Sponsors: THE CHAIR David Tapia - DPW Infrastructure Ald. Perez asked when are they expecting communication from stakeholders in order to inform, plan or problem solving. David Tapia said that they have a committee with stakeholders and that DPW website shows it as well and that they will move to the social media platform to reach out for more. Ald. Perez requested a presentation of the communication plan to the committee. David Tapia agreed and said that he is also available to attend town hall meetings. RECOMMENDED FOR ADOPTION Aye 5- Bauman, Borkowski, Zamarripa, Perez, and Stamper No 0 10. 211854 Resolution directing the Commissioner of Public Works to execute a document titled “State/Municipal Agreement for a State-Let Highway Project” with the Wisconsin Department of Transportation for the programming, design, and construction of North Green Bay Road (STH 57) from West Capitol Drive to West Silver Spring Drive, and to set up funds for design engineering at an estimated total cost of $820,000 with an estimated City share of $205,000 and a grantor share of $615,000. Sponsors: THE CHAIR Yance Marti - Central Drafting Records explained that this item is about updating the size of the maps required by state statute. RECOMMENDED FOR PASSAGE Aye 5- Bauman, Borkowski, Zamarripa, Perez, and Stamper No 0 18. 211817 Communication from the Department of Public Works relating to File Nos. 211266 and 211267 regarding the reports on the feasibility of funding and implementing various improvements to a portion of North Van Buren Avenue and North Water Street. Sponsors: THE CHAIR Mike Amsden and Jerell Kruschke - DPW explained that this file is to offer an update on two projects: North Van Buren St - still under revision (including bike lanes) and moving to the design phase quickly (winter 22-23) and construction is planned for 2023. North Water St. - a consultant firm has been hired for a feasibility study (the street is 56 feet curve to curve) and that the pavement is in condition to be replaced. Sponsors: Ald. Bauman Jerell Kruschke - DPW - gave a report of the speed humps as follows: 193 requests 26 in the queue 81 in survey process 31 approved today Added that contracts have been broken up in small batches to be right on target. HELD TO CALL OF THE CHAIR Aye 5- Bauman, Borkowski, Zamarripa, Perez, and Stamper No 0 20. 191930 Communication from the Department of Public Works relating to the status of current and future operations. Sponsors: Ald. Bauman Patrick Pauly, Danielle Rodriguez, Jerell Kruschke and Karen Dettmer. Danielle Rodriguez said that trucks are migrating to get them ready for the spring operation and that they still have a snow/ice operation plan in place. Added that street clean ups are happening and that there are new hours at the drop off centers (open on Sundays starting April 10th) and the Neighborhood Clean-Up Box Request. There are 13 boxes available each Saturday April 23-July 30, 2022. A limited amount of boxes are available on selected Sundays April 24-July 24, 2022 and that the updated information can be found at the PDW website. Also said that the heavy sweep, pick up litter, etc, continue and that there are some piles of leaves out there and asked the residents to report them. Karen Dettmer said that street sweeping staff are reporting the piles that can't be swept. Ald. Stamper asked if its possible to include as a part of a new process to have the staff to take a look around the area to check if there's anything else that can be picked up or report it. Karen Dettmer said that specifics are needed in order to send the proper response. Ald. Perez said that somehow communication must be coordinated between departments (DPW and DNS). Karen Dettmer reported that the hiring process is improving but that there is a 19% vacancy rate still. The board members thanked the staff (crew) for the excellent work and response despite the vacancies and the amount of issues weather related. Jerell Kruschke said that the snow operations and street maintenance are switching over and that there is a delay on the transition. Added that there are 2,000 pot holes requests and that it is taking 3 days to respond. Regarding the street light outages said that it seems to be under control with few requests on the queue and that it is taking 1.5 day to respond. Ald. Stamper and Ald. Perez noted that they have not received complaints. Patrick Pauly and Karen Dettmer explained that the Water Works conventional rate City of Milwaukee Page 11 PUBLIC WORKS COMMITTEE Meeting Minutes April 7, 2022 case is a lengthy process which is in the phase of data request for clarification purposes and that on September 2022 we will get an update as the process moves forward. Patrick Pauly said that they have held discussions with the mayor' s office to construct a plan to improve the employee's compensation plan. The members thanked Ms. Dettmer for her years of passionate service to the City of Milwaukee.
