Appearing with the applicant:
Atty. David Bangert stated the applicant doesn't recall the incident in the first
complaint, denies the allegation, and has never refused change to a customer. He
added the applicant is limited in his English capabilities, so part of the allegations
regarding the applicant's use of English are true. He stated the applicant has never
received any citations and has been driving for 2 years. He added that the applicant
puts the addresses in to his GPS and if people are slow and deliberate with their
language the applicant understands. He stated that the applicant has driven over 2,000
rides without complaint. He stated the applicant doesn't recall the second complaint,
but there was an incident 6 months ago when he got in to an arguement with a
passenger who grabbed him by the shirt collar. He added that the applicant cleans his
taxi every day, denies he has a filthy taxi, and does not have complaint forms. He
stated that he spoke with other taxi drivers and they don't have complaint forms either.
Ald. Borkowski stated he is concerned about how the applicant is able to
communicate with customers. He added that he doesn't want to deny a person a

livelihood, but the applicant is the first impression for visitors to the city and some
command of the English language is needed even to use Google.

The applicant stated he remembers the incident in the complaint and he was driving
that day. He stated he charged the complainant $35 to go from the airport to West
Adler Street and he did not take the most direct route. He stated he orginally charged
$38, but the complainant refused and only wanted to pay $20, then he said pay $35,
not charging the $3 airport fee. He stated the complainant said he took the wrong way
which is why it was more. He stated he doesn't have a credit card reader in his car and
uses square on his phone.
