1. Roll call
The meeting was called to order at 4:13 pm
Members present: Morris, Flores, Fraker, Heding, Klose, Kosarzycki, McSweeney,
Murphy, Phillips, Tovar and Ald. Coggs (4:41 pm)
Members excused: DeLind, Garcia, Layden and Souffrant.
Chris Hillard, Sally Svetic, Angela Livermore and Sarah Davitt were present as well.
2. Review and Approval of Previous Meeting Minutes
Mr. Flores moved approval of the minutes of the 1-10-2023 meeting, seconded by Ms.
Klose. There were no objections.
3. Public Art Subcommittee Report
Public Artist in Residence (PAIR) Program

Ms. Svetic said that Sarah Davitt (artist in residence) and Angela Livermore (liaison
artist) are here to introduce themselves to the board members. She added that Angie
and Sarah will be working together along with Public Works staff on creative solutions
to reckless driving.
Sarah said that she just started to work on the program to find creative opportunities
on reckless driving, driving within the city and pedestrian initiatives. She also said that
she graduated from Milwaukee Institute of Art and Design with a Master's Degree on
International Nonprofits which led her to India and, that she also makes large scale
environmental art made out of reflection material.
Angie said that she will be the research back bone and that she will be
communicating with DPW to connect Sarah's creative ideas of where and how with the
legality of the city. She also said that she has been working with pedestrian and

bicycle advocacy for the last 15 years. She mentioned that she has been part of
reckless driving initiatives.
Ms. Morris said that Sarah and Angie will be reporting regularly with the Public Art
Subcommittee and asked Ms. Svetic if there is going to be a public announcement.
Ms. Svetic said that they were just waiting for the contracts to be finalized, that they
are going to allow Sarah, Angie and the DPW staff to get acquainted to launch the
program officially.
4. New Business
a. Awards Process Updates
Ms. Svetic said that t was discussed and approved to have a subcommittee to work on
the awards process at the last meeting. She also said that she met with Ms. Souffrant,
Ms. Klose and Ms. Heding twice. She shared the recommendations made by the
subcommittee with the rest of the members. The members made suggestions that
were discussed and, changes were made right on the spot. No further action was
taken.
b. Recruiting MAB members for review panel in April
Ms. Svetic said that another member is needed.
5. Old Business
a. Vote on Bylaws
No old business were discussed as the meeting lost quorum by 5:10 pm.
6. Announcements
Ald. Coggs reminded the members to fill out the Statement of Economic Interest by
February 28, 2023.
Ald. Coggs mentioned about the Black History Month Program on Tuesday, February
28, 2023 at 12PM at the City Hall Rotunda.

In the event that Common Council members who are not members of this committee attend this
meeting, this meeting may also simultaneously constitute a meeting of the Common Council or any of
the following committees: Community and Economic Development, Finance and Personnel, Judiciary
and Legislation, Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods &
Development, and/or Steering and Rules. Whether a simultaneous meeting is occurring depends on
whether the presence of one or more of the Common Council member results in a quorum of the
Common Council or any of the above committees, and, if there is a quorum of another committee,
whether any agenda items listed above involve matters within that committee’s realm of authority. In
the event that a simultaneous meeting is occurring, no action other than information gathering will be
taken at the simultaneous meeting.

Limited parking for persons attending meetings in City Hall is available at reduced rates (5 hour limit)
at the Milwaukee Center on the southwest corner of East Kilbourn and North Water Street. Parking
tickets must be validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are
required to register with the City Clerk's Office License Division. Registered lobbyists appearing
before a Common Council committee are required to identify themselves as such. More information is
