Atty. Christopher M Hayden appeared with the applicant and regarding the items on the
police report said that:
First: It has been resolved with the City of Milwaukee.
Second: 6/09/21 it was the perfect storm coming from a big construction in front of the
business and that his client is making sure that cars are not stopping and that has
directed the security guard to monitor outside.
Third: the 6/16/21 item showed that there was no evidence of a gun shot inside the
establishment and the non-cooperative manager has been reprimanded and that this
business has a long story of cooperating with law enforcement.
Fourth: On 10/0521 and it was a road rage situation that was not related to the
business and hit a woman eating at the patio.
Individuals also present:
Ald. Perez said that on 6/09 item the police report says that there were patrons walking
in the traffic, vehicles with loud music, motorcycles on the sidewalk and that security
told the police that there were few people with fire arms outside the tavern so he asked
if the manager or applicant filed a police report.
Atty. Hayden said that they did not make a phone call to the police.
The applicant said that after that incident they went from one to three security guards
outside and that haven't had traffic situations like that.
Ald. Perez asked if the applicant made phone call to the police regarding the incident
on 6/16 and the fact of having 20 people running away from the location and police
being dispatched for gun shots.
The applicant said that he did not call.
Ald. Perez asked the applicant to explain the plan of operations because it seems to
be shifting from the original application.
The applicant said that they offer food until one in the morning and that it is a lounge
with no dancing floor and that safety measures are in place because of Covid and that
is using promoters on Fridays and Sundays and looking forward to have a live band on
Wednesdays.
Ald. Perez said that even if the shots fired on 6/16 were not connected to the
establishment, the police talked to a security guard and to a non-cooperative manager

so he asked the applicant if the police was able to retrieve the surveillance video from
them? Added that he wanted to get it on the record that seems that this place is not
well managed (crowd control, shots fired, non-cooperative manager) and that he has
not heard in detail what is he doing about all these issues except for the three security
guards and asked him of the security goes further beyond his property.
The applicant said that they go to the parking lot on the east of his property.
Ald. Perez asked him if the valet services and his staff use the alley and parking lot of
Lady Guadalupe?
The applicant said that he used to and Ald. Perez asked him if he has received the
letter from Lady of Guadalupe asking him not to do that.
The applicant admitted that he received the letter.
Sgt. Velasquez said that the video from the 6/16 incident was not available to the
police because there was an issue with the applicant's laptop.
Atty. Hayden made questions to the applicant to review the safety in plan in place. The
applicant responded that there are four security guards working on regular basis, that
they follow the id standards, that they use metal detectors, and that there are a male
and a female at the door to check patrons.
Atty. Hayden added that his client is a lifelong member of this community with other
businesses on the area and that he is committed to the neighbors and their safety with
safety measures in place to avoid issues and asked for renewal with a warning letter.
Ald. Kovac said that the non-cooperative manager and not being proactive concerns
him a lot so he moved renewal with a 10 day suspension based on the police report.

Atty. Emil Obviagele appeared with the applicant and also the manager of the
establishment Alberto.
Atty. Obviagele asked the applicant to give an explanation of what happened on
7/08/21.
The applicant said that there was a situation between to VIP groups where one
gentleman was sitting in the other area and was asked to scoop over but eventually
bumped into the guy but as he was being removed from the situation, he tried to make
his way back knocking down small cocktail tables and the situation escalated.
Atty. Obviagele asked about the item on 7/15/21.
The applicant said that he was personally involved in the situation because they had a
Green Bay Packer player and that those patrons were very disrespectful to the player
and that the behavior can be seen on the surveillance video. Added that he provided to
police with everything that he was asked for.
On the item regarding the couple claiming the credit card, the applicant said that they
did not have it and that the couple vas visibly intoxicated and that the lady was up[set
because they were not allowed to return to the bar while addressing the situation.
Added that the lady was pounding on the door and that even punched a security guard
on the face. Also said that they have filed an extensive report with the police about this
matter and that he has screen shots of threatening messages posted on social media.

