2. Review and Approval of Previous Meeting Minutes
Meeting minutes from February 9, 2021 were approved without objection.
3. Public Art Subcommittee Report
-Vote on TimeSlips, Inc Application
Member Morris said that the Brady Street sculptures restoration project for Holton
Street was on hold due to changes in leadership; that the New Work Fund 2021
application would be released as soon as administratively possible, and that further
research is needed to develop an artist residency program.
Member Morris said that the TimeSlips applicant organization was based outside of
City of Milwaukee Page 1

the City, the project was an archival one applied under the Conservation Fund,
Milwaukee Public Library was not applying, the project would end up at a MPL library,
the project would entail preserving completed question cards from the elderly, and the
subcommittee was seeking clarification on the statutory eligibility of the organization.
Chair Murphy said that the requirement for a City-based applicant organization could
be either a legal or administrative one and that he could double check.
4. Grants Update
-2019 Final Report Status
Ms. Svetic said that the report for Historic Milwaukee has an anticipated completion
deadline in May and Present Music still needs to submit a completed budget.
-2020 Interim Report Status
Ms. Svetic said that all reports were submitted and checks would be mailed out.
-2021 Sustaining Grant Applications Update
Ms. Svetic said that 64 applications were received and the next step would be to
develop the review panel.
Members said that they would like to add community members to the review panel
despite the review being based on eligibility, that the community members can use
this year's panel as an orientation and perhaps find interest to serve on the arts board,
that organizations still needed help to sustain, that merit-base eligibility can be
considered after this year, and that the total amount would not be known until April.
Member Morris inquired about unspent CARES Act monies and upcoming ARPA relief
funds distribution to the arts board.
Chair Murphy said that CARES Act monies was not designated towards arts and that
further follow-up is needed to determine the allocation of the ARPA funds, which is to
be determined.

7. Announcements
Ms. Svetic said that information on the Artist of the Year and Friends of the Art award
nominations processes would be sent out, the applications were being put together
with a history sheet of prior years' winners, that Daisy Cubias recently resigned as a
member, and that there were 4 vacancies on the full board.

Member Phillips said that she would finish out her term on the board, that her term was
expiring in April, and that the board could potentially consider Sequanna Taylor as the
MPS school board member for the board.

In the event that Common Council members who are not members of this committee attend this meeting, this
meeting may also simultaneously constitute a meeting of the Common Council or any of the following
committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation,
Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering
and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of
the Common Council member results in a quorum of the Common Council or any of the above committees,
and, if there is a quorum of another committee, whether any agenda items listed above involve matters within
that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than
information gathering will be taken at the simultaneous meeting.

Limited parking for persons attending meetings in City Hall is available at reduced rates (5 hour limit) at the
Milwaukee Center on the southwest corner of East Kilbourn and North Water Street. Parking tickets must be
validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to
register with the City Clerk's Office License Division. Registered lobbyists appearing before a Common
Council committee are required to identify themselves as such. More information is available at
