The meeting was called to order at 8:50 am
1. The Licenses Committee may convene into closed session on Tuesday, November 29th,
2022 in Room 301-B, City Hall, 200 E. Wells St., Milwaukee, Wisconsin, pursuant to s.
19.85(1)(g), Wis. Stats., for the purpose of conferring with the City Attorney who will render
oral or written advice with respect to litigation in which the city is or is likely to become
involved and then may go into open session for the regular agenda.
Ald. Borkoswki moved to closed session at 8:57 am. There were no objections.

The applicant was present along with Atty. Vincent Bobot who said that the item on the
police report will be completed on February 2023 and that this incident did not
happened at the premises.
Individuals also present:
Ald. Perez asked the applicant what he is doing to address the loitering issue that he
has seen at this business.
The applicant said that he talks to the people first and call the police when the people
do not leave and, that the police has access to the surveillance video.
Atty. Bobot said that the street activity has decreased.
Ald. Zamarripa said that she has talked to the captain and that there is a good
relationship with the police like the applicant said and, that she wants to work with the
applicant and Ald. Perez to be on top of the street activity. She wants that the
applicant takes care of the litter and to show respect to the community. She also said
that she has no objections.

Individuals also present:
Ald. Zamarripa said that there are no neighbors present but that the License Division
has received emails of constituents complaining of the garbage.
The applicant said that garbage comes from a church that hosts private events with no
access to garbage bins and, that she has videos of people leaving the church and
throwing the garbage bags everywhere including in her garbage bins. She said that she
has placed a garage door in between to avoid pest issues and that her landlord cleans
up around the property as well.
Ald. Perez recommended the applicant to share that information with the alderperson
so they can get on top of that problem.

Ms. Daniela Leon appeared as interpreter.
The applicant said that she does not work there but that she is the license holder.
Individuals also present:
Ald. Coggs asked Mr. Monreal if he wants to talk about the police report.
The applicant said that the issues on the police report have happened outside and that
she has done what was agreed at the last hearing.
Ald. Borkowski said that there are eight items on the police report and that five items
are related to gun shots. He added that there might be an issue with the shot spotter
since the police finds no physical evidence.
Ald. Brostoff asked what changes were made.
The applicant said that she installed more cameras and a chain to avoid parking
issues with the neighbors.
Ald. Brostoff said that he wants to know more about the second to last incident on the
police report.
Mr. Monreal said that he was there that night but that he was outside.
Ald. Brostoff asked what has been done or implemented to avoid incidents like that.
The applicant said that there is a security guard on Fridays, Saturdays and Sundays
and that is also on call for the rest of the days.
Ald. Zamarripa said that she has been in communication with the owners and, that she
has been at some of the meetings as well. She said that she has talked to the police
and that there is no new nuisances, no shot spotters and that the only concern that
they have, is that the cameras be accessible when needed. She also mentioned that
she has shared this information with the applicant.
The applicant said that the police is always welcome and, that the surveillance video is
available and, that the manager has access to them.
Ald. Zamarripa said that she has no objections.

Ald. Chambers asked how she is going to handle the teenagers.
The applicant said that she has surveillance cameras and that she will look into hire a
security guard if needed and, that each area will be staffed.

years and that the business plan will do well because it is a café internet with a lounge.

The applicant said that it has not been defined yet but looking around 25 and, that she

Ald. Brostoff moved to amend the plan of operation for age 30 and up. There were no
objections.
The applicant said that she went door to door to talk to the neighbors and, that the
type of amusement machines are undecided yet.
Ald. Coggs asked if there will be any gambling machines.
The applicant said that not at this time.
Atty. Arena said that the garbage complaints will be addressed with the other tenants
and that it will be monitored as well.
Ald. Coggs asked if this premises have been licensed before.
The applicant said that there was a Public Entertainment Premises license before.
Ald. Coggs brought up the issue of the age restriction since the applicant is younger
than 30 years old.
Ald. Chambers moved to amend age restriction on the plan of operation with exception
of the owner and employees.
Ald. Perez asked about the hours of operation.
The applicant said that she wants to amend the hours of operation 9AM to 10PM Sun
to Thu; and 9AM to 12AM Fri & Sat.
Ald. Perez moved to amend the hours of operation 9AM to 10PM Sun to Thu; and 9AM
to 12AM Fri & Sat. There were no objections.
Ald. Coggs said that she will abstain to vote on the alcohol part just to be consistent
on what she has done with the districts with no representation but that there are other
options.
Ald. Chambers said that he would like to hold this application as a courtesy for the
new alderperson.
Atty. Arena said that on the concentration map, there are two other licenses and that
one of them is held by the applicant’s family.
Ald. Brostoff said that other factors are taken into consideration.

business in the Riverworks area and that she is very excited also as a neighbor.

