Appearing with the applicant:
Atty. Michael Maistelman stated the applicant filed his renewal paperwork in
December, and he thought he had a provisional license. He added that the phone call
was from someone with a bias because there were 60 people not 200. He stated that
the bartender in the police report has a license, she just didn't have it on her person.
He added that he's not sure who the police were trying to call because the applicant
was in the bar when the police arrived. He stated that there seems to be a discrepancy
between the testimony and what is on the police report. He added that there is a
mitigation plan that includes: increasing the age limit from 25 to 30 years old, installing
security cameras of 15 inside and 5 or more outside, improving the lighting, hiring
off-duty police officers, having monthly staff meetings, participating in block watch and
crime prevention meetings, immediately notifying MPD of any issues, enrolling in the
e-notify system, filing open records requests for CAD reports, filing a standing
complaint with MPD for persons loitering, filing no trespass orders for problem patrons,
hiring a tow company to tow illegally parked vehicles, providing MPD with immediate
access to the premises, having a "secret shopper" program, using metal detectors,
and stopping the service of alcohol and playing music 30 minutes before bar close.
Individuals also present:
Ald. Rainey stated the premises has created ongoing issues in the neighborhood. He
added that this premises is impacting the quality of life of residents. He stated that the
staff is trying, but it is not working. He added that he recommends a 30 day
suspension.
Capt. Sunn stated a tavern report should have been filed regarding the murder,
because the victim was at the premises.
Ald. Perez stated the murder victim was at the premises prior to his life being lost.
Individuals present in opposition:
Lori Banks 4703 W Medford Ave stated between October 2019-February 2020 car
break-ins increased when the premises was busy. She added when the premises
reopened in August 2020 the car break-ins started again. She stated on Aug 30, 2020
there were multiple car break-ins around her house. She added that she has tried to
contact the management of the premises but there was no response. She stated that
the premises got a security patrol in mid-October 2020 but it was ineffective. She
added that there have been multiple shots fired, and a murder occurred half a block
away from her home. She stated that she hears patrons screaming and cussing when
they leave the premises, and that she has witnessed patrons urinating around her
house, littering, and drinking. She stated that she has had her children get on the
ground when they hear gunshots. She added that she spends her Sunday mornings
picking up broken bottles, food wrappers, and other litter from the patrons of the
premises. She stated that when she calls the police about shots fired she tells them
they are coming from the premises.
Zena Smith 823 W National Ave stated her husband was murdered leaving the
premises. She added that there is improper lighting of the premises, security,
management, and camera footage.
Howard Thompson 4625 W Ridge Ct stated he has witnessed patrons running from the
premises and shooting guns. He added that he has picked up 150-170lbs of garbage
from patrons of the premises. He stated that there were 8 people behind his garage
while 2 women were fighting. He added that there is broken glass every night and he's
tired of cleaning it up. He stated that this business is not conducive to the
neighborhood because the applicant can't control who comes the premises. He added
that the security guard has helped. He stated that patrons park in front of his garage
and he has to call to get the cars towed.
Cynthia Thompson 4625 W Ridge Ct stated she agrees with the previous speakers.

go, and she enjoys going to and being at the premises.
Arthur Lee Billups stated he has been a customer for 25-30 years and he's never had
any problems. He added that he's 76 years old and he's never felt uncomfortable or
had issues with parking his cars.

The applicant stated the individual who fired shots into the party was not associated
with the premises. He added that the person left peacefully and there were no issues at
the premises. He stated that he cooperated with the police and provided his ID scanner
to identify the shooter. He added that he walked around to 60 houses with his contact
information and flyers for a meeting at his premises, but only 3 residents showed up to
the meeting. He stated the incident on August 14, 2020 some bikers showed up and
were not appropriately dressed so they were denied entry. He added that before they
left a shooting broke out in the parking lot. He stated that on August 25, 2020 there
was a shooting incident that took place around the corner and up the street from the
premises. He added that it was unrelated to the premises. He stated that Thurs-Sat he
has 7-8 security guards, including some that patrol in a car, and patrons are patted
down and scanned with a metal detector. He added that he has 5 security cameras
outside, 11 security cameras inside, and the parking lot is well lit. He stated that
they're caught weapons that have been hidden on patrons. He added that when they
reopened in June 2020, N. 60th St was under full construction, and that limited the
number of cars that could park, so they lost 20 parking spaces. He stated that when
the parking lot fills up, patrons park on 61st St. He added that the incident on January
6, 2021 was a fender bender that happened and resulted in a shooting, but was
unrelated to the premises. He stated that he always cooperates with the police and
provides whatever they ask him for. He added that he has 22 employees.