The applicant said that they did not have the credit card and that it was a dispute on
the tab.
Ald. Coggs said that she does not understand the inconsistency on the report.
Sgt. Velasquez said that the report on the video says that the patron was allowed back
in and that the situation escalated very fast but does not say if the transaction was
ended.
Ald. Bauman said that the incidents are concerning with a high levels of violence and
tied to high levels of intoxication so he recommended a renewal with a 10 day
suspension.
Atty. Obviagele said that the business is proactive and cooperative with the
investigations and that each situation has been explained with details and asked for
the license be renewed with a warning letter instead.
Ald. Kovac moved renewal with a 10 day suspension based on the police report and

The applicant was present.
Individuals in support:
Jerry Lipsey - 2511 N Humboldt Av - said that he is a family member and a friend but
wanted to highlight that Ms. Peterson has experience running business and that she is
trying to bring value in a deserted area in the city and that she will give back to the
community by creating sustainable businesses in the neighborhood.
Denise Burnham - 1961 W Vienna - said that she is related to the applicant who is a
successful business owner and went around to collect about a hundred of signatures
supporting the business.
Individuals also present:
Mr. Ellzey asked the applicant if by saying "store" she is saying "corner store"
The applicant said that it is a corner store.
Mr. Ellzey explained that there is a gas station with a store and a liquor store with a
corner store within two blocks.
The applicant said that she should have said that one of the services that she will offer
is a hot food deli and that she is aware of those businesses.
Ald. Coggs asked the applicant to talk about what she wanted to do.
The applicant said that she wants to open a retail store to service the community and

that she has followed all rules and regulations and that there are things that she wants
to do different from the other stores by offering fresh produce, hot and cold food and
that she wishes she had the chance to meet with Ald. Stamper to explain him her
business plan which will bring value to the community.
Mr. Ellzey explained that this application was denied initially because of concentration
issues and that they are trying to lower the number of corner stores so the alderman
does not support the application and that they support black business but not at this
moment given the current situation.
The applicant asked that how come she was allowed to go that far to be denied.
Ald. Ellzey said that the neighborhood must be unsaturated at this moment.
The applicant said that she reached out to the Ald. Stamper's office and set a meeting
with him which resulted in a non shown and that she tried many times to talk with him
and that nothing happened until Mr. Cooney from the license division explained her the
basis of the denial and her options.
Ald. Kovac asked additional input from district 15.
Mr. Ellzey said that this application was denied before and that these two blocks have
been really hot lately so they want to lessen the activity or the flow in the area.
Ald. Kovac moved denial based on the alderman's office testimony and concentration.

Atty. Vincent Bobbot appeared with the applicant.
Atty. Bobbot said that regarding the incident from 3/17/21 there was no gun involved
and that there was a fight that was broke by the security and that the owner decided to
close after patrons were done eating and that for the incident on 8/11/21 said that the
subject was arrested and that the business called the police. Added that as for the
incident on 10/04/21 said that they do not subcontract security and that has an
individual who has a different version of the facts. Also said that on 11/11/21 there was
a meeting with the police and the business owners and staff and that many of the
suggestions that were made are now in place like security cameras outside to work
along with MPD.

The individual present to testify on the item from 10/04/21 said that he wanted to
dispute the report because when watching the video from the outside cameras is

