Sponsors: THE CHAIR Mr. Richardson said that the proposed zoning code change will update the City’s flood management ordinances and substitute previous panel maps with panels requested by the Federal Emergency Management Agency (FEMA) in its recent letter to the Department of City Development. There are a number of panels in the zoning code regarding floodplains. There should be no issues and the proposed zoning code change should be recommended for approval. One recent zoning code change regarding floodplains was a panel change similar to this proposed change. Another recent zoning code change regarding floodplains was more extensive. Atty. Mukamal said that the proposed ordinance does not make sense in referencing maps dated five months into the future with a date of November 5, 2014. The word “dated” may be substituted with the word “effective” if the intent is to make the maps effective on November 5, 2014. Otherwise, further clarification to use the appropriate language is needed before the matter is reviewed by the Zoning, Neighborhoods and Development Committee. Mr. Richardson said that the word “dated” should remain since that word may be how FEMA identifies or references maps. Perhaps the ordinance and the committee’s recommendation could be written in a manner to reference a date of November 5, 2014 for the new maps to take effect. He will check with federal and state officials to get further clarification. Mr. Medhin said that the proposed ordinance should remain unchanged but have a new uncodified provision part added to it to clarify that the ordinance take effect on November 5, 2014. Atty. Mukamal moved that the proposed ordinance meets the standards of legality and enforceability, administrative efficiency, and consistency with the format of the City of Milwaukee Page 1 ZONING CODE TECHNICAL Meeting Minutes June 17, 2014 COMMITTEE zoning code. Atty. Mukamal further moved that the committee’s recommendation of the original version of the proposed ordinance be referenced in the committee’s letter . Mr. Roberts seconded.
