Roll Call Present 4 - Morris, Murphy, Klose and Layden Absent 1 - McSweeney Individual also present: Sally Witte, Department of City Development 2. Review and Approval of the Previous Minutes Ms. Witte said that page 3 of the meeting minutes of June 9, 2015 should be revised to state “Jefferson Block structure” in lieu of “Jackson Block structure”. Ms. Layden moved approval of the meeting minutes of June 9, 2015 with the amendment to page 3 to reflect “Jefferson Block structure” in lieu of “Jackson Block structure”. Mr. Murphy seconded. There were no objections. Ms. McSweeney absent. 3. New Work Fund Ms. Morris gave an update on the mural installation project of Michael Carrier, Milwaukee School of Engineering, and his team. Murals have been produced and could be installed in October. The final plan is under review for approval from the Department of City Development. The team is obtaining permission to acquire vacant lots on Dr. Martin L. King Jr. Drive., has applied for City grants, and has sent architectural renderings. Some of the City grant funds will be used to hire people from the community to clear the land. Ms. Morris gave an update on the Mary Miss RiverWalk project. The project has multiple different phases and is close to proceeding. Phase one will be the inner harbor area of the UWM School of Fresh Water Science to Jones Island. The idea is to make the City a visual water atlas with water marks starting in the inner harbor and then rippling out to all over the rest of the City. The goal is to do a public visit and presentation in mid-October. First set of marks will have ways leading to other marks. Ms. Miss would like to do other three larger projects: a stack, underground tunnels down to the waterfront, and a complicated project at the UWM School of Fresh Water science. Ms. Miss would like space created for other artists for the remaining water marks. RiverWalk had put in the grant application. It is unclear who will be the commissioning entity. Many possibilities exist for this giant project. Currently, there are many different people at the table, but a coherent vision is needed. At the next level, an art-related institution should commission the project. The arts board had given $15,000 of New Work funding for the proposal stage of the project. $80,000 in total was needed for the proposal stage. -Review Proposal for Father Groppi Statue Ms. Morris gave an update on the proposal for a statue of Father Groppi in the City for his civic importance. There is a small committee of people behind the proposal, and they need much guidance on how to proceed. An artist, who went to seminary with Father Groppi, has volunteered freely to put a bronze statue on a pedestal at a police station. The proposal is not at a stage to apply yet and perhaps will not be ready until next year. Of concern relative to the project are cost, location, commissioning group, aldermanic support, and artist selection. Information about the New Work fund has been given to the proposal group. The full arts board and Ald. Michael Murphy should be informed about this proposal and perhaps offer guidance and advice to the project team. Ms. Witte said that the arts board should be cautious to not show favoritism prior to any applications being submitted. Ms. Morris said that the arts board may want to be involved in this project regardless of committing funding or not. 4. Conservation Fund -Review Application from the Milwaukee RiverWalk District Members and staff discussed the application from the Milwaukee RiverWalk District for restoration of a fish sculpture, originally installed in 1998, along the RiverWalk by artist Cork Marcheschi. Cost of the project is $130,000. Income is $100,000 and consists of a number of confirmed and unconfirmed funds. The request from the Milwaukee Arts Board is $5,000. Members questioned other city funding for the project, long term plans for maintenance of the project, artist information, $130,000 in costs as opposed to $100,000 in income, and perhaps in-kind money. Ms. Morris said that she will obtain answers to these questions by members prior to the subcommittee making a recommendation at its next meeting. Members and staff discussed briefly the window project for the former Esperanza building. The project is up and running gain. $4500 in funds was returned. Although informed, the new owners have not submitted anything for a grant. The new owners may still be thinking about the preservation of the Mural of Peace, the windows, and the future sale of the building with the windows. Old Business There was no old business. 6. Announcements Ms. Witte announced the unveiling and celebration of the “Streetlights” project from Tyanna Buie on Friday, September 18, 2015 at 3 p.m. on the corner of Holton and Townsend Street. Ms. Klose announced that the winner of the Bronzeville Public Art Contest is Mr. Ammar Nsoroma, who will erect a bronze-colored statue within the Bronzeville community. Perhaps more funding can be raised to install other pieces from other finalists. The New Work fund can potentially be a funding source for Bronzeville public art.
