Captain Banks spoke about his concerns of the youth involvement with auto thefts;
he categorized the activity in three groups: people involved in carjacking, cars taken
typically by force, leading to other violent crimes involving guns. MPD is working
closely with the Health Department in an effort to prevent Youth from getting involved
with stolen cars. The other group are people stealing cars for sole purpose of
joyriding and last, the people who just do joyriding. These three groups are equally
dangerous since it can lead down a bad path not to mentioned resulting in death for
the drivers and or any innocent individuals
Captain Banks urges all members of the youth Council to reach out to their peers to
speak up. To not be afraid to stop their peers and consequently not participate in
such activities.
Youth Council members offered insight to Captain Banks as to what some of the
reasons youth are getting involved in this type of activities are for example the lack of

community.
Captain Banks said that as part of the Restorative Justice Initiative will have
exposure to individuals and families that have suffer as a result of #freerides,
joyriding and the sort.
5. Appearance of Commissioner of Milwaukee Health Department
Milwaukee Health Department Commissioner Bevan Baker
Mr. Bevan stated by saying that public health consists of the food we eat, water we
drink, the air we breathe, the cars we ride. The role of public health is great in this city
since it has been legislated for some time now. There are city, state and federal
guidelines that mandate certain things to keep everyone safe. This is the oldest
health department in the nation, established since 1867.
Mr. Banks said that the greatest challenge of Health Department has been the
reduction of teen pregnancy. Biggest focus is Infant mortality in the community and
sexual transmitted diseases affecting primarily people in the 15-24 years old
category.
President Obama visited City of Milwaukee since Milwaukee won the challenge
among 20 cities to see which city enroll the most people per capita through the
affordable care act.
Mr. Baker said that the intractable issue in the community is violence. Mayor Barrett
placed the office of violence prevention within the Health Department so in
cooperation with the Police Department, the health department has to see the issue
as a public health concern. Youth Council is a great agent to have a great influence
among their peers to detour the reckless behavior we’ve seen among youth.
Mr. Baker asked the youth council to help the Health Department with community
organized social justice and getting their peers to vote. To encourage youth to
continue being engaged so your voices can be heard and needs can be addressed.

Erica Lofton new representative of the 2nd District.
Ken'Triana McDade new representative of the 9th District.

Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are
required to register with the City Clerk's Office License Division. Registered lobbyists appearing
