. She stated that she has been told off by employees and the applicant
needs to put up a fence.
Katie Veley 518 W Vine St stated she sees drug deals and prostitution all day every
day and she agrees with the previous speakers. She added that she finds needles and
crack pipes next to her car. She stated that the broke down car has been there since
May 21st. She added that she is afraid to leave her house after dark because it is
unsafe. She stated that there are shootings and this is not an okay way to live.

Genyne Edwards 515 W Reservoir Ave stated that the lighting has been helpful but the
dumpsters are not adequate and there are continuous issues. She added that there is
no proactive plan to address the issues occurring at the premises. She stated that she
has seen drug use by tenants of the premises. She added that the landscaping has
been improved, but the snow removal is still an issue.
Kristen DeCato 1903 N 5th St stated she is concerned about the lack of proactive
property management. She stated that when the trash is picked up it often blows all
over. She added that there is prolific drug dealing.

The applicant stated #17 on the police report is about an apartment upstairs that the
police entered without permission, and the tenant was having a party upstairs. He
added that he closes at 2 AM and he is concerned about after hours issues and that's
why he has security. He stated that #22 in the police report happened after he was
closed and the police never asked him about it. He added that this isn't the first time
Mr. Hamilton complained about his premises and garbage. He stated that he's a good
neighbor and he doesn't have a problem with his parking lot. He added that there are
4-5 bars in the area and they all park in his lot. He stated that he is going to put a
fence around is parking lot. He added that he only has security on Saturday, with 6
guards inside and 2 outside in a patrol car around the parking lot, and they work from 9
PM-2:30 AM. He stated that security clears the outside and parking lot of patrons
before they go back inside. He added that he does not have security cameras in the
parking lot.

Bob Hamilton 904 S 1st St stated he heard 2 gunshots last weekend, the weekend
before he heard 50-60 gunshots on Saturday, and the weekend before that there was
12-14 shots fire. He added that he went outside to talk to police and witnessed piles of
gun shell casings. He stated that he saw a guy holding his arm out the window and
firing a gun. He added that he has tenants and they're afraid to go outside and are
threatening to leave. He stated that this is out of control, he is concerned for his
safety, and this is a frequent occurrence. He added that he called the police 3

weekends in a row. He stated that it is the customers coming from the parking lot of
the premises and when the bar is closed there are no issues. He added that there have
been issues at the premises since day one and he is worried about someone being
killed.
Individuals also present:
Ald. Perez stated that he has a lot of concerns about the shots fired incidents, and not
calling the police regarding fights. He added that Mr. Hamilton testified before about
similar incidents and he has grave concerns.
Capt. Salazar stated this bar is problematic and in the last 2 months there have been
a dozen calls for service directly related to the premises. He added that the number of
shots is very concerning and this is indicative of shootout type activity and multiple
shooters.
Ald. Borkowski stated that 22 items on the police report since 2015 seems like a
pattern. He added #22 on the police report and the email Ald. Perez received on
August 24th seem to be the same incident, but different accounts. He stated that 3
straight weekends of shooting is out of control, and he would hate to live in that
neighborhood. He added that this is outrageous and there should be a stiff penalty. He
stated that he doesn't think the applicant is taking this seriously and 50-60 gunshots is
never acceptable.
Ald. Lewis stated that she hasn't heard what the applicant is planning to do to prevent
these incidents from happening in the future.
Ald. Kovac moved approval with a 10 day suspension based on the police report, and
neighborhood, aldermanic, and police testimony. (Prevailed 4-1, Ald. Coggs voting no)

The applicant stated they try to be transparent and assist police. He added that there
are issues with the back alley and he looked in to hiring more security for that area. He
stated that he has instituted no parking in the back alley and is in constant contact
with the neighbors. He added that #23 on the police report was most concerning to him
and his security video didn't show any altercations, but they shared the footage with the
police. He stated that any kind of gunplay is concerning to him and they have metal
detectors and do pat-downs to make sure everyone is safe inside the bar. He added
that most of the incidents happen outside and they try to police it the best that they
can. He stated that he has 8-10security guards every night and they now patrol Lapham
St because of recent car break ins. He added the last shots fired incident was a
patron trying to get inside the premises at bar close. He stated that he tries to provide
a safe and enjoyable venue and it's unfortunate that they've had a few incidents that a
very concerning involving firearms. He added that he cares about the community and
wants to be proactive about weeding out the bad apples.
Individual also present:
Ald. Perez stated when you look at the 9 items on the police report 4 of them have to
do with either shots fired or fights and involved security not calling in the shots fired or
not breaking up the fights. He added that based on the police report and neighborhood
testimony there is a pattern of gunshots and police contact. He stated that he
extremely is concerned about the premises moving forward. He added that he has had
many contacts with the applicant regarding these issues and he knows the applicant is
trying. He recommends a suspension to give the neighborhood some relief and give

the applicant an opportunity to address the issues.
Individuals present in opposition:
Lillian Torres 182 W Lapham St stated she has lived there for 34 years and they've
been shot at. She added that bullets went in to the house next door and it's a constant
thing. She stated that she had video of the last shooting and security guards picking
up shell casings.
Jose Angel Bonilla 1618 S 2nd St stated that he spoke at the previous hearing, and
there have been multiple shootings in the alley. He added that the applicant has
implemented new security procedures. He stated that he has a video of a shooting that
occurred and it shows security picking up the shell casings. He added that he has
spoken to the applicant many times. He stated that the applicant put up a chain and
the walking in the alley has gotten better. He added that since the last shooting there
haven't been any more incidents, but there have been shootings further away.
Capt. Salazar stated he is opposed because the premises has a constant series of
gun related incidents. He added that the premises is in nuisance status and there was
a nonfatal shooting on March 8th with multiple shooters, more than 28 shell casings
were recovered from multiple firearms including a .40 caliber, 9mm pistol, and a 223
rifle. He stated that when COVID-19 hit the bar shut down, but when they reopened
there was another incident in July. He added that all of the events emanate from the
bar and it's just a matter of time before there is a homicide.
Individuals present in support:
Terrell Morgan 2160 N 35th St stated he was a frequent patron of the premises. He
added that he has know the applicant for a number of years and he is his good friend
and business partner. He stated that the applicant care about the community. He
added that the applicant works hard for his business and wants to be successful.
Kos Saengphaphat 313 E Smith St stated he has known the applicant for 5 years and
he's been good to the community. He added that he feels safe at the premises and
has never seen violence or shootings there. He stated that the applicant is very
transparent and he is doing his best to take care of everything.
Ald. Borkowski stated since 2017 there have been #25 on the police report, including 6
in 2020. He added that there is a pattern and he has zero confidence that things are
going to change. He stated that the patrons don't have the right to do whatever they
please.
Ald. Kovac stated he his also concerned about the number of items on the police
report and the issues occurring outside the premises.
Ald. Lewis stated there are more than a few very serious issues. She added that it has
only been 3 years and there have been many issues. She stated that the applicant
needs time to overhaul the procedures and figure out how to ensure quality of life and
public safety for the neighborhood.
Ald. Lewis moved approval with a 15 day suspension based on the police report, and
police, aldermanic, neighborhood testimony, holding open #26 on the police report.
(Prevailed 5-0)
