Roll call The meeting was called to order at 4:10 pm Members present: Ald. Coggs, Ms. Morris, Mr. DeLind, Mr. Fraker, Ms. Heding, Ms. Layden, Ms. Souffrant and Mr. Tovar. Members Excused: Mr. Flores, Ms. Klose, Ms. Kosarzycki, Ms. McSweeney, Mr. Murphy, Ms. Phillips and Ms. Garcia. Ms. Svetic and Ms. Grote were present as well. 2. Review and Approval of Previous Meeting Minutes Mr. Tovar moved to approve the meeting minutes from July 12, 2022. There were no objections. 3. Public Art Subcommittee Report Conservation Fund: Ms. Morris moved to approve the recommendation from the Public Art Subcommittee to fund at the $5,000 level to restore the Magic Grove Sculpture at Enderis Park. Ald. Coggs asked what kind of material was used on the sculpture. Ms. Morris said that it is painted metal. Ms. Heding recused from this vote as she is working on the project. Ald. Coggs said that she is in objection. The motion passed. (6 ayes - 1 abstain - 1 objection). PAIR: Ms. Svetic said that they are still working on the artist's contract and that is the reason why she cannot share the name yet. She added that Angela Livermore will be the PAIR Liaison and that she has worked with the Milwaukee Bike Federation. 4. Grants Update City of Milwaukee Page 1 MILWAUKEE ARTS BOARD Meeting Minutes October 11, 2022 Ms. Svetic said that they have received the final reports and. that this is the time of the year when they start to look what it is going to be done/used for next year. 5. New Business a. MAB ordinance update and bylaws drafting Ms. Svetic said that she shared earlier today the documents that will be reviewed today. Mr. Hillard started with the bylaws document and all the members were sharing their opinions. He said that he would like to do a draft with all the amendments to be reviewed by the committee before taking any vote. Ms. Layden agreed. Mr. Hillard said that there are 5 changes on the ordinance which were read to the board. He said that he will prepare the new draft with what was discussed today. No actions were taken today. Ms. Heading left the meeting. 6. Old Business No old business were discussed. 7. Announcements a. November meeting date change Ms. Svetic said that the November meeting falls on Election Day and that date must be changed as many work at the polls. She mentioned that November 1st or 15th could be an option. Ald. Coggs said that she will share some dates with the board and that Ms. Melendez will take a poll on the dates. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of the Common Council member results in a quorum of the Common Council or any of the above committees, and, if there is a quorum of another committee, whether any agenda items listed above involve matters within that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than information gathering will be taken at the simultaneous meeting. Limited parking for persons attending meetings in City Hall is available at reduced rates (5 hour limit) at the Milwaukee Center on the southwest corner of East Kilbourn and North Water Street. Parking tickets must be validated in the first floor Information Booth in City Hall. Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to register with the City Clerk's Office License Division.
