Ald. Borkowski said that he is concerned about the gun violence and that he is going
to trust the applicant, the mitigation plan presented and the alderman of the district.

were done by mistake and that the agent is just the investor and that he is in

Carly Hegarty (MHD) said that the applicant has been operating without a license,
remained open after hours but that they do not have an objection now since the
applicant has corrected issues, and paid fines.
Ald. Brostoff said that he appreciates that Mr. Mustafa came to his office to talk and
that the business has been graded A after those conversations. He added that he just
want to make sure that when a health inspector comes to any business, they must be
respected because they are doing a hard job, underpaid and that it is for the sake of
the business and the public in general.

Ald. Bauman said that this application was heard two cycles ago and that the number
incidences were concerning because this parking lot is right off from the Intermodal
Station. He also explained that this lot was leased to a company based in California
and that they are responsible for funding the safety. He added that the applicant took

the message to the DOT, that the secretary pledged his support, that an adequate
security will be funded and that it will have a long-term solution as well.
The applicant said that they prepared a mitigation plan that it has been attached to the
file. She added that the highlight right now is that there is a 24hr security onsite.
Ald. Brostoff asked what she means with 24hr security onsite.
The applicant said that there is a 24hr security guard in a vehicle with the lights on
besides the surveillance from the station.
Ald. Brostoff asked if there is a time frame for the long-term solution.
Mr. Janiovec said that the conversations are still going on for the long-term solution
with the state.
Ald. Coggs asked if they are committing to the 24hr security onsite until the perimeter
is fenced.
The applicant said they will provide the 24hr security guard until the capital investment
is finalized.
Ald. Chambers moved to amend the application adding 24hr security onsite until the
capital investment is finalized.

Atty. Michael Maistelman appeared on behalf of the applicant.
Individuals in support:
Nicholas Reich - 6160 S 6th St – said that he used to work for the mobile park and
that he has seen many improvements. He added that if the tenants do not break the
rules, the costs do not go higher. He added that denying the license would affect the
tenants and the city as well because there is a pandemic for housing.
Ald. Chambers asked the witness what he means with there is a cost if breaking the
rules.
Mr. Reich said that he has seen people overflowing the dumpsters.
Ald. Chambers said that it should be a penalization fee not an increase on the rent.
Individuals in objection:
Carmen Camacho Torres – 6160 S 6th E16 – she said that after the last hearing she
received phone calls from a restricted number threatening her and others. She added
that she does not know who did it. She also said that the same day, the electricity
meter was changed without notice and by an act of magic. She added that the
manager called to ask her to meet with the gentleman here (Shawn) and that she was
told that judges are not to decide what happens in the mobile park and that she
responded that is the judges’ work. They also told her that they are waiting to hear from
WE Energies about to put the meters under the mobile homeowners name. She said
that this meeting happened inside the office where there are surveillance cameras.

Ald. Borkowski said that he gets the impression that management is taking advantage
from the residents. He added that there were more people at the last hearing and that
today, only Ms. Camacho is here and that he is waiting to hear from the attorney. He
said that he does not like how it smells.
Ald. Chambers said that he believes that Me. Camacho was threaten and that she is
brave to come here to fight for her living arrangements and risking them as well. He
added that her testimony will be beneficial to everyone.
Atty. Maistelman asked Mrs. Camacho if she understands that this matter is being
brought up to the license committee and not to the court.
Ms. Camacho said that she is aware where she is right now.
Atty. Maistelman asked Ms. Camacho is she knew that Ald. Spiker was holding a
neighborhood meeting.
Ms. Camacho said that she was aware.
Atty. Maistelman asked why she was not there.
Ms. Camacho said that she was there along with others outside the office waiting for
the management team and that they never showed up. She added that there are
cameras and they can see that they were there.
Atty. Maistelman asked if she saw the letter, a piece of paper about the meeting.
Ms. Camacho said that she was aware of the meeting because she lives next door and
that Rosa (the manager) sent the letter to those that are in favor and not to the ones
objecting. She clarified that they were waiting outside the office and that management
did not show up.
Ald. Spiker asked who threaten her according to her testimony.
Ms. Camacho said that she does not know because the calls came from a restricted
number and that they were man and female voices.
Ald. Spiker asked Ms. Camacho if she received the letter from his office that was in
English and Spanish.
Ms. Camacho said that she did not receive it.

