1. 211480 Substitute resolution approving levying of assessments and construction
of assessable public improvement projects at various locations and
appropriating funds for these purposes with the City cost of these
projects approved by this resolution is estimated to be $1,389,905 for a
total estimated cost of $1,503,480.
1st Aldermanic District
Alley betw. W. Capitol Dr., W. Fiebrantz Ave., N. 14th st., N. 15th St. (ST212100104)
Concrete alley pavement reconstruction, and grading.
Holly Rutenbeck said that the post card survey was positive and that the Alderman
supports the project.
Ald. Borkowski moved approval.
2nd Aldermanic District
N. 87th St.—W. Thurston Ave. to W. Carmen Ave. (ST211200118) Install traffic
calming speed hump(s).
Holly Rutenbeck said that the post card survey was positive and that the Alderman
supports the project.
Paula Levy and Mr. Levy - 5714-16 N 87th St - support the project.
Als. Perez moved approval.
3rd Aldermanic District
Alley betw. E. Linnwood Ave., E* Locust St., N. Prospect Ave., N. Stowell Ave.
(ST212040121) Concrete alley pavement reconstruction, and grading.
Holly Rutenbeck said that the post card survey was positive and that the Alderman
supports the project.
Peter - 3250 N Prospect - said that he is in support because it is difficult to have a
private contractor to put equipment on the alley (snow plow) because of the very poor
condition.
Ald. Kovac said that he wishes that the bricks to be replaced instead.
Mary Dziewiontkoski said that it will be requested.

N. 87th St. — W. Lisbon Ave. to W. Melvina St. (Incl. W. Elmore Ave. — N. 87th St.
to N. 88th St. (ST211200129) Asphalt pavement resurfacing, replace curb and gutter,
sidewalk and driveway approaches where necessary, sodding (6.5* width of tree border
and grading.
Holly Rutenbeck said that the post card survey was negative.
Amanda Kaminski (neighbor 87th St) said that she is not able to pay the fee and that
the city should cover the entire cost since property taxes have gone up.
Ald. Borkowski moved to delete this project based on the results of the survey and
neighbor's testimony.
6th Aldermanic District
Alley betw. N. Buffum St., E. Chambers St., E. Locust St., N. Richards St.
(ST212180121) Concrete alley pavement reconstruction, and grading.
Holly Rutenbeck said that no post card survey was available yet.
Elizabeth Martin (neighbor) - 2974 N Richards St - said she is fine with the alley being
like this
Ald. Borkowski moved to delete this project based on no survey results and neighbor's
testimony.
9th Aldermanic District
N. 81st St. — W. Acacia St. to W. Casper St (ST 211200123) Asphalt pavement
resurfacing, replace curb and gutter, sidewalk and driveway approaches where
necessary, sodding (7' width of tree border area), and grading.

Holly Rutenbeck said that the post card survey was positive and that the Alderman
supports the project.
Ald. Perez said that he just wanted to make sure that the street is in a decent
condition for the speed hump.
Ms. Ruttenbeck said that the speed hump will be replaced at not cost if the street
needs work later.
Ald. Perez moved approval.
S. 14th St. -W. Becher St. to W. Forest Home Ave. (ST211200133) Concrete
pavement reconstruction, replace all curb and gutter, replace sidewalk and driveway
approaches where necessary, sodding (3' width of tree border area), roadway narrowing,
and grading,
Holly Rutenbeck said that the post card survey was positive and that the Alderman
supports the project.
Karen Benitez (neighbor) - 1979 S 14th St - said that she has 36 years of living there

and that there are no proper gutters on the sidewalk and that the project is needed.
Ald. Perez moved approval.
S. 15th Pl. - W. Mitchell St. to W. Lapham Blvd. (ST211210136) Install traffic calming

Holly Rutenbeck said that the post card survey was positive and that the Alderman
supports the project.

