210910 Communication relating to the distribution, operation, licensing, and
regulation of certain amusement machines.
Ald. Zamarripa is concerned about these type of amusement machines in the city of
Milwaukee due the increasing amount of applications and the lack of information
available in general. The purpose is to make a better decision when granting this type
of applications.
Individual also present:
Officer Kevin Vodicka and Officer Guadalupe Velazquez.
Jim Cooney offered a report of the amusement machines applications filed recently
but no breakdown of gambling or gaming machines is available.
Atty. Farris added that still waiting for the Court of Appeals regarding the legality of
these machines.
Ald. Zamarripa recommended to hold these type of applications until the decision is
made at the Court of Appeals.

09 PERRIN, Pamela D Class B Tavern, Food Dealer, and Public Entertainment
Premises License Applications Requesting Jukebox, 12 Bowling Lanes, 1 Pool Table,
5 Amusement Machines, and Patrons Dancing for "Coconut Bowl" at 4707 W MILL Rd.
Agent appeared and offered a brief explanation of the plan of operations. Stated that
she has hired a security team to address the neighborhood concerns to monitor the
premises and surroundings and the parking issues held in the past.

Individual present in opposition:
Cynthia Berry Roberson 4652 W Brentwood Av stated that she objects to the
application based on the neighborhood complaints like domestic violence incidents,
people urinating and vomiting on neighbor's lawns, etc. Added that she attended the
meeting for the business plan presentation but couldn't get a copy of it because the
applicant's husband said it was recommended by their attorney. She added that is
willing to give them a fair chance if the business closes at 11:00 PM
Individual present in support:
Catherine Richardson 4706-08 W Mill Rd supports Coconut Bowl added that she
understands the issues (lives right across the street) with the previous owners and
wants to give a fair chance because the business is needed in the neighborhood to
engage young ones in good activities.
Patricia Watson 4541 N 69th St doesn't live in the neighborhood but bartended under
the prior ownership. She stated that they had issues and have seen people throwing
trash from their cars and not exactly patrons. Added that is the only black bowling
alley in that part of the city and wants to give the new owners an opportunity.
Individual also present:
Ald. Lewis stated that she is aware of the +100 letters in support on file and her
commitment is to take care of the community needs and that residents are willing to
give it a chance amending the issues that concern to neighborhood like parking,
lighting and patrolling the area. Added that she is in support.

The applicant stated that he applied to open at 7:00 AM just to have a window for
flexibility and will do adjustments while on pandemic. Added that he will be in charge
full time, will have security as needed and no live music will be allowed. His
association with this location started on November 2017 and he was not there when the
shooting incident happened.
Individual present in support:
Robin Pitts 3436 N 78th St testified in support for the prime location, elegant
establishment and welcoming environment that gathers all people.
Tyrone Wiggum 3457 N 93rd St new owner of Realty Constructions.
Daniel Trotter 1646 N Prospect Av stated it is a very nice place to be with the family.
Trolando Wright 3326 N 28th St stated that he is in support of the business since day
one more for the food because is not a club type.
Devon Dent 3743 N 16th St stated he was the previous owner in support of the new
ownership.
Tranette Pitts 914 S 23rd St stated that is in complete support of this black owned

business which has visited numerous times and the food is always good and clean.
Larry Jordan 2163 N 54th St stated that he is support of this new ownership.
Individual also present:
Ald. Murphy stated that has no objections and expects this business to succeed given
the investments made by the City of Milwaukee and private individuals in the
neighborhood and that he doesn't want to see a repeat of what happened with the
previous establishment.

people smoking right by her window. Added people doesn't leave right away and that
she is bullied right at her home. Stated that her tenants are also struggling with the
noise late at night. She is requesting a solution.

Appearing witht the applicant:
Atty. Joseph Abruzzo stated that this past year has been a difficult year because of
covid, marchs and the bucks championship for Water and Juneau streets and that
those incidents on the police report occurred outside the bar. Added that the bar has
worked with District 1 to improve and to become a roll model bar in the area. Said that
the new security manager (hired Feb. 2021) is also checking all bags being the first
bar in Water St. searching bags in order to watch for the patrons safety. Added that
the surveillance footage works inside and outside and that the staff and bar owners
have been cooperative to make it a safe environment at the intersection. Also noted
that there is a cover charge and dress code in place and bad employees have left.
Andrea Shafton 201 E Main St. Port Washington, WI apologized for what Mr. Daniel
Grinder has gone through and added that she will pay attention about the music
situation. She owns the building and gave Mr. Steinpas her word that his concerns will
be addressed.

Daniel Steinpas (Grinder) 150 E Juneau is in objection and stated that the music is
not turned off at 1:35 AM and that has been assaulted by patrons two different times.

He said he is disabled and has reported incidents to the police. Added that has seen
no changes since mid June.
Individuals also present:
Jeremy Churasch - Security Manager - stated that when he took over the security
manager has terminated employees that were not a good fit or don't act within the bar
best interests. Added that they are active and solving issues in timely fashion inside
and the surrounding area. The past 2 months they have turned the music off and the
lights on 10-15 minutes before closing time.
Ald. Kovac said that he is concerned about the establishment not following the closing
hours per police report incidents and that neighbors have the right to be concerned
about the police reports because of the sequence of events as well. Added that the
business has done a lot but can still work on stronger issues like management.
Ald. Kovac moved approval with 20 day suspension based on police report and
testimony from neighbors, owner and employees. (Prevailed 4-0)

The applicant stated that Ms. Melton was a former owner of the bar as "All Stars"
2009-2010 and sold it to the previous owner and that he deserves a chance just like
she had hers.

