The meeting convened at 4:05 pm
Members present: Mc. Sweeney, Flores, DeLind, Kosarzycki, Fraker, Morris, Layden,
Heding, Tovar, Klose, Kovac, Hillard, Morris, Phillips
Members excused: Souffrant
Members absent: Hill and Garcia
Ms. Svetic and Ms. Grote were present as well.
2 Review and Approval of Previous Meeting Minutes
Ms. Morris moved approval with the amendment on the date on the last paragraph of
item 5.
There were no objections.
3 Public Art Subcommittee Report
a. Recommendation of PAIR department placement
Ms. Morris said that they have been reviewing the requests and that are two that stood
up: the Workforce Development Center and the Reckless Driving, which has many
stakeholders who are involved in this issue.
Ms. Svetic read the document with the recommendations from the subcommittee,
which included the statements from the City Clerk’s office and the Department of
Public Works.
Ms. Morris said that they have selected the Reckless Driving.
Mr. Flores asked how many applications were received in total.
Ms. Morris said that a total of five.
Ms. Svetic said that they only asked for state of interest of the department interested
in hosting an artist and that there was no rubric for evaluation in reference to Mr.
Tovar’s question.
Mr. Fraker asked how much the budget is.
Ms. Svetic said that it is $25,000 per year and that those funds have been stacking up
to $90,000

Ms. Morris explained that this program is very goal oriented and that those goals are
tackled through a development process, working with the community creating solutions
and that we need to keep it open ended.
Ald. Kovac agrees on that the Reckless Driving it is a public safety matter and that the
Department of Public Works has been working hard on the subject as well.
Ms. Morris explained that the other project is from the Workforce Development, which
she thinks is a little abstract.
Ms. Layden said that she was thrilled about the proposals from five different
departments and thanked the Public Arts Subcommittee and Ms. Svetic for putting
together that work that has definitely paid off.
Ms. Morris made a motion to adopt the recommendations from the subcommittee.
There were no objections.
Ms. Klose said that she wanted to share a link about walking communities in Japan
where toddlers can walk around their neighborhoods.

Ms. Klose asked Ald. Kovac if some art programming could be scheduled in the City
Channel.
Ald. Kovac said that he thinks so but that they will need to evaluate the resources

Ms. Svetic said that the panel will be held on April 28, 2022 from 10 am to 12 pm, and
that the notice will come out next week.
5 New Business
a. Awards nominations and vote
Ms. Svetic made a power point presentation and said that the applications are
presented in the order that they were recieved.
For the Mildred L. Harpole Artist of the Year Award:
CK Ledesma – visual artist, performer. Graphic artist and community organizer.
Nathaniel Stern – aesthetic activism, arts thinking, design pedagogy and engineering
processes.
Nirmal Raja – Interdisciplinary artist.
Donna Kummer – quintessential boots on the ground, grass roots musicians for the
21st century whose career goes back a couple decades into the 20th century.

Ms. Svetic said that members could give her a call in case they do not finish the ballot
and that they can give up to two votes on each category.
6 Old Business
a. Updating the MAB Ordinance
Chris Hillard from the Legislative Reference Bureau was present. Ms. Svetic said that
back in March everyone was leaning more to option 1A:
OPTION 1A (incorporating the language from Americans for the Arts):
c. Promote the formation and growth of artistic projects or programs that are
administered by and responsive to the needs of this city's communities who have been
historically underrepresented based on race/ethnicity, age, disability, sexual
orientation, gender, gender identity, socioeconomic status, geography, citizenship
status, or religion.
Mr. Flores said that few people suggested that might have some tweaks but did not
received any. Added that he wanted to make a suggestion: to insert the words “or
underserved” after underrepresented.
Ms. Svetic took Mr. Flores suggestion, which reads as follows:
c. Promote the formation and growth of artistic projects or programs that are
administered by and responsive to the needs of this city's communities who have been
historically underrepresented or underserved based on race/ethnicity, age, disability,
sexual orientation, gender, gender identity, socioeconomic status, geography,
citizenship status, or religion.
Mr. Hillard shared another option:
c. Promote the formation and growth of artistic projects or programs that are
administered by and responsive to the needs of historically underrepresented and
underserved communities that have been excluded from the arts on the basis of race
or ethnicity, age, religion, disability, sexual orientation, gender, gender identity,
socioeconomic status, geography or citizenship status.
Mr. Flores said that he would like to change the word “and” for “or”
Ms. Morris and Mr. Fraker agreed.
Mr. Hillard shared another suggestion:
on the basis of race or ethnicity, age, religion, disability, sexual orientation, gender,
gender identity, socioeconomic status, geography or citizenship status.
Mr. Flores suggested changing the or for a coma after the word “race”.
Ms. Svetic shared the final paragraph as follows:
c. Promote the formation and growth of artistic projects or programs that are
administered by and responsive to the needs of the city's communities that have been
historically underrepresented or underserved based on race, ethnicity, age, religion,
disability, sexual orientation, gender, gender identity, socioeconomic status,
geography, or citizenship status.
Mr. Flores read the final paragraph and asked for any other revisions or something to
propose and then he moved to adopt the language seconded for Mr. Fraker. There
were no objections.

Ms. Svetic announced that CK Ledesma and Nirmal Raja are the winners for the
Mildred L. Harpole Artist of the Year Award and Cynthia Henry and Rayhainio Boynes
(aka Ray Nitti) are the winners of Friends of the Arts.

In the event that Common Council members who are not members of this committee attend this meeting, this
meeting may also simultaneously constitute a meeting of the Common Council or any of the following
committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation,
Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering
and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of
the Common Council member results in a quorum of the Common Council or any of the above committees,
and, if there is a quorum of another committee, whether any agenda items listed above involve matters within
that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than
information gathering will be taken at the simultaneous meeting.
Upon reasonable notice, efforts will be made to accommodate the needs of persons with disabilities through

Limited parking for persons attending meetings in City Hall is available at reduced rates (5 hour limit) at the
Milwaukee Center on the southwest corner of East Kilbourn and North Water Street. Parking tickets must be
validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to
register with the City Clerk's Office License Division. Registered lobbyists appearing before a Common
Council committee are required to identify themselves as such. More information is available at
