Neighbors in opposition:
Ms. Yadira Melendez - 3635 N Tucker Pl - said that she filed an objection due to the
conditions of the premises after Covid and, that she did approach the attendant
however, she was not very well received. She added that the applicant has cleaned a
little but that there is garbage underneath the cars parked on the premises, around the
premises, sidewalk and median.
Mr. Jeji said that the person taking care of premises got sick for weeks and not feeling
well for many days.
Ald. Borkowski said that the pictures submitted by the neighbor speak for
themselves.
Ald. Coggs asked what the plan of operations says about cleaning the premises.
Mr. Cooney said that this is an application inherited from DNS with no plan of
operations.
Ald. Chambers moved approval with a warning letter contingent of the receipt of the
plan of operations in order to issue the license.

The applicant said that he is trying to have a sit down family oriented restaurant.
Ald. Chambers said that he is fan of sit down restaurants and that there are not too
many on his district. he added that the applicant comes from a respectful family and,
that the applicant knows the expectations that he has about this business after
meeting with him.

The applicant was present now.
Ald. Chambers moved to reconsider the application. There were no objections.
The applicant said that she has no comments regarding the items on the police report
because they were private parties.
Individuals also present:
Police Officer Walker – said that she and Officer Thompson were checking
businesses and that the applicant left before they arrived. She added that on second
round checking businesses, they noticed what is described on the police report.
Ald. Brostoff asked Officer Walker is it was routine check.
Officer Walker said that it was.
Ald. Brostoff asked Officer Walker if they get the explanation that they were on the
process of obtaining the license and trying to get the neighbors on board.
Officer Walker said that they got that explanation while they were checking the hookah
bar next door and, that they told to the owner that they were going at his location after
the hookah bar but that he was not there when they arrived.
Ald. Coggs asked if was the same man who gave the explanation about the license
being in process and the one that asked, “Let me have my party”.
Officer Walker said that he was the same person.
Officer Walker said that on January 23 she had a conversation over the phone with the
applicant advising her about what she was not supposed or allowed to do.
The applicant said that the gentleman is not the owner and, that she only spoke to
Officer Walker over the phone. She said that she did not have the correct knowledge
about having private parties open to the public.
Ald. Brostoff said that the applicant already knew that, she was not supposed to throw
the party because she held the conversation with Officer Walker before.
The applicant said that the promoter gave her the “to go” and that another police officer
told her that she cannot have any events at all.
Ald. Coggs asked if the advertisement on social media is part of the file.
Mr. Cooney said that it is.
Ald. Coggs said that the events posted on social media are dated after the applicant
held the conversation with the police officer and, that private parties are not open to the
public and advertised on social media.
Ald. Chambers asked the applicant if she remembers the meeting that they held on
December.
The applicant said that she remembers.
Ald. Chambers asked who else was there.
The applicant said that her boyfriend.
Ald. Chambers said that she wants the applicant to recollect the conversation that they
held.
The applicant said she needed 250 signatures and that he was not going to approve
alcohol licenses due saturation.
Ald. Chambers said that the applicant has been selling alcohol, hookah and food
since back in July according to the social media posts. He added that he was very
upfront, that he gave her his expectations and, that the applicant was open for New
Year’s Eve, that her parties were not private events. He also said that he won’t give her
a chance because she did not do the things right since the beginning. He added that
the boyfriend that was present and the meeting they held back in December, is the
same person who is promoting the events.
The applicant said that she accepts her responsibilities.
Ald. Chambers moved denial based upon the preponderance of the evidence in the
police report, saturation, police and applicant testimony. There were no objections.

Bobby McQuay – Near West Side Association - said that they have worked with the
previous owner and that he has some photos that he wants to share with the
committee members. He also said that the applicant has responded to their request of
being a good neighbor and, that he is trying and working with the community. He also
mentioned that the applicant is going to make more investments on the premises and
on the community.
Atty. Maistelman said that the applicant will sign the agreement with the association
before the Common Council meets.
Ald. Bauman said that it is an existing business and that it will be a very large grocery
store. He added that the new operators have big shoes to fill but that he knows that
they are good people with a good understating of what the business is. He said that
previous owner was there 24/7, which makes a big difference. He added that he hopes
that the new operators move forward and that he supports the application.

