Meeting called to order at 3:09 p.m.

2. Review and Approval of Previous Meeting Minutes
Meeting minutes from February 9, 2021 were approved with the correction to replace
the word "we" with "would" in the second sentence under item 3, New Work Fund.
There were no objections.
3. New Work Fund
-Updates on Artist Residency Program
Members discussed learning about an artist residency program in New York within its
Culture of Affairs department headed by its Chief of Staff Shirley Levy; that their
program does cross agency calls to solicit agencies to participate followed by an open
call out to artists and RFPs; that Ms. Levy serves as the project manager, is a
dedicated staff, and is an intermediary; that Milwaukee should do a pilot program
similar to New York's program; that such a program would entail work on the backend
of the program; that work may have to be divided up and given to committee members
due to the loss of DCD staff; and that agencies would have to match city dollars.

Members and staff discussed staff doing a proper final review of the New Work Fund
application with the proper changes in dates; then staff opening up the application as
soon as possible to the public; that the application discloses consideration of
responses would occur in May, presentations be made in June, and approvals be
made possibly in July; that submittals must be made two weeks prior to a
subcommittee meeting in order for them to be considered at a meeting; and that there
be language specifying that organizations and projects have to be within the City of
Milwaukee.
Member Murphy moved approval, seconded by member Klose, to open the 2021 New
Work Fund application, as discussed. There was no objection.
4. Conservation Fund
-TimeSlips, Inc. Application
Members discussed the application having an organization outside of the city, the
project occurring at a Milwaukee Public Library (MPL) site, the project being an
archival one which is outside of conservatism, the project being like a time capsule
rather than an original piece, that the Milwaukee Public Library typically has other
allocations and are discouraged to apply, and that TimeSlips does many creative
projects working with the elderly.
Members wanted further clarification and follow-up on the eligibility of the organization
being outside of the City, the specific library for the project, consideration under the
New Work Fund, and consideration under MPL.

Chair Morris said that the Brady Street Area Foundation withdrew its application and
that the restoration of the decorative glass pieces at the DCD Municipal building was
moving forward.

In the event that Common Council members who are not members of this committee attend this meeting, this
meeting may also simultaneously constitute a meeting of the Common Council or any of the following
committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation,
Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering
and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of
the Common Council member results in a quorum of the Common Council or any of the above committees,
and, if there is a quorum of another committee, whether any agenda items listed above involve matters within
that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than

Limited parking for persons attending meetings in City Hall is available at reduced rates (5 hour limit) at the
Milwaukee Center on the southwest corner of East Kilbourn and North Water Street. Parking tickets must be
validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to
register with the City Clerk's Office License Division. Registered lobbyists appearing before a Common
Council committee are required to identify themselves as such. More information is available at