Lydia Melton 3315 N 40th St stated that objects to the application because she has
owned her house for 12 years and have had problems with the previous bar which was
closed down due shootings, fights, etc. Added that there is business going on at the
premises without a bar license until 2:30-3:00 AM. Added that she has videos of
people gambling in the alley and party buses coming at 2:30 AM

Applicant stated that she will take full responsibility of the licenses and that she will
not occur on the items that the previous owner did. Added that she is working on
making changes to the building to make it look better and cleaner next spring (interior
and exterior).

Keith Stanley 4203 W Fond Du Lac Av stated that is one of the worst looking business
on the street and that he would like to see the facade fixed up.

Appearing with the applicant:
Atty. Vince Bobot stated that Mr. Singh was cooperative with the police regarding the
incident on the police report and that the other two incidents were captured on video
but the cameras were not well positioned. The cameras have been fixed.
Individuals present in opposition:
Mabel Lamb 2803 N Sherman Bl stated that is very concerned about this location and
conducted a walk with the Police Department about three weeks ago because of the
shooting activities that take place along that street including the gas station. She
added that she believes this establishment is the lure and would be very concerned if
remains open 24 hours.
Redona Williams 2948 N 41st St stated that is concerned about the police report and
reason enough not to be open 24 hours for everything what is happening in the area.
Keith Stanley 4203 W Fond Du Lac Av said that is concerned about how this
business operates with tons of issues like graffiti, trash and electric citations from the
Department of Neighborhood Services. Added that the business owner must operate
the business on the outside as well. He added that he sees no value in these hours
and the management has been just lacking. Added that he blames the operator for
his gas station being burned in 2016 due to how disrespectfully he treated his
customers. Also said that no longer frequents this gas station and that he cleans up
the trash as he walks his dog. He wishes the business operator did a better job of
running his business and it was never seen as part of the community.

Ald. Stamper said that the business owner must address the neighborhood concerns.
Ald. Rainey said the reason the gas station was targeted was because of a shooting of
a resident by the son of the owner. He agrees this has been the location of a lot of
violence and he does not support renewal of the Extended Hours Establishment
license.
Ald. Kovac moved denial of the Extended Hours Establishment license based on
neighborhood testimony and approval of the Food Dealer license. (Prevailed 4-0)

Applications for "42nd Street Bar & Grill" at 4200 W BURLEIGH St. (Expired

Appearing with the applicant:
Atty. Christopher Haydenl said there are 3 items on the police report that happened
around or outside the premises and the manager was cooperative with the police
providing the video footage. Added that the third one related to the shooting with the
security guard involved has been terminated ever since and the bar has implemented
security measures. Stated that the applicant is willing to close on Sundays.
The applicant stated that they have done improvements with the lighting and parking
lot also have outsourced a security company to evaluate the safety and security.
Individuals in opposition:
Felicia Moore 4028 W Burleigh St stated that people has come to fight right in front of
her house and personally has cleaned up blood by her door. Added that people stays
at the parking lot even after the establishment is closed.
Mabel Lamb 2803 N Sherman Bl said that there has been a significant amount of
crime between 41st St and 44th St on Burleigh St and asked to modify the closing
hours so everyone can have a restful night and a good quality of life. Added that she is
the Executive Director of Sherman Park Neighborhood Association and wants to voice
the concerns of the residents as well.
Redona Williams 2948 N 41st St stated that is too much going on and closing late is
an issue in the neighborhood.
Individuals in support:
Thomas Olderson 3387 N 38th St stated that he has been patron for 30 years and it is
safe inside the bar.
Martell Booker 5690 N 42nd St employee of this location said that they give back to
the community, cleaning up and that they are doing everything to make everyone safe.
Individuals also present:
Ald. Rainey recommended based on neighborhood testimony to amend the plan of
operations to close at from Monday to Wednesdays at 1:30 AM and from Thursday to
Saturday at 2:00 AM closed on Sundays and renewal with a 20 day suspension based
on the neighborhood testimony.
Ald. Stamper moved to amend the hours of operations on the plan of operations to
close Monday to Wednesday at 1:00 AM and from Thursday to Sunday at 2:00 AM.

Applicant made the following comments regarding the police report items:
#6 She apologized to the owner on behalf of the employee.
#9 The customer came to pay with a credit card but the device was being mailed out
and didn't know that she had to accept credit cards and that the vehicle was not
damaged there and that she never complaint while she was there in the presence of
the police officers. She added that when she returns a vehicle they ask the owner to
check it first and file a form in case of damage.
She added that she still married but she has reported herself to the police the
situations involving her husband who has a restraining order now and filing for divorce.
Stated that her husband is no longer involved in the business operations. Also stated
that she was not aware about turning in towing receipts and that she is learning as she
operates and that she has an App now to track the vehicle and photos are uploaded as
well.
Individuals also present:
Peter Knox - Tow Lot Manager from the City of Milwaukee stated that has only received
183 receipts from the licensee, far behind turning those in (only 9.9%) and owes the
city about $39,000 dollars.
Ald. Stamper stated that the towing companies are aware of the responsibility they
have about responding with documentation.
Ald. Rainey recommended not to renew the license based on CAD and the police
report.
Ald. Stamper moved denial based on the police report and aldermanic and tow lot
manager testimony. (Prevailed 4-0)

Ald. Bauman stated that there are a lot of neighborhood complaints mostly littering and

downtown. Added that would like a warning letter to be issued and he will have
witnesses present at the next meeting.

Ald. Dimitrijevic stated that the bike nights have been discontinued according to
applicant and that she has met with the owners and attorney to come up with a list of
amendments to the plan of operations to be included in the file. The items are related
to no outdoor music, additional security staff, sidewalk cleaned up at night, closing
one hour before daily close time, Dj's performances only on Saturday nights and
motorcycle nights have been cancelled and indefinitely closed on Tuesdays nights.