different from the police's version which is one girl inside the establishment and that
the person shooting is coming from Brady St.
Ald. Kovac made a reference about the 10/04/21 incident that the exterior cameras
were not working.
The individual present said that this video belongs to a neighbor and shows the
individuals coming from Brady St. and that the shooter was not inside the bar, only the
girl.
Ald. Kovac said that the more extensive report says that "The shooter and the vehicle
were lingering outside Mango's Bar" which it does not make a difference to the
neighbors he said.
Atty. Bobbot said that the difference is that the shooter was not inside the tavern.
Individuals in opposition:
Elizabeth Jerow - 1627 N Van Buren St - said that she bought her house 2 years ago
with the intention to stay forever but she is not happy with the bar patrons making
noise, leaving trash, broken bottles and urinating everywhere. Added that safety is her
main topic because she has seen people hanging around their cars and blasting music
for 30 minutes before going into the bar. Said that they also argue after leaving the
bar, they fight or hit cars or pass out in the cars leaving the engines on for 8 hours.
She offered some statistics that she found herself regarding the criminal activity
near/around Mango's specifically. She reached out to the owner in three different times
and she did not hear from him until the third one. She added that there was one
disagreement that started on Mango's and escalated at her own lawn and moved to the
neighbor's (with a broken fence as a result) and that she has video footage.
Jennifer Chier - 1680 N Jackson St - said that she has lived in the same neighborhood
for so many years and that also has seen bars come and go in the same location on
Mango's and that she has never seen something like with Mango's before. She does
not understand why this particular business is having issues that no other businesses
are experiencing in the neighborhood. Added that she is also concerned about the
property value because the neighborhhod is getting sketchy.
Michael Wojner - 1672 N Van Buren St - said that at 12:30 am this Saturday and about
5 feet away from his window he listened some guys arguing whether or not to take a
guy outside and that one of them said that he had no guns on him but that he wanted
to beat the guy up. Added that he has lived 13 years in the neighborhood and that he
has never seen that much stupidity coming out from the same business. Added that
he is afraid now to walk at night.
Kent Heberling - 1627 N Van Buren St - said that he lives in the same household as
Ms. Jerow and said that he cannot think of people running to hide behind walls and
cars unless there is a visible gun. He also mentioned that another car was shooting
three times in front of Mango's and that his video footage does not reach out until
Mango's but he time stamped the video that matches with the item on the police
report.
Kevin Mature - 1671 N Van Buren St - said that he has lived there for 3 years and that
they have patrons from Mango's leaving empty bottles and cans on their lawns and
sidewalks and that he has video footage. Added that speeding is another factor and
even doing donuts on Van Buren St. Said that many fights that breaks out even driving
or walking and that Mango's is becoming a problem for every neighbor in the area and
that something has to be done.
Raymond Sims - 1631 N Van Buren St - said that everyone on the block is very
concerned. He also has camera and a video of four guys standing on his own lawn with
a gun, jumping to next lawn, breaking the fence and then coming back to his lawn and
used it as an exit. Added that the police saw that footage and that they are tired and
that they want to see this business go.

Ald. Kovac asked the applicant about the incident about this past Saturday.

The applicant said that two people were having an argument and they were let go and
that they showed up again but they were escorted to their cars and that no citations
were given.
Ald. Kovac said that he understands that the applicant does not want to be blamed for
everything what happens in the neighborhood but there is a lot of evidence of problems
coming directly from his bar and asked the applicant to explain about his plan.
The applicant said that no gun was present when the police arrived and proposed to
meet once at month to put up a plan together and noted that they are located at a very
busy intersection where traffic is heavy and that he has also noticed the changes on
the behavior on the last year.
Ald. Kovac asked the applicant to talk about the new management.
The applicant said that he has new management and new staff and that
communication is the key to have everything resolved.
Atty. Bobbot said that they have put together a comprehensive plan with outside
surveillance cameras to monitor the activity around the premises and that people
leaving the bar and then returning, won't be serviced by the bar. Also said that Mango's
will call the police when something is wrong and that his client will work on resolve
those issues with the neighbors.
Ald. Kovac said that there has been a lot of changes within the last year and that the
neighborhood testimony has been helpful which is also supported by the videos.
Added that It is clear that there is an issue with the bar, people leaving the bar and
going to their cars and then returning to the bar and crowds gathering outside. Said
that the reckless driving is not directly related to the bar except for one incident
mentioned by one neighbor. Also acknowledged the improvement but said that the
security must be aware of everything what happens outside.
Ald. Kovac said that there is considerable evidence and neighborhood testimony and
that the business have been running for 8 years so he moved renewal with a 30 day
suspension based on the police report and neighborhood testimony. (Prevailed 4-0)

