Call to Order at 4:41 PM 2. Roll Call. Present 13 - VACANCY, VACANCY, VACANCY, Gonzales, Jordan, Young, Jones, Reed, Lee, Webb, Roberts, Ahmed and Graham Excused 3 - Moreno-Romero, Kilander and Hartman 3. Recruitment Update. Currently vacancies currently exist in district 3, 4, 14 and one member at large. 4. Review of Milwaukee Youth Council Ordinance. Mr. Owczarski introduced Chapter 320-45 of the Milwaukee Code of Ordinance (COM) that creates the Milwaukee Youth Council. One of the powers Milwaukee Youth Council has is to recommend legislative change. He said that MYC can ask the Milwaukee Common Council to adopt legislation. Ordinances are the most important ones it passes; different from Resolutions, are for one time action. Ordinances are of a more permanent status. Ordinances are divided in four groups: Charter, general ordinances, zoning and building codes, and general administrative code. Youth council is comprised of 17 members, 15 representing each aldermanic district and 2 at-large members. Members shall serve a term from September 1 to August 31 of the following year. The youth council shall elect a president and vice president for one-year terms and may select such other officers as it provides by rule. The presence of 8 members shall constitute a quorum. Attendance requirements shall be established by the city clerk. Any member not meeting attendance requirements shall have his or her seat declared vacant. f. In the absence of a youth council rule to the contrary, the provisions of Robert's rules of order, latest edition, shall govern the proceedings of the council. Mr. Owczarski will be training on Robert's rules of order at the next meeting. DUTIES AND POWERS. a. The youth council shall: a-1. Participate in the operation of programs as specifically authorized or directed by the common council, including such programs as may be financed in whole or in part by city financial contributions used to carry out a particular youth council program or accomplish a particular youth council City of Milwaukee Page 1 YOUTH COUNCIL Meeting Minutes September 25, 2019 goal. a-2. Assess and evaluate community needs and resources relative to the protection and promotion of city youth and communicate those assessments and evaluations to the common council and mayor. The office of the city clerk shall provide staff assistance to the youth council and the selection committee and maintain the records of both bodies. b. All city departments and agencies shall cooperate with the youth council and assist the youth council to achieve its objectives. 8. REPORTS. The youth council shall annually provide a written report of its activities to the common council and the mayor and shall report more frequently as the youth council, the common council or the mayor may find proper. 9. FUNDING. Ten percent of annual city community development block grant reprogramming dollars shall be allocated to support the recommendations for youth service activities and objectives. The city shall create, administer, and audit all revenue and expenditure accounts related to the youth council according to city budget and accounting standards and procedures. Member Ahmed asked if Youth council can request a higher percentage of 10%. Yes, Youth Council can ask for higher percentage, said Mr. Owczarski. 5. Introduction to City of Milwaukee Government. Mr. Owczarski presented the New Business Report. He encouraged members to review this list every 3 weeks and feel free to pursue any of the items introduced. 6. Update on Milwaukee Youth Council Priorities. Youth Homelessness City Clerk asked if any members have had a personal experience with homelessness. This item will be rescheduled in future meetings in an effort to discuss the causes for homelessness and what could be proposed to resolve this issue in our community. 7. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of the Common Council member results in a quorum of the Common Council or any of the above committees, and, if there is a quorum of another committee, whether any agenda items listed above involve matters within that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than information gathering will be taken at the simultaneous meeting. Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are required to register with the City Clerk's Office License Division.
