The applicant was present and said that he was pulled over for a speeding ticket and
not for being intoxicated (there was an empty beer can inside the vehicle) and that he
is working on the case. About the second item said that an employee was in charge
but that he called the police and provided the footage.

Ald. Dodd said that she wanted to make sure that the applicant understands the law
and that no one can drive with empty alcohol bottles inside the car.
Ald. Perez asked the applicant if signs of not allowing weapon are posted.
The applicant said that he has those signs posted and that he has security now.
Ald. Perez asked to put on the record that the applicant must control the crowd and to
limit the capacity after midnight. He asked to move forward with the renewal with a
warning letter and that he will meet with the applicant.

The applicant was present and said that they have updated the cameras for high
definition, that they have been working with the police department, and that the shots
did not come from the drive thru.

Individuals in opposition:
Stili Kilkizos – 3941 N 62nd St- said that the shots might not come from Wendy’s but
the business is appealing for that kind of behavior, which unfortunately have been very
often. Added that she has lived there for 33 years, that she works and invests in
Milwaukee and her neighborhood and that she does not want the extended hours
because it does not bring any good to the neighbors. She asked the applicant to be a
better store, a better business neighbor and to clean up every single day (even the
alley) to keep Milwaukee safe and clean.
Helen Canellos – 3623 N 62nd St – she said that she raised her family there and that it
is a neighborhood in crisis because since 7 years ago they have been hearing
gunshots on a regular basis even with the windows closed. Added that people that
come late at night are not neighborhood people and do not behave and that few
months ago a man was driving thru the alley and firing his gun at the air. Added that
they have cameras in the alley and that she is so afraid to the point to throw the
garbage during the day light. She asked not to renew the extended hours because
nothing good happens after that and does no good to neighborhood.

Ald. Coggs asked Ms. Canellos the times that she hears the gun shots.
Ms. Canellos said that is always at 12, 1 or 2 am.
Ms. McHenry said that she wanted to make a point that this business has been
operating extended hours for long time and that the alderman’s office did not receive a
complaint for this matter but for littering and loitering and asked the applicant what is
his plan for it.
The applicant said that he visited the store on Friday and that everything was in place
and clean and that they take their business seriously and that is why they have
updated the surveillance system, have placed garbage cans outside and that they try
not to make mistakes.
Ald. Borkowski said that this is not about the company but what that concerns him is
that he witness two traumatized neighbors and that having a business open until 3 am
bothers him. Added that does not want to single out this business but those hours are
trending to represent a problem in the entire city and requested to be consistent to
close at 2 am every day and that it have to start somewhere.
The applicant said that he agrees because the business is part of the community.

The applicant was present and said that she wants to open a convenience store with
everything inside from food items to alcohol, hair products and clothes.

Ald. Zamarripa said that she cannot support the alcohol license at this point. Added
that she tried with no luck to get a hold of the applicant so she does not have the
details of her business plan and that due saturation of alcohol licenses and because
of Clark’s Square Association opposes to this license as well. Also said that she does
not oppose to the food license.
The applicant thanked the committee and said that she is also in touch with the
association and that she understand the concerns.

the property and she asked Ms. Byrd about the plan of operations.
Mr. Vega said that he has a new location where he stores junk and tires.
Ms. Byrd said that she does not see a citation from DNS on the record.
Ald. Zamarripa requested a disciplinary action because she cannot let him go storing
hundreds of waste tires without repercussions.
The applicant explained that he sells the tires that are in good shape and that he
throws the waste tires in a container.
Ald. Zamarripa said that she appreciated that he has corrected the problem but that
the tires were there before and that it was a concern for the neighbors as well.
The applicant said that he has a new building and that he is trying to keep the good
business.
Ald. Kovac moved renewal with a 10 day suspension based on the police report and

The applicant was present and said that this particular case (the one from the police
report) was ruled as a civil matter which turned to be a family dispute trying to sell the
vehicle in the middle of the case and that he was not aware that he was breaking any
rules. Added that he has been in business for +20 years with no record.