S. Superior St. - E. Oklahoma Ave. to E. Russell Ave. Install concrete traffic calming
speed tables.
Craig - 2933 S Superior St - said that he has lived there for 29 years and that there
have been 6 accidents in the last year so he supports the project.
Jacj Walfoot - 2787 S Superior St - said that he has lived for there since 2007 and
believes that the problem is drunk driving and speeding and that he is in opposition.
Samantha Meagher - 2947 S Superior St -said that she has lived there for 54 years and
also believes that drunk driving is the problem and that she is opposition.
Holly Rutenbeck said that the post card survey was positive and that the Alderwoman
supports the project.
Ald. Zamarripa moved approval.

4. 211479 Resolution directing the Commissioner of Public Works to execute
various State/Municipal Agreements for State-Let Highway Projects with
the Wisconsin Department of Transportation: West Center Street
Intersection with Lisbon Ave/N 60th; North 27th Street Intersection with
Locust, Center, & North; North 35th Street Intersection with Center Street;
North 35th Street Intersections with North Ave and with Lisbon Ave.; and
West Morgan Avenue Intersections with 20th, 16th, 13th and 6th Streets;
and setting up design and real estate funding of $887,500 of which
$650,250 is grantor funded and $237,250 is City funded.
David Tapia - DPW Infrastructure said that the first 2 projects are to elevate funding
into the general construction and the last 3 projects are just new highway safety
improvement projects.
Ald. Bauman asked if the local aldermen have been involved with these projects.
Mr. Tapia said that he does not believe that and he will need to confirm if these come
out from the engineering section.
Ald. Stamper requested a copy of the report and supports the project.

12. 211521 Communication from the Milwaukee Water Works on the results of a
corrosion control treatment study.
Karen Dettmer - Interim Commissioner Public Works was present and Tony Meyers
made a presentation that has been added to the file. Nora Kodis from Jacobs was also
present.

13. 191930 Communication from the Department of Public Works relating to the
status of current and future operations.
Karen Dettmer - Interim Commissioner Public Works said that they have a good
handle of the positive cases, and that have seen a very significative increase on
numbers but this last week the number has declined (symptoms covid related and test
results have come back quicker) and that the vaccine mandate is working very well.
Danielle Rodriguez - DPW Director of Operations said that operations based on
circumstances have been positive and that they are handling each weather patter at
the time. Said that they saw some challenges like vacancies but also said that they
were able to staff the entire operation (also thanked the staff) from last
weekend/beginning of the week and that it was done in the most ideal time. Added that
this week will be interviewed the last list of candidates and that there are some delays
with the medical and drug testing.
Ald. Stamper said that he was very impressed with Ms. Dettmer because she drove
herself around the city to make sure the streets were plowed.
Ald. Bauman and Stamper said that they had no reports or complaints from
constituents.
Ald. Perez said that he did not receive complaints but thanked Ms. Rodriguez for
following up with the issues reported from his office (narrow streets and parking
issues).
Ms. Dettmer said that these temperatures cause main breaks and encouraged
residents to report at the control center (open 24 hour) if they see any water surfacing.

status of Traffic-Calming and Complete Streets projects to address
reckless driving and to provide a safer infrastructure for bicyclists and
pedestrians.
Jerrel Kruschke - DPW City Engineer said that the ARPA dollars have been received
and that 160 speed humps have been requested with 109 sitting in the queue and that
hey have started to schedule them like we have seen on item 1 this morning.

Bike racks are available on Water Street, Market Street, and Broadway, and a Bublr Bike Share
station is located on the northeast corner of Kilbourn Avenue and Water Street.
Limited parking for persons attending meetings is available at reduced rates (5 hour limit) at the
Milwaukee Center on the southwest corner of Kilbourn Avenue and Water Street. Parking tickets
must be validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code are required to
register with the City Clerk's License Division. Lobbyists appearing before a Common Council
committee are required to identify themselves as such. More information is available at
