The applicant stated they try to clean every day and they have a lot of employee
turnover. He added that sometimes they don't have enough employees right now. He
stated that they try to cover some of the food and he and his dad try to remind the
employees. He added that sometimes they are too busy with only 2 people cooking
and they miss things and make mistakes. He stated that there are only 4 employees
total and he doesn't have money to hire more. He added that he hires someone to deep
clean twice a week. He stated that he needs to stay open so he can pay his rent and
support his family. He added that he's trying his best and wants to improve.

Ald. Spiker stated the premises received a 30 day suspension last year for similar
issues. He added that he doesn't understand why the applicant can't clean up his act
and why these violations keep happening. He stated that he understands that this is a
trying time but these violations are a danger to the community, and damaging to the
commercial corridor. He added that these problems just can't keep occurring. He
recommends a 10 day suspension because of the continuing problems.
Carly Hegarty - Health Department stated there are ongoing compliance issues with the
premises. She added that in 2020 there were no routine inspections because of
COVID, but they did inspect when they received a complaint regarding pests. She
stated that during the inspection the complaint was verified and the premises was
issued orders to cease operations, and reopened later. She added that in January 2021
a routine inspection was conducted and they received a score of 62 which is a "B".
She stated another routine inspection was conducted in June and they received a
score of 61, which is a "B". She added that there were less priority violations in 2021
then there were in 2019. She stated this year they had 1 priority violation in January

and 4 in June, 3 foundation violations in January and 1 in June, and 12 core violations
in January and 8 in June.

The applicant stated he was unaware of the law about the ID cards, but he has taken
care of it now. He added that he left paperwork for PO See at his office, but she
parked her rusty car in the middle of the lot, and sat at his desk without wearing a
mask in the middle of COVID. He stated that "if I had a dog", but he didn't threaten
her because he has no dog, and told her to set up a meeting. He added that he tows
from his landlord's private lot all the time, between 5-10 cars a week. He stated that he
never touched the woman, she wouldn't get out of the car with her baby, and the police
came and let him tow the car. He added that a tow is about $285, not $300 or $400. He
stated that he wasn't aware that he had to submit receipts to the City. He added that
this is how he feeds his family and he doesn't abuse that. He stated that he does good
business with junk cars and has 4.9 on Google reviews. He added that he only tows
from 2 lots and towing is not his main business. He stated that he undercharged Mr.
Berger for his tow. He added that he pays his bills and taxes. He stated that he did
nothing different with these 2 tows. He added that he didn't touch Ms. Jones or
threaten her, but she was aggressive, shoved him, and threw his equipment. He stated
that he was going to give her car back, but she made him sit there for 2 hours. He
added that he missed his court case regarding the assault so he just paid the fine.

Ald. Zamarripa stated she does not support renewal of the Recycling, Salvaging, or
Towing premises license based on the applicant's testimony and the neighborhood
testimony.
Peter Knox - DPW Tow lot stated that the applicant owes the City $6,200 in fees that
have been sent to collections. He added that the applicant hasn't submitted any
receipts for the 130 tows.
Individuals present in opposition:
Adam Berger 15300 W Capitol Dr, Brookfield, WI stated he had a terrible interaction
with the applicant. He added that he parked in a parking lot in an unmarked spot. He
stated that this parking lot may have had a sign behind the vines, but it was designed
to trick people. He added that the applicant didn't answer the phone and it is not good
business practice. He stated that the applicant is entrapping and extorting people, and
an employee told him that they would sic their dog on him. He added that not everyone
can afford the $300-400 fee. He stated that he finally got a hold of someone, but he
had to pay with cash, because they wouldn't take any other form of payment, and didn't
receive a receipt.
Lakesha Jones 7911 S Long Meadow Dr, Oak Creek, WI stated she was picking up a
donation for her non-profit and she parked in an unmarked spot for 2 minutes, and
there were no "No Parking" signs clearly visible. She added that the applicant
threatened her with gang violence in front of her 6 year old daughter, pushed her, and
she had trouble sleeping for 2 weeks. She stated that her daughter was screaming and
this was an experience no one should have to go through. She added that the applicant
changed the price to $400 and would only take cash. She stated that she called the
police and this was the worst experience of her life. She added that he jacked up her
car while she and her daughter were inside the car. She stated that the applicant told
her that "he would kill a bitch like her and go to jail for bitches like you." She added
that she is concerned and afraid because the applicant lives in her neighborhood.
Ald. Lewis stated the applicant needs to manage his business properly because it will
affect his livelihood.
Ald. Kovac stated that the applicant has a junk car business and there are no
complaints about that or consensual towing. He added that non-consensual towing
creates conflicts and the applicant doesn't have a good track record of handling
conflict appropriately. He stated that the applicant made implied threats to a police
officer and asking Mr. Berger if he thinks he can park anywhere because he has a
nice car. He added that the applicant has been abusing the special equipment fee and
overcharging people.

