The applicant stated the licenses were posted on the office door next to the cashier.
Appearing with the applicant:
Atty. Jan Pierce stated the shootings in the police report did not occur on the
premises, but in the neighborhood. He added that the applicant installed 32 security
cameras, 16 lights for the front, back, and inside the premises, and hired armed
security. He stated that #5 on the police report is currently in dispute. He added that
the area where the parking lot meets the neighborhood is hard to control. He stated
that the applicant has made significant upgrades and he is not taking this lightly. He
added that he hopes the preventive measures that have been taken will make a
difference in the summer.
Individuals present in support:
Marlon Moutry 4862 N 25th St stated he has been working and living in the area for
years and supports the premises. He added that he has 5 kids and that's where he
goes in the middle of the night go to buy milk. He stated that the premises participates
in WIC and food stamps programs. He added that he does security and he has gone to
the premises at 3 AM and 4 AM. He stated that he buys lunch there when he's at work.
Amber West 7138 W Hampton Ave stated she is in support and she likes that they
added new lights because they light up the corner.
Ald. Dodd stated she is extremely concerned about the incidents on the police report.
She added that this premises has created safety concerns for residents in the area,
and she has received calls from residents about what is happening on the corner. She
stated that she is concerned about how the summer will be, given the serious
incidents that occurred during the pandemic. She added that having armed security
only agitates the problem, just so people can get gas and milk for their kids. She
stated that these problems are not happening throughout the district.

Establishments license application based on the police report. (Prevailed 5-0)

The applicant stated they now have security and have not had issues since. He added
that they have an approved COVID plan. He stated that they have been operating for
10 years without incident. He added that there has been a management change since
the July incident. He stated that the late night revenue is part and parcel with operation
the business. He added that they are currently following all guidelines. He stated that
the business has always been a good responsive citizen, and other restaurants in the
area are open at that time. He added that more than 30% of their revenue is late night
business and cutting off the business will make it unprofitable.

Ald. Bauman stated he is troubled by the July incident because at that time everyone
knew what the COVID rules were. He added that he recommends nonrenewal of the
Extended Hour Establishment license application and approval with a warning letter of
the Food Dealer license application. He stated that bad things happen when people are
over served at 3:30 AM and the COVID violations need to be taken seriously.
Ald. Kovac moved approval with a 90 day suspension of the Extended Hours
Establishment license application based on the police report and aldermanic testimony
and approval with a warning letter of the Food Dealer license application. (Prevailed
4-1, Ald. Coggs voting no)

The applicant stated they end outside dining at 10 PM because of the fight that
occurred. He added that they make sure their patrons are in a uniform line so they're
not confused with other people just standing around. He stated that he has asked the
food carts and drum lines move down the street so they can better control their area.
He added that the premises has its own collective and cohesive security team. He
stated that the Health Department came out 4 times. He added that the premises is
now compliant with COVID capacity guidelines. He stated that they have received
about 10 complaints from customers about their strict COVID guidelines. He added
that everyone is socially distanced and sitting down at the premises. He stated that
only 50 customers are allowed in at the time.

Atty. Michael Maistelman stated there are 4 letters of support from local businesses
and the Westown Association. He added that the applicant owns the fact that he
violated the COVID orders, but now has an approved COVID plan. He stated that the 2
fights that occurred, was the result of the security company not doing their job. He
added that the applicant took action and the security company was fired. He stated
that this doesn't warrant a suspension because neighbors and businesses are in
support. He stated that this is a multicultural establishment.
Individuals also present:
Carly Hegarty - Health Dept stated there were 4 separate inspections: the August 7,
2020 inspection determined the premises was overcapacity and no social distancing or
mask wearing was being enforced, and a verbal warning was issued; the August 15,
2020 inspection determined the premises was in compliance; the February 9, 2021
inspection was from a complaint about hookah and people not wearing masks, it was
determined that the tables were not socially distanced, and those not wearing masks
were drinking or partaking in hookah; the March 6, 2021 inspection was from a
complaint and it was determined that employees were not wearing masks. She stated
that the premises was in compliance when an inspector went out for a scheduled

inspection.
Ald. Bauman stated there were 2 COVID violations, and the premises was blatantly
disregarding the law regarding COVID capacities. He added there was a melee on July
17, 2020 which required a large police response and was another blatant violation of
COVID capacity, because by July of 2020 every hospitality person knew what the rules
were. He stated that there was a major fight, 3 COVID violations, and #7-8 on the
police report. He recommends a 60 day suspension based on the police report.

Alex Anderson 2025 E Greenwich Ave Unit 116 stated he is a frequent patron since
they opened. He added that the lounge is calm and he doesn't like going to the college
bars on Water Street. He stated that the staff is always respectful and reminds people
to wear their masks. He added that he likes the food, music, and it would be sad if
anything happened to the premises. He stated that it is a multicultural and diverse
establishment, and he feels safe going there.
Devonte Hollingsworth 823 N 2nd St stated that he appreciates the premises being so
close to his establishment. He added that they enforce mask wearing and COVID
guidelines, and he feels comfortable going and sitting for hours to listen to music and
eat. He stated that they are very diverse and he likes being able to unwind before he
goes home. He added that he feels safe there and the staff is wonderful.
Jimmie Tally 230 W Wells St Suite 100 stated he has been downtown for many years
and he goes to the premises often to have lunch. He added that he feels it's an
entrepreneur spot to hang out and have a good time. He stated that it is a multicultural
establishment and he is in support.
Ald. Coggs stated the applicant has been involved in the transition process of the
street name and has been good to work with as a business owner.
Ald. Lewis stated that the COVID infractions should be taken seriously, but she's also
looking at how the applicant has turned it around.

LICENSES COMMITTEE Meeting Agenda April 20, 2021
In the event that Common Council members who are not members of this committee attend this
meeting, this meeting may also simultaneously constitute a meeting of the Common Council or any
of the following committees: Community and Economic Development, Finance and Personnel,
Judiciary and Legislation, Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods
& Development, and/or Steering and Rules. Whether a simultaneous meeting is occurring depends
on whether the presence of one or more of the Common Council member results in a quorum of the
Common Council or any of the above committees, and, if there is a quorum of another committee,
whether any agenda items listed above involve matters within that committee’s realm of authority.
In the event that a simultaneous meeting is occurring, no action other than information gathering will
be taken at the simultaneous meeting.
Times for specific agenda items are estimations. If items cannot be heard at their specified times,
they will be heard as soon as practicable thereafter.
Upon reasonable notice, efforts will be made to accommodate the needs of persons with disabilities

Bike racks are available on Water Street, Market Street, and Broadway, and a Bublr Bike Share
station is located on the northeast corner of Kilbourn Avenue and Water Street.
Limited parking for persons attending meetings is available at reduced rates (5 hour limit) at the
Milwaukee Center on the southwest corner of Kilbourn Avenue and Water Street. Parking tickets
must be validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code are required to
register with the City Clerk's License Division. Lobbyists appearing before a Common Council
