Meeting convened at 2:33 PM Present 5 - Dimitrijevic, Lewis, Borkowski, Spiker, Rainey 1. 200409 Resolution directing the Commissioner of the Milwaukee Health Department to establish a program under which all City residents may receive a face mask without charge upon request. Appearing: MHD Commissioner - Jeanette Kowalik MHD Health Budget Adm Manager - Mark Yatchak A motion was made by ALD. DIMITRIJEVIC that this Resolution be RECOMMENDED FOR ADOPTION. This motion PREVAILED by the following vote: Aye 5- Dimitrijevic, Lewis, Borkowski, Spiker and Rainey No 0 2. 200426 An ordinance relating to a requirement for face coverings in public spaces during the COVID-19 pandemic. Appearing: Sponsor - Ald. Dimitrijevic ACA Gregory Kruse MHD - Marlaina Jackson MHD - Claire Evers Ald. Dimitrijevic moved to amend File Number 200426 by amending section 62-8-4-f, as follows: f. Persons present in government facilities closed to the public, institutions of higher education, public and private K through 12 schools, and childcare or youth facilities City of Milwaukee Page 1 PUBLIC SAFETY AND HEALTH Meeting Minutes July 9, 2020 COMMITTEE that have a mitigation strategy approved by the commissioner of health[[and the board of health]]. A motion was made by ALD. DIMITRIJEVIC that this Ordinance be AMENDED. This motion PREVAILED by the following vote: Aye 5- Dimitrijevic, Lewis, Borkowski, Spiker and Rainey No 0 Ald. Spiker seeked to have following motion approve: to amend File Number 200426 by amending section 62-8-1, as follows: 1. MASK REQUIRED INDOORS. For the duration of the ‘Moving Milwaukee Forward’ health and safety orders, any person 3 years old or older who is present in the city of Milwaukee shall have possession of a face covering when the person leaves home or other place of residence and shall wear the face covering whenever the person is in a building open to the public >>unless that person is in an outdoor area and able to remain at least six feet away from any person who is not a member of his or her family or household<<. A motion was made by ALD. SPIKER that this Ordinance be AMENDED. This motion FAILED by the following vote: Aye 2- Borkowski and Spiker No 3- Dimitrijevic, Lewis and Rainey 200426 A substitute ordinance relating to a requirement for face coverings in public spaces during the COVID-19 pandemic. As amended. A motion was made by ALD. DIMITRIJEVIC that this Ordinance be RECOMMENDED FOR PASSAGE. This motion PREVAILED by the following vote: Aye 3- Dimitrijevic, Lewis and Spiker No 1- Borkowski Abstain 1- Rainey This meeting will be webcast live at www.milwaukee.gov/channel25. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of the Common Council member results in a quorum of the Common Council or any of the above committees, and, if there is a quorum of another committee, whether any agenda items listed above involve matters within that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than information gathering will be taken at the simultaneous meeting. Times for specific agenda items are estimations. If items cannot be heard at their specified times, they will be heard as soon as practicable thereafter. Upon reasonable notice, efforts will be made to accommodate the needs of persons with disabilities through sign language interpreters or auxiliary aids. Limited parking for persons attending meetings is available at reduced rates (5 hour limit) at the Milwaukee Center on the southwest corner of Kilbourn Avenue and Water Street. Parking tickets must be validated in the first floor Information Booth in City Hall. Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code are required to register with the City Clerk's License Division.
