The meeting convened at 4:13 pm
Members present (9): Ald. Kovac, Ms. Morris, Mr. Flores, Mr. Fraker, Ms. Garcia, Ms.
Kosarzycki, Mr. Murphy, Mr. Tovar and Ms. Phillips.
Members excused (4): Tina Klose, Kantara Souffrant, Emilia Layden and April
Heading.
Absent (3): Sandra Mc Sweeney, Vedale Hill and William DeLind.
Sally Svetic and Terri Grote from DCD were present as well.
2 Review and Approval of Previous Meeting Minutes
Mr. Flores said that he wanted to make a correction to the minutes from 1-11-22 for
what he said that was
"if this board decides to change the list of the groups, then a change to the ordinance
would be required".
Ald. Kovac asked if there were more corrections.
Mr. Flores moved approval of the minutes as amended. There were no objections.
3 Public Art Subcommittee Report
Ms. Morris said that they hoped to have a recommendation for the first conservation
fund application but since there was no quorum they will need to wait on that but that
she wants to move some things towards a vote of the full board for the artist residency
program. Ms. Morris said that Tina Klose made the one page presentation that
summarizes the program with few case studies from New York and Los Angeles and
that it was presented at the mayor's cabinet meeting. Added that she wanted to move
forward with finalizing some of the plans in order to get a grant into the Greater
Milwaukee Foundation by the end of March to help with the matching funds.
Ms. Svetic said that there are a number of specific details that have not been ironed

out yet as far as how the program would be run and that they are exploring options for
staffing the pilot which it would require a liaison and that Emilia and Tina have worked
on a housing liaison through Marquette with Ms. Morris and Emilia mentoring them.
Added that there are some other backup options but that they feel strongly about that.
Regarding the departments she said that they haven't received an official submission
yet but she hopes to share that information on the next meeting. Also said that a
committee in place must be put to select the artist but that the main piece to be put in
consideration today, is to allocate the New Work funding towards this pilot program.
Ms. Morris said that February 21st is the deadline for the agencies to come with their
proposals and that at the march meeting, the full board will have the ranking
recommendations from the subcommittee and that she would also like to put together
the artist selection committee by the end of April mid June to meet prior the July
meeting and that at the July meeting, the subcommittee will present the
recommendation made by the selection committee to the full board and if approved, to
have the contract signed sometime in August.
Mr. Flores moved to approve the artist in residency program project and redirect the
New Work Fund to this pilot program (Artist Residency). There were no objections.
4 Grants Report
Ms. Svetic said that we are in the middle of this Sustaining Grants application period
and that the virtual workshop is coming up on February 17th and that all of the
organizations that are kept on Terri's list were invited as well as the members of the
board. She explained that she will go over the application requirements, guidelines and
technical assistance when using the site. Added that applications are due on March
7th and she will be sharing a list at the meeting on March and that a review panel is
needed by April in order to have the recommendation to the full board on May 10th.
Also said that she will be recruiting panelists and invited the board members to
participate as well.
Ms. Svetic said that as far of the Sustaining Grants for 2021, the interim reports were
due on January 31st and that out of 62 grantees only 5 have outstanding interim
reports but that they are communicating with those organizations.
Ald. Kovac asked if they have gotten any initial feedback from anybody else who's
looking over the grant proposal.
Ms. Svetic said that no feedback is available yet.
Ms Morris said that the subcommittee is also working on the scoring rubric and that
they all have a great insight on how to make it better.
Ms. Svetic explained that they were tackling how to weigh the different scores for each
question and that she believes that they have a sort of agreement with that and it will
involve Terri entering those into a spreadsheet.
5 New Business
-Updating the MAB Ordinance
-Drafting bylaws with LRB
-Updating the MAB Ordinance:
Ms. Svetic said that she wanted to say that she was not able to locate any files on the
drive and that she cc'd everyone about the conversation held about the language on
the ordinance with the person working on the draft from the LRB office.
Ald. Kovac said that he has the email from Ms. Flores and the email from Ms. Svetic
and read both to the board.

Mr. Flores said that what Ald. Kovac read is already on the ordinance and that he sent
what he got from the American for the Arts Organization just to get the conversation
started on how the ordinance could be amended.
Ald. Kovac said that this matter can be held in order to take more time to draft the
language that makes it clear and comfortable for Mr. Flores to make the motion.
Mr. Flores said that it definitely needs more time but that he does not want to draft the
language alone.
Ms. Morris said that she is willing to work with Mr. Flores.
Ms. Phillips suggested on the chat the following "to promote the formation and growth
of artistic projects or programs that are administered by and responsive to the needs
of this city's communities who have been historically underrepresented such as
communities of color, LGBTQ community and disabled community"
Mr. Flores said that he will take language contributions from all the members and that
he will be using the American of the Arts piece as a starter and put it all together.
Ald.Kovac said that it will be good to reach out to Independence First and the Equal
Rights Commission to be reviewed first.
Ms. Svetic said that she will include Ms. Phillips suggestion in the email chain.
Ald. Kovac said that it will take a vote when it's ready.
-Drafting bylaws with LRB:
Ms. Svetic said that it is difficult to function as staff and without bylaws and that there
are a lot of gray areas as far as what day to day operations she is able to conduct
since decisions are up the board. She explained that City Clerk's office will compare
the bylaws of other cities, arts commissions, arts boards with the current City of
Milwaukee boards and commissions and that it will be submitted to this board for a
feedback/discussion and that she would also like to hear any ideas and suggestions
from the board.
6 Old Business
No old business were discussed.
7 Announcements
Mr. Flores said that January is a busy month for the arts:
-The Florentine Opera will be performing Zarzuela
-The Ballet Folkrorico from Amalia Hernandez (Mexico) will perform this weekend
-Black History Month Events
Ald. Kovac said that it is a exciting moment for the Bronzeville district and that some
other events are happening around the Black Holocaust Museum.
