Ald. Perez stated that the applicant should close at 9 PM daily and withdraw the liquor
license based on the neighborhood testimony.
Individuals present in opposition:
Beverlyn Gonzalez 1407 W Washington St stated that their kitchen was moved from
the back of the premises to the front and it is very noisy. She added that she has seen
patrons drinking alcohol. She stated that patrons smoke and puke in front of her
house, they play pool, and they're loud. She added that there is a lot of garbage at the
premises and they don't clean up the snow. She stated that she is no opposed to a
restaurant, but she is opposed to a liquor license and staying open until 10 PM or 11
PM.
Yoliemar Garlarza 1405 W Washington St she stated that she wants to feel safe in her
community but now she doesn't because there are patrons around outside. She added
that their patrons go in and out, drink outside, and urinate. She stated that she agrees
with the previous speaker. She added that she called the police about what she has
seen but nothing was done.
Edna Del Moral 1411 W Washington St stated there are a lot of problems at the
restaurant and people come out drunk. She added that there are kids in the
neighborhood and they don't need to see drunk people or people urinating in public.
She stated that she agrees with the previous speaker.
Ald. Dodd moved to amend the Food Dealer license application to close at 9 PM and
accept the withdrawal of the Class B Tavern license application. (Prevailed 5-0)
Ald. Kovac moved approval of the Food Dealer license application as amended.

The applicant stated the DJ was hosting a party and he was giving patrons a sample of
his drinks. He added that his patrons sometimes park at the bus stop and he tells
them not to. He stated that parking is rough in the area, even more so with the snow.
He added that he used to have someone clean up outside, but now he and his
employees cleanup 4 times a week. He stated that his outside security camera does
work. He added that he can do better because there's always room for improvement.
He stated that this year has been rough, he's still learning, and he's trying hard.
Individuals also present:
Ald. Zamarripa stated she conducted a post card survey and received responses with
20 residents in opposition and 7 in support. She added that she has contacted the
applicant multiple times to tell him about neighborhood concerns and offer him advice.
She stated that she does not support the Public Entertainment Premises license
application. She added that there is a total lack of regard for parking regulations by the
patrons.
Carly Hagerty - Health Department stated on February 13th they saw patrons walking
around without face masks and not social distancing, and on February 20th there were
the same issues. She added that they do not currently have a COVID safety plan so

they must operate at 25% capacity. She stated that the original plan was never
approved and the last contact was in December asking for revisions to the plan.
Capt Salazar - MPD stated in the past year there were 22 calls for service, 1 tavern
violation, and 1 subject with a gun. He added that there have been several shots fired
in the area, but they have not been conclusively linked to the premises. He stated that
there were issues with overcapacity, wearing masks, and social distancing.
Individuals present in opposition:
Joan Gulczynski 3314 W Lincoln Ave stated there are litter and liquor bottles on her
front lawn from the patrons. She added that there is way too many people at the
premises and people stand outside smoking and drinking. She stated that at bar close
people loiter in front of her house talking and playing loud music in their cars. She
added that she has contacted the applicant about her concerns.
Ana Perez stated she lives a few houses away and there are fights and loud noises at
bar close. She added that there was shooting but she's afraid to contact the police for
retaliation. She stated that her kids are scared to go outside. She added that in front
of her house there was a man hitting a woman. She stated that there is garbage
everywhere. She added that she is opposed to the liquor license, but okay with the
food license.
Ald. Kovac stated the management is not responsive to the current COVID 19
pandemic and the employees are disrespectful to city staff. He added that there have
been consistent and routine violations of the rules.
Ald. Kovac moved approval of the Class B Tavern and Food Dealer license renewal
applications with a 60 day suspension based on the police report, and aldermanic,
neighborhood, and applicant testimony. (Prevailed 5-0)
Ald. Kovac moved denial of the Public Entertainment Premises license application.

In the event that Common Council members who are not members of this committee attend this
meeting, this meeting may also simultaneously constitute a meeting of the Common Council or any
of the following committees: Community and Economic Development, Finance and Personnel,
Judiciary and Legislation, Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods
& Development, and/or Steering and Rules. Whether a simultaneous meeting is occurring depends
on whether the presence of one or more of the Common Council member results in a quorum of the
Common Council or any of the above committees, and, if there is a quorum of another committee,
whether any agenda items listed above involve matters within that committee’s realm of authority.
In the event that a simultaneous meeting is occurring, no action other than information gathering will
be taken at the simultaneous meeting.

Milwaukee Center on the southwest corner of Kilbourn Avenue and Water Street. Parking tickets
must be validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code are required to
register with the City Clerk's License Division. Lobbyists appearing before a Common Council
