The applicant apologized that the shooting incident occurred, but stated it was a
domestic violence incident that could've happened anywhere because her partner's
husband just snapped off. She stated that she is barely even open because of
COVID, and she's only open Thurs-Sat and Sun or if there's a football or basketball
game.

Jay Peters 1839 N Vel R Phillips Ave stated there were no issues with the previous
owners because they kept the noise down and they were respectful. He added that the

premises is so loud he could hear the music over his TV. He stated that he moved
because he felt unsafe with the operations of the premises.
Brandis Ohlsson 1839 N Vel R Phillips Ave stated having the premises across the
street is a nightmare. She added that she has gone out on her porch and ask people
to turn down their radios. She stated that there's always trash outside her house and
noise from patrons leaving. She added that she has called the police to report the
noise 4 times. She stated that the premises doesn't work with the neighborhood and it
doesn't belong in a residential area.
Fr. Michael Bertram 327 W Brown St stated he is the pastor of the church across the
street and there is always noise at the premises. He added that he is always picking
up trash on Sunday morning from the premises the night before. He stated that the
monastery is being renovated for housing senior friars. He added that there will be
more traffic in the area and people already don't follow the traffic signals. He stated
that the premises has done nothing to improve the neighborhood or respond to
neighbor concerns.
Ald. Coggs stated she held a community meeting last March after the shooting. She
added that the shooting involved the police, and it wasn't just patrons fighting. She
stated that at the meeting there was concern about what happened, but there was also
support for the applicant. She added that this location has been a tavern for decades,
but it's really a question of how it's being run. She stated that she is not comfortable
expanding the license until neighborhood concerns are addressed. She added that
noise seems to be a consistent issue at the premises since they opened. She stated
that the applicant needs to find a way to run a business without disturbing residents.

anyone else. She stated that she has an approved COVID plan. She added that Ald.
Lewis contacted her about the posters and she took them all down. She stated that
she wasn't at the event and she's not there on Saturdays. She added that this was a
onetime only incident with the posters. She stated that she has been open since 2016
and there have been a minimum amount of complaints. She added that they hand out

She stated that the premises a restaurant and lounge, and they added entertainment to
the banquet hall. She added that they are a small business that is doing what they can
to stay open during the pandemic. She stated the manager is always present when she
is not at the premises. She added that the door is open to take out the garbage, but it
is not left open.
Appearing with the applicant:
Atty. Andrew Arena stated #2 in the police report was from people were shooting at
each other while vehicles were driving down the road. He added that the police are
always welcome at the premises. He stated that they do what is possible to limit the
types of events that take place. He added that they have a banquet hall, they use ID
scanners, metal detectors, there is security in the parking lot, and they have a band
list. He stated that when someone rents the banquet hall they're required to tell what
the event is and how many people will be attending, and then the price is determined
based on the food order, the number of people, and security needs. He added that
they spend $2,000-2,500 on security for events because security is important to them.
He stated #5 on the police report didn't determine if shots had been fired or not. He
added #8 on the police report is someone who was in a dispute with someone else and
they didn't know how to handle it, so they called the police and reported a shooting. He
stated that there was never a verification that shooting occurred inside the premises.
He added that the record label put the posters up because they were having a meet
and greet in the banquet hall.
Larry Williams stated he had no knowledge of the posters until he came in and they
were left up when he closed for the night. He added that he took them down the next
day. He stated that their 50% capacity is 219, they take temperatures when people
come in, and they give them masks, but he doesn't enforce keeping their masks on.
He stated that this was a hosted event and people didn't have their masks on. He
added that they didn't have over 219 people at the event. He stated that the artist was
playing her mix tape, she wasn't performing on stage, but in a seating area, and she
brought an entourage and family with her of about 50 people. He added that he hires
security, books events, and he's supposed to be busy and have customers. He stated
that the police lied and he never denied them access to the premises or the cameras.
He added that they are not open every weekend. He stated that they have a security
company that patrols the parking lot and another security company for inside. He
added that he is not a manager and every event is a promoted event because they're
private events with private promoters. He stated that as the owner's son he makes sure
things are running right and his mom's money is correct. He added that he will apply for
a manager's license. He stated that all of the kids work at the premises and he doesn't
want to put his kids in an unsafe environment. He added that he passes up on 50% of
the events that want to book with him. He stated that this isn't about a profit and he
just wants to run a nice establishment. He added that they do 200 soul food dinners on
Sunday. He stated that this is a family owned business.
Individuals present in opposition:
Dorothy Sommers 6840 W Granville Cir #107 stated the premises is extremely noisy
with music and even with her windows and doors closed she can hear it. She added
that she has called the police and Ald. Lewis to report the noise. She stated at closing
time she can hear car horns, fights, and tires screeching. She added that it is very
annoying and it's every weekend and sometimes on Tuesday nights. She stated that
the parking lot is always full and people are outside smoking and carrying on.
Individuals also present:
Wanda Montgomery Brown Deer Village President stated she has received complaints
from residents regarding this premises many times. She added that on December 20,
2020 she received calls about an event, so drove to the premises saw entertainment
posters all up and down Brown Deer Rd. She stated that she contacted the Brown Deer
Police Department and when they realized it was Milwaukee, she contacted Ald. Lewis

about the event. She added that many times people confuse what is Brown Deer and
what is Milwaukee, but she just wants to be good neighbors. She stated that residents
created two Facebook pages and complain about the premises and she has to
respond that it is Milwaukee, not Brown Deer.
Claire Evers - Health Department stated she observed at least four COVID violations
based on the video. She added that masks are required, dance floors are closed, there
is no standing or walking around, and social distancing must be enforced.
Ald. Lewis stated the premises was hosting the promotional event which is why the
posters were up and down Brown Deer Rd. She added that the applicant let people in
for the event while the posters were up and no one took them down until the complaints
starting coming in and the event was over. She stated that this area is very quiet and
the only activity that happens after 8 PM comes from the premises. She added that
there is a senior community, commercial retail, and additional housing in the area. She
stated that every year there are issues and the operator is unfit. She added that they
have been open during the shutdown and every weekend the parking lot is jam packed.
She stated that they do not have a current license but yet they are still open. She
added that she has received so many complaints and it is getting out of hand. She
stated that the premises shouldn't be busy during a pandemic. She added that even
now Mr. Williams is at the premises without a mask on, so she can understand how
there is no enforcement of mask wearing at the premises. She stated that the
applicant is directly disregarding rules and regulations, and there have been multiple
inconsistencies from the applicant and her son. She added that there is a willful
disregard for license regulations and COVID plans as witnessed in the video. She
stated that there have just been way too many problems.
Ald. Lewis moved to amend the plan of operation to remove promoters. (Prevailed 5-0)