11 GUO, Zhenbo, Agent for "Charm Spa Inc", Massage Establishment Renewal
Application for "Charm Spa" at 5726 W OKLAHOMA Av. (Expires 2/1/2022)
Atty. Luke J Chiarelli appeared with the applicant along with Ms. Zhirmg Wang
(manager) and Chris Garr (interpreter)
Atty. Chiarelli said that they acknowledged the lack of license which was taken care of
right away and that since then, the police has shown up for inspections with no reports
or violations as a result.
Individuals in opposition:
Joette Rockow - 3640 W Lakefield Dr - Said that a establishment with similar
characteristics as Charm Spa was located behind her house and that she sees the
same pattern happening of only men coming to the spa all day long and walking out
few minutes later. The place behind her house was shut down because of human
trafficking at the end because herself and her neighbors kept on reporting it.
Atty. Chiarelli asked Ms. Rockow if she has called the police.
Ms. Rockow said that she has called the alderman.
Atty. Chiarelli said that the alderman called the police to investigate this matter and
that the police has come to the spa and have found nothing about human trafficking or
violations.
Ms. Rockow said that she has a great suspicion of human trafficking.
Atty. Chiarelli said that she has a great suspicion but no evidence and that his client

and himself know that human trafficking is a global issue but that this is not the case.
Individuals also present:
Ald. Borkowski said that he remembers when the couple came to his office to explain
their business plan and he gave them a chance. Added that couple of months later,
the issue with social media was evident so he sent the police to investigate. Ald.
Borkowski showed what was posted on social media and said that the materials are
very suggestive and that the impression that people get when looking at the photos is
that you are able to pick to get a massage from any of those ladies, which is very
misleading.
Atty. Chiarelli said that the social media has been taken down as a result of the
conversation he had with Ald. Borkowski yesterday.
Ald. Borkowski said that himself has checked the place a different days and times
and that he has not seen people in crutches for example but only white men between
25 and 40 years of age visiting the business. Said that the pictures from facebook and
what MPD uses to identify human trafficking showed that there are no matches. He
said that he struggles because he does not want to assume anything but he wants a
legal business succeed but that this matter is getting the attention that it needed
today
Ald. Dodd said that she has listened the testimonies of the neighbor and alderman and
that herself has checked the facebook page which it was said that it was taken down
but it is not and it is advertising young woman indeed so she moved for denial.
Ald. Coggs asked if the majority of the clientele are men.
The applicant said that mostly men.
Ald. Coggs asked if the people giving the massages are women or men.
The applicant said that only women.
The applicant said that those two cars belong to the computer store and that he will
take full responsibility of anything illegal done at this store. Added that he invites
everyone in the community and the police to come to his store to see that nothing
illegal is happening. Said that it is a business struggling because of Covid and that
they need to work in order to survive and that if he has done something illegal, the
evidence must be provided.

Individuals in opposition:
Cecilia Brown - 3056 N 36th St - said that the neighborhood was not informed about
what was going on with the location and the neighborhood did not know it was going to
be a JJ Fish & Chicken. Said that they have a KFC, a pastry shop and Checkers and
that she does not want another business behind her house because it is enough with
the garbage coming from those and that she does not want customers around until at
2 am. Said that she has lived there for 30 years and no JJ Fish & Chicken should be
back to back to any home and that they already have parking issues on the alley with
them and pointed out that that they have hosted parties without a license and that she
does not want to deal with issues like that and neither to smell the grassy chicken and
fish which is a big change for her.
Ald. Coggs asked what type of business it was when she bought her house.
The applicant said that it was a church when she bought the house almost 30 years
ago.

