The applicant stated this is his first business and when he first started he didn't know
a lot about business, so he was only selling cigars and blunts. He added that
sometimes when customers come in they want to leave stuff at his premises for an
hour or so and he lets them because he is being nice. He stated that a customer left
the Red Bull at his premises. He added that a lot of the stolen items were from the
previous owner and he didn't know anything about it. He stated that the tequila was in
the basement for him and his family and he didn't know that he couldn't have his
personal tequila at the premises. He added that his friend was the one who sold the
tobacco to the minor because he was watching the store for him. He stated that he
lets his customers leave their belongings at the store all the time because he wants to
keep his customers. He added that customers usually come back and pick up their
belongings within an hour and he never had a problem until the police showed up.

Ald. Perez stated that the Speedway on Greenfield Ave was having problems with
shoplifting and the manager followed the shoplifter of the Red Bull, who was on a
bicycle, to the premises. He added that the shoplifter walked in to the premises with
the Red Bull and then left without the Red Bull. He stated that it is hard to believe the
applicant didn't know anything about the shoplifting. He added that in the short amount
of time the applicant has had his license he is not taking protocols and procedures
seriously. He stated that he recommends a suspension to allow the applicant time to
come up with a plan to address these issues. He added that the way it is being
managed now is not in the best interest of the neighborhood.

The applicant stated he is trying his best to keep the neighbors happy and keep the
problems away. He added that for the last year and a half he's been at the premises at
closing time to make sure the premises closes properly. He stated that neighbors
have the phone number to the bar and his phone number to contact him about
problems and he addresses the problems. He added that he tries to get the crowd to
move around before he leaves, especially at night.

Atty. Vincent Bobot stated the applicant is committed to running a responsible
business, addressing the concerns of the neighbors, and working with the alderwoman

to resolve these issues. He added that L John Services surveyed the neighbors and
identified the main issue of litter. He stated that the applicant is committed to policing
the area for litter and the applicant is now at the premises 3-4 hours before closing,
and will close early. He added that the applicant now calls the police when there is an
issue and is not ducking his responsibility. He stated that the applicant is committed
to working with the police department and neighbors to address concerns regarding the
premises. He added that the applicant has received the message loud and clear. He
stated that the applicant will implement professional security and will address the
concerns of the neighbors.

Ald. Dimitrijevic stated that there was a virtual community meeting and there should be
a clear, written security plan with real, professional security. She added that she was
alarmed by all of the items in the police report. She stated that the responsibility of the
applicant continues after bar close until all patrons clear the area. She recommended
a suspension to provide time for the applicant to create a written professional security
plan.

Eleazar Lopez 3203 S 12th St stated in August there were disputes, yelling,
screaming, and gunshots outside the bar during bar close. He added that his peace is
being disrupted. He stated that there needs to be better management during bar
close.
Sean Gilles 1331 W Euclid Ave stated there are fights, gunshots, and people peeing in
the alley. He added that patrons block the sidewalk while smoking and people deal
drugs in the alley. He stated that his wife has called MPD's District 6 numerous times.
Abraham Gonzalez 3202 S 13 St stated there is no visible security and he has seen a
man get beat up by a group of people and thrown in to the bushes next to the
premises. He added that he saw a man get shot twice in the chest. He stated that he
has seen the owner, but he is not guaranteeing the safety of the neighborhood or his
patrons. He added that there were so many cars parked in front of the premises there
was almost an accident and last night there was a lot of noise. He stated that the
applicant needs to hire a professional security team because of the noise and the
premises is a nuisance.

Suzanne Musante 1317 W Euclid Ave #2 stated the applicant has improved the
property and is a good neighbor. She added that her neighbors have complained to
her, but she hasn't witnessed anything herself.
Carla Clarke 425 W Garfield stated she has known the applicant for over 15 years,
he's a good businessman, and a great guy. She added that she is comfortable at his
premises.

The applicant stated 7 of the 8 issues on the police report have been customers
refusing to leave, a stolen phone, or not letting people in. He added that with Code Red
on the street he has been proactive and management has been in communication with
MPD regarding customers who are being unruly and not following the law. He stated
that they have no tolerance #28 on the police report and it happened at the Milwaukee
Nightlife Awards at 9:30 PM. He added that the people involved came in a group and
they appeared to be 2 consenting adults on the dance floor. He stated that the public
displays of affection were too much and he asked the other people in the group to
make them stop, and those involved refused to stop and continued making out
excessively on the dance floor, and they were asked to leave. He stated that the group
left and then 2 days later the police informed him that there had been an assault filed.
He added that he provided a copy of the photos from that night, and took the photos of
the couple off of their social media. He stated that his capacity is 825, he has had

businesses on the street for 20 years, and he is also a building owner. He added that
in a given year they have 200,000 customers, with 2,000-3,000 per weekend. He stated
that most of the incidents are positive and him being proactive and working with MPD.

Tammy Bockhorst - 4th District Legislative stated that Ald. Bauman recommends a 30
day suspension based on the abundance of and severity of the items on the police
report.
Ald. Borkowski stated that there are other establishments on Old World Third St and
they do not have the same high incident rate. He added that it is clear that there is a
pattern.

The applicant stated he runs the premises the best way he can since 1996. He added
that sometimes a bad apple moves in to the neighborhood and it causes problems for
the whole neighborhood. He stated that he has called the police numerous times about
the shootings and issues with gangs in the area. He added that he does not allow
people to bring guns to his store. He stated that he has operated other locations in the
city for over 20 years with no issues. He added that he has added more security
cameras and is working with Operation Impact. He stated that he called Ald. Stamper
after the February shooting.