and was threatened by employees because she was taking photos of them violating
the mask mandate. She also added that patrons have threatened her while she was
parking her car. She stated that there is constant litter and patrons knock over her
garbage. She added that she often sees underage patrons puking in her yard.
James Petro 1716 E Pearson St stated he is concerned about the traffic and speeding
through the one way street. He added that the premises is a nightclub, not a restaurant
and he is tired of all the riff-raff. He stated that the valets park cars on his street
instead of in the parking lot.
Melissa McNulty 1685 N Cass St stated she agrees with the previous speakers. She
added that this premises will be the death of the neighborhood. She stated that
patrons urinate in her yard, dancing in the street, blasting music from their cars, and
drinking. She added that the applicant stated he would put up signs asking patrons to

respect the neighborhood, but she has not seen them.
Peter Storsen 1710 N Cass St stated that that he has 2 small children and he is
concerned for his family with the shootings. He added that patrons leave liquor bottles
and trash on the ground. He stated that he can feel the bass in his daughter's room
and has seen one way drivers going the wrong way.
Eric Flack 1723A N Cass stated that he agrees with the previous speakers. He added
that there is constant garbage in his yard and he has seen people drive the wrong way
down the one way street. He stated every Saturday night he sees patrons dancing,
fighting, and speeding in their cars. He added that it's hard to sleep and he's tired of it.

there to work. She added that her sons work at the premises.
Jamaal Smith 5372 N 52nd St stated he is a regular patron of the premises. He added
that he goes there every day and works.
Ald. Kovac stated he has received complaints over the years about patrons causing
problems in the neighborhoods.

Appearing with the applicant:
Atty. Michael Maistelman stated the premises is has been operating his 2005 without
any suspensions. He added that he is willing to sit down and mediate the issues
between the neighbors and the premises. He stated that sound proofing curtains and
materials have been ordered.
Les Johns stated he was contacted in 2019 to provide security and he didn't see any
problems. He added that he talked to neighbors and did a neighborhood survey. He
stated that he didn't do any events last year because of COVID.
David Hackbarth 527 E Red Pine Cir, Dousman, WI stated the has DJed weddings at
the premises.
Tony SanFilippo stated they have 20-25 events per year and the space is more of a
home than a hall. He added that this is a family business and he tries to keep the
clients in order. He stated that he has tried to work with the Tierney's regarding their
complaints. He added that he hired a roofer because they thought the sound was
escaping through the roof. He stated that the sound proofing will occur in February or
March.

Janet Tierney 1111 N Marshall St #404 stated that in 2019 there was an operating plan
agreement, which were violated because there was no one to monitor the guests and
the patio doors were open for 3 events. She added that they repeatedly contact the
owners to turn the music down. She stated that sometimes they don't receive
responses from the applicant or a very slow response. She added that she now makes
a point to leave her home during events. She stated that they violated their operating
plan by have loud, amplified music on the patio. She added that the applicant doesn't
want to be a good neighbor and that's why she is in objection.
Martin Tierney 1111 N Marshall St #404 stated the premises is a burden and they now
leave their home when there are events at the premises. He added that they should be
suspended for at least 30 days.
Doug Downing 1114 N Marshall St #202 stated that he lives directly across the street
and the amplified noise can be heard throughout the building. He added that the noise

Milwaukee Center on the southwest corner of Kilbourn Avenue and Water Street. Parking tickets
must be validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code are required to