Ald. Spiker said that this application was scheduled due to neighborhood complaints
for fees that are imposed to the residents. He added that at the last hearing was clear

that neighbors had issues and held the application for that reason. He added that a
bilingual letter was sent for the neighbors to meet at the Water Tower due space
issues and that no one showed up except for management. He said that he talked to
management about his concerns and that there is one parking fee that bothers him.
He also said that he sees that communication is a problem between management and
the community. He added that residents want a better management, that they want to
live there and that he provided materials (translated) but that he does not anymore, if
those materials made it to the residents. He added that retaliation is a bridge that
cannot be crossed and that he wants to hold this application because he wants to stop
at the mobile park to talk to the residents. He knows that residents did not receive the
letter that he sent out.
Atty. Maistelman said that they are fine with Ald. Spiker’s request to hold the
application to hold the actual meeting with the residents. He also said that residents
must have the opportunity to voice their concerns and to answer their questions . He
also said that a text message was sent out to residents changing the date/time of the
meeting without location and that is why residents showed up at the logical place which
was the management's office and not at the Water Tower.

occurred on 2022 and that the gas station was closed to replace all the bumps. He
added that this is the first violation for selling cigarettes to a minor in three years and
that he has a significant investment on the premises.

in voluntarily training programs to avoid that issue especially because it is close to the
high school.

Elmer Elhotch – 2572 N 35th St - lives across the store – he said that he opposes
because there is nothing but trash and that they do not nothing to mitigate the trash.
He said that customers leave and rip their packages off and throw them on the street.
He added that he calls the alderman’s office and that no one answers.
Individuals also present:
Mr. Ellzey said that this is a new applicant and that he hopes that he keeps up with the
plan of operations and that he would like to see the cleaning happening twice a day
and that there can be a big garbage bin outside the store as well.
Atty. Guerard agreed to both suggestions.

made by the applicant.
Officer Benitez said that the police report is about a shot spotter.
Mr. Cooney clarified that the event that the applicant is referring to, it happened on the
last licensing period.
Mr. Ellzey asked the applicant if he has a security guard onsite.
The applicant said that he has his brother in law with him.
Mr. Ellzey asked if he has a licensed security guard at the store.
The applicant said that he does not, that he does not have a problem at his store, and
that he communicates with the police.
Mr. Ellzey said that he would like to hold this application to have a full conversation
with the applicant regarding security.

inside and that it was at dismissal time when another vehicle approached the parking
lot and started the shooting. He also said that they have a new security company
called GPS Security and that they will be training the current staffs and that an armed
guard will be provided for Saturday nights.
Atty. Obviagele said that his client has taken the recommendations made by the
CPTED report and that he has installed more surveillance cameras on the blind spots
as well.

Atty. Obviagele said that he has a copy of the letter that Ald. Taylor was referring to.

he is good at.

around and that another liquor store is not a good fit.
Patrick Tannhauser - 7139 N 43rd St – He said that he opposes to another liquor store
in his community and in the City of Milwaukee. He also said that there are issues on
that corner and that having liquor store will make it worse. He also believes that there
are other uses for that building as an ice cream shop, beauty store, etc.
Ald. Prat asked if Mr. Tannhauser works at a liquor store.
Mr. Tannhauser said that he does but that he is opposing as a 35-year neighbor.
Craig Ausman – 7289 N Teutonia Av – He said that his business is across the street
from the proposed liquor store and that the application says that there is no
church/daycare within 300 feet. He added that there is a church and daycare less than
300 feet within the property line.
The applicant asked if he opposes to his restaurant.
Mr. Ausman said that the he supports the restaurant but not a liquor store.
Michelle – she said that the building must have a better use than a liquor store. She
added that it must be something for the community.
Brian Zimmerman – 7343 N Teutonia Av – he said that the owners of Star 1 (building
owner) oppose to the new liquor store since there a number of stores within a short
distance.
Mr. Cooney said that DNS verified the measurement and due the particular design of
Teutonia Av., the location is not within 300 feet technically.

Ald. Pratt said that she held the community meeting, that the turnout was low and that
she supports the neighbors who have showed at the hearings and moved denial based

that she has told them that she supports the secondhand motor vehicle license but
that she cannot support the towing license because of the item 5 on the police report.
She added that the victim was here at previous hearings when the applicant did not
show up. She also said that she feels that the secondhand motor vehicle license is
less confrontational and that Mr. Booher has a problem confronting people answering
to Ald. Chambers’ question.
Mr. Cooney said that both licenses were not renewed by the applicant on 2021.
The applicant said that this is a new application that it is costing a lot to his business
and family, that they have been liquidating assets in order to keep the 10 employees.
She added that her husband is not literate and that he did not understand that he was
being offered a plan to fix the issues.
Ald. Chambers asked why the committee must try giving a chance to a business that
already failed by its own actions and that it was ruled by the county’s court.
The applicant said that the her husband refused to talk to the alderperson back then.

Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code are required to
register with the City Clerk's License Division. Lobbyists appearing before a Common Council
