200 E. Wells Street City of Milwaukee Milwaukee, Wisconsin 53202 Meeting Minutes YOUTH COUNCIL Wednesday, June 28, 2017 4:30 PM Room 303, City Hall 1. Call to Order at 4:40 PM 2. Roll Call Present 7 - Haywood II, Hoeschen, Lofton, Gloria Gonzales, Brown, Gambrell-Toliver and Alcantara Absent 3 - Estremera-Maldonado, McDade and Truss Excused 2 - Devine Handy and Dunn 3. CDBG Reprogramming Update Mr. Mahan appeared before the Youth Council to say that the reprogramming will take place in September 2017. 4. Presentation by The Office of Violence Prevention Mr. Reggie Moore came before Youth Council with the Office of Violence Prevention Plan overview; he presented the goals of the biger action plan document: Stop the shoothing, stop the violence Promote healing and restorative justice Support children, youth and families Promote economic opportunity Foster safe and strong neighborhoods Strengthen capacity and coordination of violence prevention efforts 5. Recruitment Update Ms. Ward encouraged members to make connections in their neighborhoods, schools and places of after school activities to recruit for the youth council. 6. Revisions to MYC ordinance File number 170372 - A substitute ordinance relating to the term, composition, and attendance requirements of the city youth council. This ordinance: 1. Increases composition of the youth council from 15 to 17 members; the additional 2 members shall be at-large members nominated by the city clerk. 2. Establishes that the presence of 8 members shall constitute a quorum. 3. Establishes that nominations shall be submitted annually no later than July 1 to City of Milwaukee Page 1 YOUTH COUNCIL Meeting Minutes June 28, 2017 the common council for confirmation (compared to October 1 currently). 4. Deletes the provision prohibiting a person from being nominated to the youth council if the person is scheduled to graduate before the end of the term for which he or she is being nominated. 5. Establishes that members shall serve a term from September 1 to August 31 of the following year, rather than from November 1 to October 31, as currently provided. 6. Establishes that any member not meeting attendance requirements established by the city clerk shall have his or her seat declared vacant. This file will be voted on at the next Common Council of July 11th. 7. Meeting adjourned at 6:11 PM In the event that Common Council members who are not members of this committee attend this meeting, this meeting may also simultaneously constitute a meeting of the Common Council or any of the following committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation, Licenses, Public Safety, Public Works, Zoning, Neighborhoods & Development, and/or Steering and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of the Common Council member results in a quorum of the Common Council or any of the above committees, and, if there is a quorum of another committee, whether any agenda items listed above involve matters within that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than information gathering will be taken at the simultaneous meeting. Upon reasonable notice, efforts will be made to accommodate the needs of persons with disabilities through sign language interpreters or auxiliary aids.
