The meeting was called to order at 9:16 am
1. 230866 Substitute resolution approving levying of assessments and construction
of assessable public improvement projects at various locations and
appropriating funds for these purposes with the City cost of these
projects approved by this resolution is estimated to be $666,330 for a
total estimated cost of $1,305,000.

resurfacing, replace curb and gutter, sidewalk and driveway approaches where

Ms. Rutenbeck said that the survey was favorable but that Ald. Taylor does not
support the project.

17. 191930 Communication from the Department of Public Works relating to the
status of current and future operations.

Danielle Rodriguez - DPW Operations
Responding to Ald. Bauman's question, she said that they still enforcing overnight
(odd/even) parking with some staffing challenges (20% vacancy rate). She added that
parking restrictions were lifted during the pandemic and that it is not easy to get people
back into the habit. She also said that they are hiring in groups because there are a
lot rules and ordinances to learn.
Ms. Rodriguez recommended to enter all parking requests online (most efficient way)
and that the team will handle or direct the requests.
Announcements:
-The Garbage and Recycling annual flyer will be arriving in the mail soon.
-They are working on Fall Leaf Collection which ends on Nov 15 (could be extended).
-Snow plowing looks better than last year, the equipment is ready to go, staffing is
recovering and they have 11 retirees lined up.

18. 211119 Communication from the Department of Public Works relating to the
status of Traffic-Calming and Complete Streets projects to address
reckless driving and to provide a safer infrastructure for bicyclists and
pedestrians.

Kevin Muhs - City Engineer
Ald. Bauman said that following up with Capital Improvements asked Mr. Muhs if there
is a list of funded and unfunded projects for budget amendments because some of the
council members would like to put more money on these on the assumption that the
funds will be used.
Mr. Muhs said that they are working on an actual estimate and what would be the
dictating factor of the capacity to utilize the funds at any given calendar year. He
added that traffic calming needs are strong citywide. He said that they are going to get
an estimate of additional funds that could be utilized based on staffing, consulting and
contractor capacity.
Ald. Bauman said that the deadline is tomorrow. He also said that 5 year backlog for
sidewalks makes the city looks bad.
Traffic Calming Update:
-Near the end of the construction season.

Rapid Implementation Projects:
-Almost all concrete and striping pavement marking works are done.
-Still working on installing signage on Burleigh, on the Sherman Park area and around
UWM campus. He added that those orange barrels will stay out until the signage is up.
ARPA Funded Projects:
-Nearing the end of the city funds that went for reckless driving initiative for physical
infrastructure.
-Concrete is done except for the W Galena project that will be done next week.
-Pavement marking done and working on signage or plastic delineators (depending on
the project).
-There is one ARPA project (last one) that will let for construction on 2024 (reduction
lanes and protected bike lanes) on Highland Av between 35th St and 20th St.
Safe Routes to School:
-That work is largely complete and just as the other projects, still working on signage.
TID Work:
-There is only one work outstanding on construction on the Brewers Hill area.
-The neighborhood traffic calming is complete.
-Working right now on Walnut St between 10th and Phillips and; on 6th St between
Walnut and Brown (it will be done by December 1st).
-Some other works that are on design for construction next year: Van Buren, Michigan
St, downtown west of the river (2024-2025 construction), by the stadium (west side of
the city) and N 60th between Mill and Bradley.
-There are other TIDS that design has not started yet but there is funding for those.

Limited parking for persons attending meetings during normal business hours is available at
reduced rates (5 hour limit) at the Milwaukee Center on the southwest corner of Kilbourn
Avenue and Water Street. You must present a copy of the meeting notice to the parking cashier.
