of assessable public improvement projects at various locations and
appropriating funds for these purposes with the City cost of these
projects approved by this resolution is estimated to be $20,255 for a total
estimated cost of $94,400.

W. Fiebrantz Ave. — N. 41st St. to N. 42nd St. (ST211210258) Install traffic calming
speed hump(s).
Individuals in support:
Pat Jones - 4102 N 42nd St - said that there a lot of new families with children playing
outdoors and that stop signs are no longer working like it happens on the corner on
41st St and that the street is a straight shot for 2 blocks where vehicles reach a speed
of 70 mph and that it is also dangerous to cross the street.
Ms. Rutenbeck said that the alderman supports the project and that the postcard
survey results are in favor.

John - 4314 N 55th St - said that his neighborhood is changing with young families
moving in and that cars are not respecting the stop signs and that speed humps will
make the cars to educe the speed some how.

Annie - 3030 N 54th St - said that there are families with children and that she has
seen two accidents for reckless driving within 6 months and thanked the committee for
the initiative.
Ms. Rutenbeck said that the alderman supports the project and that the postcard
survey results are in favor.

Ald. Borkowski said that this is the very first speed hump at his district and that it was
not an easy subject but necessary.

S. 7th St. - W. Dakota St. to W. Montana St. (ST211210151) Install traffic calming
speed hump(s).
Individuals against the project:
Luke - 2051 S 7th St - said that he lives in the middle of the block and that he does
not see the need of it and that it would be an inconvenience for the home owners who
park their cars many times at day and that he would like to know more about the
postcard survey process because he is positive that many people did not even look at
them.
Ald. Stamper explained that the process to request a speed hump start with an
application and gathering signatures from neighbors and that the postcard survey is
done by the alderperson's office. Also said that the postcard says very cleat that if it is
not returned, it will be counted as "supporter".
Ald. Dimitrijevic said that a total of 28 postcards were mailed out, 8 came back in
opposition and 20 in support but that she did not have the breakdown number of how
many postcards were mailed back to her office.
Individuals in support:
Rick Heldt - 2829 S 7th St - said that he submitted photos (attached to the file) of the
marks on the pavement of the reckless driving and car accidents and that speed
humps will slow the traffic there and that he gathered the signatures that he needed
from the neighbors in order to carry the proposal on.
Ms. Rutenbeck said that the alderman supports the project and that the postcard
survey results are in favor.

the previously established project for the Wisconsin Department of

construction of Road Diet project in various Aldermanic districts with a

share of $0 and an estimated City share of $40,000.

and Infiltration grant from the Milwaukee Metropolitan Sewerage District
for a project in the area bounded by West Arthur Avenue to West
Kinnickinnic River Parkway from South 60th Street to South 72nd Street.
Robert Seleen - DPW - said that this is a continuation of a project that started back in
2019 by laying sanitary laterals in the neighborhood and that the second phase was to
install sump pumps and foundation drain disconnections which was scheduled for the
summer of 2020 but got delayed. He added that what they are asking now is to
reinstate the funding to continue with the project.

7. 211587 Resolution confirming the City Engineer is authorized to apply for three
Federal Transportation Alternatives Program grants for the 2022-2026
application cycle, with an 80 percent grantor share and a 20 percent local
share.
Mike Amsdem and Gabriel Ipkeme from DPW explained that there are three
applications:
-One that involves improving the lighting at 68 intersections.
-Another one in conjunction with MMSD that is happening along the KK river from 6th
St and 16th St for a future trail (bike and walking path).
-And a recommendation to promote sustainable transportation trips.

8. 211613 Resolution relating to the acceptance of the average cost of replacing the
privately-owned portion of a lead water service line.
Patrick Pauly - Water Administration Manager - said that the cost will be less than
previous years due good prices and contract capacity.
Ald. Perez said that he would like to revisit this item.

9. 211617 Resolution extending the Active Streets for Businesses Program.
James Washington - DPW said that the program will be extended from March 16 to
November 15, 2022 at no cost and that this program encourages social distancing and
activates the streets.

Ald. Dimitrijevic said that it is a wonderful and growing program which is Covid safe and
that she is happy that more council members are joining her to sponsor this file
because this initiative is giving businesses the opportunity to increase capacity while
practicing social distancing and offering a fun way to experience dinning services. She
added that it is also a way to re-imagine public spaces.
Ald. Bauman, Ald. Kovac, Ald. Perez, Ald. Borkowski and Ald. Zamarripa requested to
be added as a co-sponsors.

10. 211669 Resolution relative to the application, acceptance, and expenditure of a
$30,000 grant from the Brico Fund to the Environmental Collaboration
Office for the Climate and Equity Plan.
Erick Shambarger said that for the better part of two years they have been working
with the City County Task Force on climate and economic equity to develop a climate
and equity plan and that last night the recommendations from the different groups
were wrapped up by the task force wrapped up. Added that this funding will turn the
recommendations into a nice plan document.
Ald. Kovac said that it has been a lot of work and thanked the members for their
collaboration and that the draft will be presented in a communication file to the
common council.

11. 211649 Motion relating to the locations of various Milwaukee County Transit
System bus stops.

David Locher from MCTS was present and said that the proposal is about to add only
one bus stop (northbound) by the Walmart/Walgreens on Ohio St.

Tom Woznick -Parking Services Manager) and Ald. Coggs were present and explained
that they are trying to get all the revenue possible (parking fees) and the flexibility to fix
rates to Marquette for the upcoming tournaments (NCAA) and that they will work
accordingly with Marquette.

corrosion control treatment study.
Patrick Pauli - Water Administration Manager was present along with Tony Meyers and
Nora Kodis from Jacobs Engineering who made a presentation on the results of a
corrosion treatment study. The presentation was added to the file.

15. 191930 Communication from the Department of Public Works relating to the
status of current and future operations.
Karen Dettmer - DPW Commissioner - said that the crew is ready to go out when
needed either for salting or brining operations depending on the pavement and air
temperatures. Regarding the staffing and vacancies she said that the Covid related
absences have declined a lot with the vaccine mandate and that they still have a
number of vacancies but that they are working on it.
Ald. Stamper asked who is responsible of the median's maintenance.
Ms. Dettmer said that it is DPW Forestry job to take care of the medians and
explained that the litter is more visible since we do not have a snow blanket covering it
but that they will be responding to the request of his office to clean up Sherman Blvd.
and others. Added that clean ups are not planned during this time of the year because
the priority is the general ice control operations and that clean ups are done during the
spring when the snow has melted and it is easier to clean up.

16. 211119 Communication from the Department of Public Works relating to the
status of Traffic-Calming and Complete Streets projects to address
reckless driving and to provide a safer infrastructure for bicyclists and
pedestrians.
Jerrell Kruschke - DPW - gave the following speed humps report:
-171 requests have been received
-70 requests in the queue (129 on the last cycle)
-56 requests are out in survey,
-10 were approved today
-5 already approved (last cycle)
-12 requests have been rejected due negative postcard survey or because did not
meet the criteria.
Ald. Stamper asked for a clarification of the cost.
Mr. Kruschke explained that the assessment rate is $2.00 per lineal foot vs $6.50 per
lineal foot that used to be in the past and that the new assessment fee is listed on all
of the notifications that are mailed out.

Milwaukee Center on the southwest corner of Kilbourn Avenue and Water Street. Parking tickets
must be validated in the first floor Information Booth in City Hall.