Application for "Ninja MKE Japanese Steak House" at 770-772 N MILWAUKEE St.
The applicant was present along with Maria Kumanga acting as interpreter and, she
said that she is the manager as well.
Individuals in objection:
Frank – he said that being open until 2:30 am is not what they want next door where
they live.
Individuals also present:
Ald. Bauman said that it is a 2-story building and that the owners of the next door
business, live upstairs and that they object to the operations hours which are not
restaurant hours, but night club hours. He added that the neighbors have concerns
about the outcome of those late hours.
Ald. Coggs asked the applicant if he is willing to change the hours.
The applicant said that Ouzo is open until 3 am.
Ald. Chambers said that Ouzo does not have a space to hold a public entertainment
license and asked the applicant if he is aware that he can apply for special permits
instead.
Ald. Bauman said that he was told that there was an agreement in place but that the
hours of operation do not match and, that we are not going to resolve this in here.
Ald. Coggs asked the applicant again if he is willing to chance the hours.
The applicant said that he will change the hours to close at 11 pm Sun- Thu and; at 12
am Fri & Sat.
Ald. Chambers moved to amend the application to close at 11 pm Sun- Thu and; at 12
am Fri & Sat. There were no objections.
Ald. Brostoff asked the witness if he agrees with the amended hours.
The witness said that he agrees.
Ms. Kumanga asked if she is allowed to sell alcohol on the karaoke rooms.
Mr. Cooney said that no public entertainment license application was filed, therefore
the applicant cannot have any type of public entertainment in the premises.
Ald. Brostoff asked the applicant if they are trying to advertise the karaoke.
Ald. Bauman asked Mr. Cooney if there was a Public Entertainment Premises
application that was withdrawn.
Mr. Cooney said that it is correct.
Ald. Chambers asked the applicant if they are looking to host karaoke in the party
rooms.
The applicant said that they will have the party rooms but no karaoke.
Ald. Chambers said that he wants to make sure that the applicant cannot host any
type of public entertainment without a license.
The applicant said that he understands that.

Ald. Chambers moved to amend the application as follows:
-99% of the gross sales will come from salvaged motor vehicles and 1% from used
cars
-No advertisement (only via word of mouth, telephone sales or employee direct sales)
-Transactions will happen behind the fence
-Used car sales are limited to 10 (ten) per year and
-Wholesale only for existing customers and employees.
There were no objections.
Ald. Spiker said that the applicant agreed on not selling cars on display on 13th street
and that everything will be conducted within the fenced area and, that he has been long
years at the same location.
Atty. Maistelman said that they have been working with Ald. Spiker.
Ald. Chambers moved to amend the application to no cars on display and that all the
vehicles are kept behind the fence. There were no objections.

owner on the area and that he wants businesses on National Av., but that the exterior
of this premises needs some improvements and maintenance. He added that City of
Milwaukee offer plans to improve the appearance of the businesses. He also said that
is good to check for the noise levels late at night and, to keep an eye on the parking
issues as well. He added that he has talked to Ald. Zamarripa.

Ald. Brostoff asked the witness if he has been in contact with the applicant before
today.
The witness said that he has not and, that he is willing to meet with the applicant and
that he supports the business.
Ald. Zamarripa said that the applicant has been in communication with her office
regarding the issues that the witness have said. She also said that she is looking
forward to work together and asked her to pull the weeds out.
The applicant said that she has been talking to the building’s owner and the room
house next door to keep the back clean.
Ald. Zamarripa said that this conversation must continue with the landlord if she feels
that is not her responsibility but that we all have to be proud of our businesses and
neighborhood. She added that the parking enforcement has confirmed that there are
concerns with the parking and that there will be a parking change coming up for
National Av. before the Safety and Public Health committee.

The applicant said that it was the vice president and that the gun was not kept in the
premises.

The applicant said that the gun is registered under his name.
Ald. Coggs asked the applicant what he is doing differently.
The applicant said that even if someone breaks in, they are not going to the store until
the police arrives first.
Sgt. Velasquez said that there are pending charges for the companion and that the
conference will be in March.
Ald. Coggs asked if there is a reason why those charges are not on the PA-33.
Sgt. Velasquez said that is probably because the person is not related to the license.
Ald. Coggs asked that those charges be included on the record for the next time.
Ald. Coggs said that she has no problem moving forward with his application.

The applicant was present along with her wife Amanda Paul who said that they are
trying to open an art space where people can rehearse and, perform and, that it will be
open only during events.

Ald. Chambers asked how many performances are they planning to have.
The applicant said that about 8 performances per year.
Ald. Coggs said that she has received letters of support and, that she has no question
about the great things that the couple are planning for the space but that she wants to
be fair and consistent with what she does with all new applicants. She added that she
would like to hold the request for bands. She also said that they can apply for the
bands later on and in the meantime, they can apply for special permits.
The applicant agreed on amend the application by removing the bands from the types
of entertainment. There were no objections.

The applicant said that for the October 2021 incident, they terminated the employee

employees as well. He added that there a signs placed by the door.
