Call to Order at 4:30PM 2. Roll Call. Present 12 - Gonzales, Jordan, Young, Jones, Reed, Lee, Webb, Moreno-Romero, Roberts, Ahmed, Graham and Hartman Absent 1 - Kilander 3. Attendance Policy. Mr. Owczarski explained the attendance policy to youth council members. Section 6. Absences. Any member who fails to appear and answer to his or her name when the roll is called at any regular meeting or special meeting, including committee meetings, shall be recorded as absent or excused. If a member cannot attend due to sickness or for a duly-authorized reason, the member shall notify the office of the City Clerk who shall notify the president or the committee chair before the meeting is called. No member present at any meeting of the Youth Council shall withdraw from the meeting without permission from the chair. >>Any member who misses three regular or any six meetings shall have his or her seat on the Youth Council deemed vacant.<< 4. Reckless Driving PSA. City-County Carjacking and Reckless Driving Task Force are asking the Youth Council for their input in reviewing the current list of recommendations. Mr. Owczarski asked the Youth Council will make this an agenda item for the next meeting with the intent of including their own recommendations and input. Member Jordan asked to review the Complete Street Presentation from DPW. Ms. Polanco will be sending this presentation for members to review before next meeting on December 11, 2019. 5. Youth Council participation and endorsement to the Growing Entrepreneurs in Milwaukee Program. There was unanimous consent to support young people learning the process of opening a new business, and endorse Common council file number 191311 City of Milwaukee Page 1 YOUTH COUNCIL Meeting Minutes November 27, 2019 Communication relating to the Growing Entrepreneurs in Milwaukee Program. 6. Update on Milwaukee Youth Council Priorities: Youth Homelessness Litter Drunk Driving The list of priorities were ranked as followed: Youth Mental Illness Gun Violence Drunk Driving Youth Incarceration Mr. Owczarski said that in conversation with Judge Derek Mosley there may be ways that the Youth Council can collaborate with the Justice system to impact youth incarceration. The Milwaukee Youth Council's Restorative Justice Initiative Advisory Board, was mentioned as part of this collaborative tool. 7. Announcements. March 9-13, 2020 - "Girls Week in the City of Milwaukee". 8. Meeting adjourned at 5:23PM Joanna Polanco Staff Assistant In the event that Common Council members who are not members of this committee attend this meeting, this meeting may also simultaneously constitute a meeting of the Common Council or any of the following committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation, Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of the Common Council member results in a quorum of the Common Council or any of the above committees, and, if there is a quorum of another committee, whether any agenda items listed above involve matters within that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than information gathering will be taken at the simultaneous meeting. Upon reasonable notice, efforts will be made to accommodate the needs of persons with disabilities through sign language interpreters or auxiliary aids.