Atty. Michael Guerin stated the shootings are not connected to the business and they

are random situations. He added that the February incident was a drug dealer who
walked up to a guy getting gas and shot him. He stated there was nothing that anyone
could have done about that. He added that the issue with the June incident was that
nobody called. He stated that everyone hit the floor when they heard shots, and the
police were already at the premises when they got up because there is a ShotSpotter
outside the premises. He added that they did not know where the shots came from. He
stated that the applicant has been in business for 24 years and has been operating at
24 hours the whole time. He added that the June shooting did not occur at the
premises. He stated that there is no loitering at the premises and it is a clean
operation. He added that there is nothing that could have been done to prevent the
shootings, just like the shooting at Miller Brewing Company. He stated that the
premises being open at night is a good thing because people can get things they need
like medicine. He stated that the applicant is a good operator and he is being punished
for what is happening in the neighborhood.
Individual also present:
Dameon Ellzey - 15th District Legislative Assistant stated the shootings occurred
during the extended hours and Ald. Stamper takes that seriously. He added that
extended hours is a privilege, not a right, and the extended hours should be removed.
He stated that there was a murder in February and another shooting in June, both
during the extended hours. He added that these incidents are different than what
occurred at Miller Brewing Company.
Individuals present in support:
Aiman Abu-Naaj 4812 W Oklahoma Ave stated he is an employee and always
cooperates with the police. He added when he heard gunshots he and all the
customers got on the floor. He stated that when he got up the police were there and he
showed him the security camera footage of the shooting on the side of the building. He
added that the customers didn't know where the shots came from either.
David Krause 3519 W Cherry St stated he's been a customer since the business
opened and goes 2-3 times a week. He added that it is convenient and close to his
house.
Joe Campbell 1314 N 26th St stated he goes to the premises 4-5 times a week and he
likes going there because the people are friendly. He added that he passes other gas
stations to go to this premises because they are his friends and he likes to visit them.
Deon Pearson 3949 W Galena St stated he goes there to get gas after midnight when
he gets off of work. He added that it is a peaceful place and he doesn't see any
loitering or problems.
Jason Williams 3946 W Galena St stated he is in support because he stays up late
and it's convenient for him to get gas and snacks. He added that he's never seen any
loitering or had any problems at the premises.

Ald. Kovac stated there is not always a direct correlation between the incidents and the
business, but the question is did the business create an atmosphere of people
congregating. He added that bad things happen after midnight and it's not always the
businesses fault. He stated that the issues on the police report are serious and he
wants to hear solutions, not excuses.

police report, and aldermanic, and neighborhood testimony, and approval of the Food
Dealer, Filling Station, and Weights & Measures licenses applications. (Prevailed 3-2,

incident and they notified police, and the suspect was arrested. He added that 4 days
prior to the June incident the police advised the applicant that there was unrest in the
area and he should close. He stated that the applicant was sleeping at the closed
premises when the incident occurred and the security guard was shot. He added that
the applicant kept the premises closed for the next 10 days. He stated that when the
incidents occurred in June the premises was closed at the request of the police, due to
the civil unrest in the area. He added that the premises was also closed during the
second incident on June 2nd. He stated that the premises has licensed and bonded
security services.

Dameon Ellzey - 15th District Legislative Assistant there have been a number of
issues at the premises. He added that there was a murder during the extended hours.
He stated that Ald. Stamper has received a number of calls regarding this premises.
He added that Ald. Stamper recommends nonrenewal of the Extended Hours license
because of the incidents taking place during the extended hours, and it's a privilege,
not a right. He stated that people feel it's okay to be at the premises with their guns
out.
Individual present in support:
Tanisha Crosby King 1710 W Clarke St stated that employees do a good job keeping
up with loitering, panhandling, and they help the kids when they're short on money. She
added that she is at the premises twice a day getting gas and things for her children.
She stated that the premises donates food to her community events, and also helps
with Safe & Sound.

The applicant stated that the properties with the building code violations he no longer
owns. He added that there is new leadership in the organization, there are new rules
and policies, and they have new security cameras. He stated that the food is for
members, so there will not be more traffic because the people are already there.

Ald. Rainey stated this premises has a lot of problems and there are always people
loitering. He stated that he has received complaints about the premises and is not in
support.

Willie Fuller 3402 N 41st St stated the premises houses the 12 Step Club and there is
already loitering and a lot of traffic. She added that she finds carryout containers and
other trash on her lawn.
Roni Spiller 3423 N 41st St stated there will be an increase in traffic and she has had
people parking along her gate.

tell members not to loiter. She added that they need to revenue from the restaurant to
pay their We Energies bill.

traffic comes from the 12 Step Club. He added that he picks up litter in the morning.
Denise Harris 2360 N 53rd St stated she has gone to the 12 Step Club for 11 years
and she cleans up trash when she sees it. She added that the kitchen helps the club
financially.

homeless people.

Bike racks are available on Water Street, Market Street, and Broadway, and a Bublr Bike Share
station is located on the northeast corner of Kilbourn Avenue and Water Street.
Limited parking for persons attending meetings is available at reduced rates (5 hour limit) at the
Milwaukee Center on the southwest corner of Kilbourn Avenue and Water Street. Parking tickets
must be validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code are required to