Ald. Coggs asked what is the law regarding this situation.
Atty. McNally said that under the Wisconsin law the title holder is able to transfer the
property.
Ald. Coggs asked who the title holder was.
The applicant said it was the father.
Ald. Coggs said that she wants to make sure that the applicant understands the law.
The applicant explained that in this particular case the daughter was never in the store
and that the whole transaction was with the father and that he understands the law.
Ald. Zamarripa said that she looked at the incident report and that also reached out to
MPD and it definitely seems to be a family matter and that she does not have other
complaints and that she has no objections.

past and that since no neighbors are present but based on the police report and the
applicant’s testimony, she recommends renewal with a 30 day suspension.
The applicant said that he will get more involved trying to deescalate situations.

Ald. Lewis said that she wanted to make sure that few corrections were made to the
application.
The applicant asked to remove Dancing by Performers to the application.
Ald. Borkowski moved to amend the Public Entertainment Premises application
removing Dancing by Performers. The motion prevailed.
Ald. Lewis said that the applicant is taking over Buffet City and that there are
vacancies that she wants to fill out but she also needs that the application reflects
what was agreed on the Grandville Advisory Committe like the dress code and age
restriction after 10pm.
Ald. Kovac moved to amend the application to include the dress code and age
restriction 30 and up after 10 pm. The motion prevailed.

and that some changes were requested so she wants to make sure that are reflected

The applicant said that he took the committee’s suggestion except for the hookah
because he has paid a lot of money for the hookah’s and that he will utilize one of the
rooms as a hookah lounge and that they won’t be used on the restaurant area.
Ald. Kovac moved to amend the application for the hookah to be restricted at the
lounge and not to be used in the restaurant area. The motion prevailed.
Mrs. Byrd said that the use of the hookah will be specified on the special message of
the license.

Atty. Butler said that the security is to watch the staff’s safety instead.
Ald. Borkowski asked why Walgreens is having all these problem at different locations
while CVS is not and both companies are in the city.
Kimberly Walz explained that it is happening in the entire country and that all the
products are sold in online market places and that they are trying to take the matter to
a legislative level.
Ms. Byrd said that the applicant supposed to submit the plan prior this meeting so that
the application must be hold until the plan is discussed.

The applicant was present said that regarding the police report that he had covid and
that his son didn't know what he was doing when picking up that vehicle but he made
sure to be there when the vehicle was released and that the has made a payment plan.

Ald. Hamilton asked if there is an accurate indication of where this case is before
making a decision (like the payment plan).
Peter Knox said that the city's account is with a collection attorney (debt over $50K)
and that the applicant contacted the law firm today to make a payment plan of $4,000
at month but there 's no agreement yet to a payment plan with the city.
Ald. Hamilton said that he does not want to put the applicant out of business but there
is a substantial debt so he asks to hold the application in order to give the applicant
time to work on those payment plans with DPW and the law firm before moving
forward.
Ms. Byrd noted that the license expired on March 26 and that the provisional license
has been denied.
Ald. Kovac mentioned that this license was last granted with a payment plan and it
seems that they are falling behind and the debt is increasing as well.
Ald. Hamilton said that the business is trying to come out from the pandemic and to
catch up with its obligations but the license is expired already and that he does not
see any harm on holding the application.
The applicant said that he is one month behind with DPW and that two years ago paid
over $20K to get the problem behind but that right now he cannot afford a payment of
$4K because he is in another payment plan with the State of Wisconsin for taxes.

Ald. Coggs said that she reached out Sgt. Velasquez to find out what happened that
day because she knew that the incident happened but it was not showing on the report
and that is why there is discrepancy on the dates.
Sgt. Velasquez said that after Ald. Coggs reached out to her, she made sure to attach
the shooting report to the bar.
Ald. Coggs said that she evaluated each case as they are whether is attached or not to
the file but for the facts as well and moved renewal with a warning letter.
The applicant asked why she is getting a warning letter if the items on the police report
did not happened there.
Ald. Coggs said that the warning letter it is to evaluate the risk that she is putting her
business under with these type of situations.