added that the applicant has reached out to neighbors about their concerns, and had a
meeting where only 3 residents showed up. He stated that the February 1st incident
occurred after hours and had nothing to do with the premises. He added that the
October 25th incident was bikers being refused entry because of their attire and they
ended up shooting their guns. He added another incident occurred around the corner,
after hours, and involved no one affiliated with the premises. He stated the January 6th
incident shots were fired in the parking lot after hours. He added that when N. 60th St
was under construction that exacerbated the problem of patrons parking in front of
residents' homes and causing issues. He added that the premises shut down for 3
months due to COVID, and the applicant maintained the payroll for 25 employees, who
may not have had other jobs at this time. He stated that there hasn't been extensive
issues or problems, prior to this past year. He added that gun violence has accelerated
throughout the city, and the premises is not contributing to that. He stated that the
safety abatement plan shows that the applicant is doing what he can. He added that
nonrenewal is not appropriate, and if there is a sanction it should be a suspension. He
stated that the applicant hasn't had any discipline in the past. He added that the
neighborhood would not benefit from a boarded up building with 25 less employees.

longer endure what is going on at the premises. She added that there has been
testimony about gunshots, fear, and this can no longer be tolerated. She added that
the elderly residents have lived in the neighborhood for 30+ years and they deserve
peace. She stated that they have tried to work with the applicant, and he is trying, but
trying isn't good enough. She added that there is gunfire every night from Thurs-Sat
and this puts families at risk. She stated that she is fearful for the safety of patrons.
She added that residents have been tolerant and tried to work with the applicant and
provides suggestions to do something different, but nothing has changed. She stated
they have security now but it's too little, too late. She added that Pres. Johnson can no
longer tolerate this and recommends nonrenewal.

Antoinette Vaun 4253 N 62nd St stated she has lived in her resident for 16 years and
there are constant gunshots around the premises at closing time.
Yolanda Bryant 4269 N 61st St stated there are multiple gunshots and car break ins
Thurs-Sat nights. She added that she has called the police, and she met with the
applicant in October. She stated that the premises now has a security car that patrols
61st St since the shooting in January. She added that she is concerned about stray
gunshots coming in her home and injuring her and her grandkids. She stated that she
cleans up broken glass every weekend. She added that since the construction ended
there are not as many cars parked in front of her home.
Delores Gregory 4305 N 61st St stated they have lived in the neighborhood for 21
years. She added that on Thurs-Sat patrons sit in front of their house, play loud music,
smoke weed, drink liquor and eat, and throw their trash on her lawn. She stated that
she has cleaned up broken glass from car break ins. She added that she hears
gunshots and profanity from patrons. She stated that as a resident she's tired and the
premises is a nuisance. She added that they shouldn't have to live like this. She
stated that when the older crowd was there, there were no issues and no riff-raff. She
added that she has spoken to the applicant previously. She stated that she has seen
the applicant picking up trash in his parking lot.
Cleo Gregory 4305 N 61st St stated he cleans up liquor bottles and trash from bar
patrons. He added that patrons use the bathroom behind his garage and have loud
conversations, and it's really annoying.
Thelma Powers 6005 W Marion St stated she went to a couple of meetings, but the
problems are getting worse and worse. She added that she agrees with the previous
speaks and the police report. She added that she has lived there for 30+ years and

there were no issues before the current applicant took over the premises. She stated
that the shootings at night are terrible and she wants it to go away. She added that
she's tired of ducking and worrying if she's going to get shot. She stated that there are
gun shots, and loud noises and music in the wee hours of the morning. She added that
she's retired and she just wants peace. She stated that she has previously testified
against the premises.
Annette Matthews Binnamin 4262 N 61st St stated she has lived at the premises for
35 years and there wasn't any problems until the applicant took over the premises. She
added there are people doing drugs and having sex in the alley. She stated that there's
broken glass, gunshots, and patrons driving across her lawn. She added that she has
seen people shot in the street. She stated that there is security, but sometimes they
are louder than the patrons. She added that the premises is over crowed and patrons
park in the alley and block in resident's cars. She stated that she's too old to be down
on the floor every time she hears gunshots. She added that this is just ridiculous. She
stated that she has called the police about gunshots at the premises.
Lula Rogers 6029 W Marion St stated she agrees with the previous speakers, and
everything happens when the bar closes. She added there is littering, cussing,
gunshots and cars driving on the grass, and there is no one controlling the crowd. She
stated that the crowd is rude and disrespectful and affecting her sleep. She added that
women jump out of the cars and dance naked in the street. She stated that it is just
terrible.
Capt. Sunn stated he objects to the application due to the violent crime the premises
has created and complaints received from residents. He added that they have many
reports of entries in to autos, and residents testified about cleaning up broken glass.
He stated that there were 4 shootings in 2020, including a pregnant woman, and
residents are disgusted and tired of it. He stated that the applicant did submit a
nuisance abatement safety plan, and he's working towards it. He added that the violent
crime is just unacceptable.

Mike Miller 1901 N 47th St stated he is an employee and there weren't problems until
this past year. He added that with the construction and the pandemic there is just a lot
going on. He stated that the applicant goes over the top with trying to accommodate
neighbors. He added that he has 20-25 coworkers.
Shanitta Horton 2333 N 11th St stated every time she goes it has been a pleasure and
she's never had any issues. She added that she always has a good time and is
comfortable. She stated that she has been to the premises maybe 30 times in the last
10 years, and has never felt unsafe. She added that she was at the premises for New
Year's.
