Sponsors: Ald. Dimitrijevic Mike Amsden - DPW and Michael Anderson from the Wisconsin Bike Federation who said that this is a request to revise the ordinance to enable the school playgrounds for safe bicycle practices and education. A motion was made by ALD. STAMPER that this Ordinance be RECOMMENDED FOR PASSAGE. This motion PREVAILED by the following vote: Aye 5- Bauman, Borkowski, Stamper, Hamilton, and Dodd No 0 9. 220027 Communication from Port Milwaukee related to U.S. Department of Homeland Security analysis of safety and security on Jones Island. This motion PREVAILED by the following vote: Aye 5- Bauman, Borkowski, Stamper, Hamilton, and Dodd No 0 10. 220042 Communication from the Department of Public Works submitting its 2021 residential recycling annual report Sponsors: THE CHAIR Samantha Longshore appeared virtually with technical difficulties. Ald. Borkowski moved to hold the file to call of the chair. There were no objections. (Prevailed 5-0) Ald. Borkowski moved to reconsider the file after Ms. Longshore appeared in person at the end of the meeting. There were no objections. Ald. Bauman said that he has received complaints about recycling items in the river and eventually making it to the lake. Ms. Longshore said that they are working on it to stop it, and that it happens when there is backup and that might need a better fencing. Ald. Borkowski mentioned about trucks collecting shattered glass that is making its way to the streets. Ms. Longshore said that it's been a while since they have received that kind of complaints but that the crew knows that broken glass should be pulled out to treat it in a different way and reminded people not to throw broken glass from windows because it is not the same kind as the glass containers, and do not to use plastic bags inside the recycling carts. City of Milwaukee Page 6 PUBLIC WORKS COMMITTEE Meeting Minutes May 18, 2022 Ms. Longshore shared the following: • Residents’ participation in the household recycling program avoided $1,214,433 in landfill disposal costs in 2021 and earned over $2 million in revenue from the sale of recyclables. • 2021 curbside recycling tonnage was very consistent with 2020 (just a 0.01% decrease). Compared to 2019, 2021 saw an 8.9% increase in curbside recyclables collected, showing the benefit of the every other week collection spring through fall. A motion was made by ALD. This motion PREVAILED by the following vote: Aye 5- Bauman, Borkowski, Stamper, Hamilton, and Dodd No 0 13. 211119 Communication from the Department of Public Works relating to the status of Traffic-Calming and Complete Streets projects to address reckless driving and to provide a safer infrastructure for bicyclists and pedestrians. Sponsors: Ald. Bauman Mike Amsden - DPW - said that the 8 traffic calming projects are completed for advertisement and that they will be constructed this year. Added that seven other projects are on the analysis phase (engineering). As for the speed humps Mr. Amsden said that the queue is down to zero and 87 requests are out for survey. Mr. Amsden stated that speed limit project is coming out soon. A motion was made by ALD. BORKOWSKI that this Communication be HELD TO CALL OF THE CHAIR. Sponsors: THE CHAIR CRUSE, Stafford T, Public Passenger Vehicle Driver's License Application. The applicant was not present. Ald. Borkowski moved denial upon second nonappearance. There were no objections. (Prevailed 5-0) A motion was made by ALD. BORKOWSKI that this Motion be AMENDED.
