Roll call The meeting was called to order at 4:05 pm. Members present: Coggs, Morris, DeLind, Flores, Fraker, Klose, Kosarzycki, Layden, McSweeney, and Murphy. Members excused: Garcia, Heding, Phillips, Souffrant and Tovar. Ms. Svetic and Ms. Davitt were present as well. 2. Review and Approval of Previous Meeting Minutes Mr. Flores moved approval of the meeting minutes from March 14, 2023. Ms. Morris seconded. There were no objections. 3. Public Art Subcommittee Report Ms. Morris said that they had a meeting with the Brady St - Pictographs (Brady St BID, the developer and the artist) and, that they learned a lot about the project and talked about the ways that they can move forward in order to preserve it, expand it and restore it. Mr. Morris mentioned that they also talked about what they can do to amplify the voices about the wall art that is being taken down at the Wisconsin Center to see if they can have someone on the next agenda. 4. Sustaining Grant Update Ms. Svetic said that they have the review panel session scheduled for April 24 at 10:30 am where the applications are going to be reviewed, the panel members will complete their scores, the scores will be tabulated and that the applications will be ranked. She added that the recommendations will be brought to the board to make the final vote. Ms. Morris asked how much money is available. City of Milwaukee Page 1 MILWAUKEE ARTS BOARD Meeting Minutes April 11, 2023 Ms. Svetic said that a total of $274,000 is available ($250,000 from the City budget and another $24,000 from a grant from the Wisconsin Arts Board). 5. New Business Ms. Svetic presented the nominations on the screen and explained that some of them fell on the two categories but made it clear that they can be awarded for one only. Nominations for Mildred L. Harpole Artist of the Year Award -Samer Ghani (video) -Paul Druecke (video) -Celine Farrell (photograph) -Cesar Cornier (song) -David Niec (paintings) -Ben Tyjeski (tiles samples) Both Categories: -John Fleissner (mural and printed art photographs) -Akira Mabon (painting and mural photographs) -Breaking and Entering LLC Mr. Flores said that Breaking and Entering LLC does not fall into the collective range and that it is more like a presenter. Ald. Coggs said that we must add the definition for collective for the next year's nominations. Ms. Morris said that we just have to remove them from the Artist of the Year nominations ballot. The members agreed. Nominations for Friends of the Arts: -Jenelle Elder-Green -Tyanna Buie -Carl Bogner -Symphony Swan (Zawadi) Ms. Svetic explained the members that the ballot link was sent out prior the meeting and that she is available over the phone and e-mail during the meeting. Mr. Flores asked how the rank is converted into a score. Mr. Svetic said that it was something that was not well documented when the awards process outlines were updated and, that the plan is to download the scores, weight the scores as follows: first will be worth it 3 points, second worth 2 points and third worth 1 point. Mr. Flores said that he agrees with Ms. Svetic and that he uses the same criteria to tabulate scores. Ms. Morris asked if the members not present are able to cast their ballots. Ms. Svetic said that as long as they turn them in during the meeting and before the final count. Ms. McSweeney asked if there is a policy about voting if you are not present because she thinks that it is something that must be discussed and reviewed. Ms. Morris said that there is no policy. Ms. Svetic said that there is no policy one way or the other and, that she will take notes for the next year and moving forward. Mr. Flores said that he just looked at the recently amended ordinance and that there is nothing on it. Ms. Svetic said that she has the votes submitted by members Heading and Souffrant. Ald. Coggs said that it is not fair not to accept these votes for this year and that it must be discussed for next year's. City of Milwaukee Page 2 MILWAUKEE ARTS BOARD Meeting Minutes April 11, 2023 During the meeting was an update and Ms. Svetic said that there were three nominations tied on the first place: Paul Druecke, Ben Tyjeski and John Fleissner. Another ballot was shared via e-mail and by the chat to rank these three names. Ms. Svetic said that the winners for the Mildred L. Harpole Artist of the Year Award are: Paul Druecke and Ben Tyjeski Ms. Svetic said that the winners for the Friends of the Arts are: Jenelle Elder-Green and Carl Bogner. 6. Old Business Ald. Coggs said that some members of the Common Council sent a letter to the Wisconsin Center requesting to hold the removal of the art word until they meet with the Milwaukee Arts Board. She said that the letter has been received but no response yet. She also said that it is something that must be discussed for the future as well. 7. Announcements No announcements were made.
