1. Roll call.

2. Review and approval of the previous meeting minutes.
The meeting minutes from January 11, 2022 were approved with clerical corrections.
There was no objection.
It was noted that there were no minutes from the February 8, 2022 meeting as that
meeting did not occur due to a lack of quorum.
3. New Work Fund.
a. Discuss PAIR department interest
Ms. Svetic said that DCD was waiting for a response on its grant application made to
the Greater Milwaukee Foundation to fund a liaison to manage and implement the
PAIR program before progressing further with the program, the response may come in
mid-May, inquiries were made to City departments, department responses have been

positive thus far, and three departments had responded with the following great ideas:
City Clerk's Office (workforce development, Common Council engagement, City
Channel format), Fire Department (employee diversity recruitment and retainment), and
Department of Public Works (reckless driving).
Members discussed that the value of the program was to help citizens through art; that
the reckless driving (DPW) followed by workforce development (City Clerk) seemed to
be two worthy areas for the program; both topics have a sense of urgency, political and
community support, concrete goals, defined outcomes, and would have broad buy-in;
reckless driving should be a citywide issue; DPW should think to go beyond painting
crosswalks; additional funding for reckless driving would be ad-hoc; and additional
funding for workforce development would be more established.
Chair Morris said that the program timeline would entail receipt of the funds from GMF,
RFP issued for a program liaison, RFP issued for artists, selection committee
established, artists chosen, and engagement with departments.
Ms. Svetic added that Frank Cumberbatch of Bader Philanthropies had strong initial
financial interest.
4. Conservation Fund.
a. Consider application from Charles Allis Villa Terrace Art Museums
Members discussed that the sculpture piece was indoors and not outdoors, the piece
would not be accessible to the public 24/7, lack of funding from the Arts Board
($5,000 ask) would not break the museum's total project costs ($67,150), precedent
should not be given for projects on closed premises and for private art, majority of
applications for Conservation Fund came from museums, a conservation project at the
Haggerty Museum of Art was possible, the MPS conservation project would not occur
this year, there was not enough to move forward with projects at Lake Park, there were
not many applications for the Conservation Fund, the Arts Board was not in danger to
losing its Conservation Fund if left unspent, there was expectation that the Fund would
be used for artist housing, and funding for the Welford Sanders Lofts' sculpture was
under the New Work Fund.
Greg St. Arnold inquired about applying for the Conservation Fund for a mural
restoration project at the senior center on MLK Dr.
Chair Morris replied that further information and application should be sent to the
subcommittee when ready, the Arts Board would fund up to half of a project, and
matching funds would be required.
Further discussion was held until later in the meeting and continued.
Member Layden moved denial of application from Charles Allis Villa Terrace Art
Museums based on not meeting eligibility on full public accessibility. There was no
objection.
Members said that possible conservation projects would be the Brady Street sidewalk
facade (snapshots in time) drawings and Friends of Brady Street bridge projection.
Chair Morris said that the Brady Street BID may not have the capacity to pursue those

projects due to turnover and lack of connections.

meeting may also simultaneously constitute a meeting of the Common Council or any of the following
committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation,
Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering
and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of
the Common Council member results in a quorum of the Common Council or any of the above committees,
and, if there is a quorum of another committee, whether any agenda items listed above involve matters within

Limited parking for persons attending meetings in City Hall is available at reduced rates (5 hour limit) at the

Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to
register with the City Clerk's Office License Division. Registered lobbyists appearing before a Common