Application and Change of Plan of Operation Removing Restriction for Sales To Go for
"CONCOCTIONS" at 1316 E BRADY St.
The applicant was present.
Individuals also present:
Ald. Brostoff requested to hold the application to the call of the chair while the
applicant’s attorney arrives. There were no objections.
Ald. Brostoff moved to reconsider the application at 11:19 am. There were no
objections.
Atty. Emil Obviagele is present now. The applicant said that she is seeking the
removal of the sales to go restriction.
Individuals in objection:
Casandra Zumstein - 1019 E Kewaunee St – said that there was a lot of bad behaviors
over the summer months that are spilling into the streets and that they are trying to
address the issues like garbage and pedestrian safety. She added that she objects to
the “to go” piece of this application. She also mentioned that there is no buffer zone
between Brady St. and the neighborhood and, that this area has been a family
neighborhood.
Rachel Taylor – Executive Director BID #11 – said that the board object to both
applications. The business plan for teh extension of premises only include cameras to
monitor the seating area and that they won't really know if the customers are leaving
with alcohol in their drinks. She added that the license was issued with the restriction
because they were concerned about people drinking on the street.
Ald. Borkowski moved to make the photograph taken on 8/05/22 “drinks to go” stand
at Nomad as part of the record.
Kent Heberling – 1627 N Van Buren St - said that the general sentiment from the
neighbors is that the volume on Brady St must be turned down. He said that he is also
concerned about the litter (he cleans up plastic cups all the time) and that a sealed
plastic cup does not stop people from consuming alcoholic drinks on the street. He
also believes that this trend must be reversed because it stresses the community.
Individuals also present:
Ald. Coggs asked why did she requested to remove the restriction now.
The applicant said that it is because this component is hurting the license and that
she has a list of petitioners in support and, that she is in an extreme disadvantage with
the rest of the business because she has been treated different. She also said that
she is willing to work with the community but that she cannot give an answer now
because she needs to think about how to operate.
Ald. Brostoff asked what the current situation of this license is.
Mr. Cooney said that the sales to go are prohibited by the amendment made by the
committee.
Ald. Brostoff asked why she accepted the restriction.
The applicant said that she accepted the restriction because she was blindsided and,
that she could not think about the ramifications of that decision at that moment.
Ald. Brostoff said that he is in the office now and that he is looking forward to have a
meeting with the neighbors and moved to hold the application to the call of the chair.
Atty. Obviagele said that this hold cannot take much longer because his client is
about to take steps in order for her business to survive.

Individuals in objection:
Charles Bobro – 2952 S 10th St - said that there was a bar for 60 years with no issues
at all and, that he is concerned about having a new bar in the area that is quiet and
that he wants to make sure that his voice is heard because it is residential
neighborhood with two schools around. He added that he is concerned about the noise
and parking.
Ald. Chambers asked if he remembers at what time the previous bar used to close.
Mr. Bobro said that it was at 9PM.
The applicant said that she will have a restaurant bar and that she is willing to amend
the hours of operation.
Ald. Chambers moved to amend the hours of application to close at 10PM Sun – Thu
and, at 12PM Fri & Sat. There were no objections.
Ald. Dimitrijevic asked the witness if he was present at the last night’s meeting.
Mr. Bobro said that he was.
Ald. Dimitrijevic said that she held the neighborhood meeting last night and, that this
family have invested most of their life savings in the premises and, that they have
worked with the police on how to be proactive. She said that she believes that this
business will ignite the business activity in the area. She added that only a Jukebox
will be allowed and requested to make a motion to amend the types of the
entertainment.
Ald. Borkowski moved to amend the types of entertainment by removing the karaoke
and the 5 amusement machines. There were no objections.
Ald. Dimitrijevic said that the amendment will fit what was discussed with the neighbors
and that she has no other concerns.

The applicant was present and said that he agrees with the item on the police report.
He added that the incident happened so fast and, that they were all shocked at the
moment and, that everyone calls him “uncle” in India and not necessarily related (his
employees are from India). He added that he knows that they can do better and, that
he has hired a security guard and that he works with the neighborhood associations,
neighbors and police.
Individuals in support:
Bobby McQuire - 624 N 24th St – Near West Side - said that Mr. Walia has shown that
he is a community partner over the years and that they have faith that he will address
this isolated issue which was unfortunate.
Ald. Coggs asked what changes have been made after the incident.

The applicant said that the security guard follows up his directions and that he works
with the police always.
Ald. Coggs advised the applicant to train the employees on how to work with the police.
Ms. De-Lessio, (Legislative Assistant for the 4th District) asked what about the
de-escalation training since all lives matter for the applicant.
The applicant said that he does not believe in guns and that his strategy is calm down
the people and that he is open for recommendations for moving forward.
Ald. Brostoff moved approval with a warning letter based on the item of the police
report and the applicant’s testimony. There were no objections. (Prevailed 5-0)

The meeting reconvened at 1:46 pm.
Individuals also present:
Mr. Ellzey said that this premises has been operating with an expired license and,
that this application was scheduled because the office received pictures depicting a
lack of
cleanness, people loitering and employees doing drugs on site. He added that the
Ald. Stamper went to the store and that he did not like what he saw and, that is the
reason why he did not approve the provisional. He added that despite that, the
applicant was operating still and that there must be disciplinary action.
Ald. Coggs asked if those pictures were submitted to the License Division because
they are not part of the file.
Mr. Ellzey said that he does not remember if he submitted the pictures.
The applicant said that he remained open even after the provisional license was
denied but that he did not mean to do wrong and apologized for keeping the store
open. He added that those photos posted on the social media are not from this store
and that the Mc Donald’s Corporation is aware of it.
Mr. Ellzey said that Ald. Stamper was at the store and that he saw things that he did
not like it and that there is an issue with operating a business without a license. He
asked that the extended hours license be denied and requested a discipline action for
operating without a license.
Ald. Coggs said the photographs are not part of the file and that the decision that will
be made today are not based on those photographs.
Ald. Borkowski asked Mr. Ellzey for specifics on the discipline that Ald. Stamper
recommends.
Ald. Ellzey said that regardless of the photographs, he said that the Extended Hours
license is a privilege and must denied.
Ald. Borkowski moved approval with a 10 day suspension based upon the applicant’s
testimony of operating with an expired license and after the denial of the provisional
license and the aldermanic testimony. There were no objections. (Prevailed 5-0)