about the plans for this business and that there are three JJ Fish locations within a
mile and half of this location. Added that the community needs healthy food options
instead and that the existing businesses are closing at 9 pm while JJ Fish & Chicken

clear about not supporting the application because it is not a healthy option (and
saturation) and that the applicant decided to build the establishment from the ground
up despite the conversation. Added that he has been pushing up for healthy food
options in his district and the city because Wisconsin has the most obese
African-American community in the country and that he would like to hear from the
Health Department instead of Boza.
Ald. Coggs asked the applicant what he did to approach the community.
The applicant said that people has approached him with excitement about JJ Fish &
Chicken coming to the neighborhood and that he was not aware about people in
opposition

Mr. Cooney said that on September of 2019, the License Division received a Class B
Tavern application for the addresses 4943 and 4947 W Fond Du Lac Av and that the
application was recommended for approval on November of 2019 and that on January
of 2020 an amendment was received to change the premises description by removing
the 4943 from the floor plan. Added that same day, the License Division received a
Class B Tavern for Concoctions and that on February of 2020 the revised floor plan for
Uppa Yard was approved and that on February 19, 2020 the application for
Concoctions was heard by the committee but held in opposition for a second liquor
license. Also said that the application for Concoctions was withdrawn in March of 2020
and that on November of 2020, the license for Uppa Yard was issued and that in
August of 2021 the license division received the renewal application listing Ms.
Nembhardt as the agent and that in September of 2021 the Department of Revenue
visited the Concoctions premises and advised the business not to serve alcohol
because of the lack of license. Added that on October of 2021, Ms. Nembhardt
resigned as agent of Uppa Yard and that on November of 2020, Ms. Edwards was
appointed as the agent and that we heard this matter on the renewal hearing back in
November of 2021 and that later was filed the extension on premises application by
adding the portion that was removed on 2020.
Atty. Dekosky said that the confusion for his client lays on that he originally applied for
the alcohol license for both premises addresses and since the application for
Concoctions was withdrawn, his client thought that no changes took effect.

Lee Beans - 3237 W Sherman Blvd. - said that he owns the building next door which it
has been a church for the last 30 years and that he met with Mr. Oliver after the
meeting (when the license was granted) and that Mr. Edwards said that he was going to
be serving food but later found out that Ms. Hyacinth Nembhardt applied for a liquor
license because she advertised in the social media and that she was selling alcohol
without a license which himself reported it to Georgeann King. Added that this

business has used his church parking lot and that he was threaten after he asked
them not to use his parking lot so he proceeded to sue Mr. Oliver and Ms. Nembhardt.
Also said that he is constantly picking up empty bottles of alcohol and that this
operation is jeopardizing his availability to rent his property as the church that it has
been for 30 years.

applies to this file.
Mr. Cooney said that the plan of operations says that 80% of the sales are food and
the ordinance has an exception when the sales of alcohol are not more than 50% of

Ald. Rainey said that Concoctions business model was drinks to go and that if there
are going to be any issues with alcohol bottles outside.
Ms. Edwards said that they won't sell alcoholic beverages to go and that they won't
have issues with empty alcohol bottles on the ground.
Ald. Rainey asked for a clarification of the amendment to Mr. Cooney.
Mr. Cooney said that Uppa Yard agent (Ms. Nembhardt) filed an amendment to the
floor plan by removing the 4943 address and that she applied for another alcohol
license for Concoctious (with herself as the agent) and that even if the application was
withdrawn later, the agent never filed another application to add back the 4943
address.
Atty. Dekosky said that it was misunderstanding from their standing point of view
because Uppa Yard thought that they were operating legally on the entire premises as
they did initially and that it was never his client intention to separate the premises
because it is an open area and that when Uppa Yard was advised of not having the
license for the entire place, his client filed the extension of premises application
immediately.
Ald. Rainey said that he has listened very careful and that he is very respectful of Mr.
Beans and his investment but he has not heard anything that deserves an action
against this business.

grown and invested by renovating the next door building and that overall is an asset to
the community with a reasonable business hours so he asked to approve the license.
