Members gave congratulatory remarks to fellow member Roberts, who is retiring.
Member Richardson gave initial remarks. The code currently does have bicycle
parking requirements, which were created back in 2002. Bicycling has become a
much more popular activity and is being encouraged by comprehensive plans. There
is a need to be more specific in bicycle parking requirements.
Mr. Patin said that he has been working on crafting bicycle parking requirements for
the last few years. Interim guidelines created last year have been tested in areas of
discretionary review and through some major projects. Since then, the requirements
have been tweaked. Citywide policies, comprehensive plans, and the Milwaukee by
Bike plan encourage bicycle ridership. Many area plans cross-reference the
Milwaukee by Bike plan. Bicycling has increased, helps maintain a healthy and
sustainable city, and decreases motor vehicle congestion. Businesses are promoting
bicycling to bring in customers. Relying on bicycling as a rationale mode of
transportation requires bicycle parking.
Mr. Patin said that the proposed ordinance will make bicycle parking regulations easy
to find and understand with respect to parking space locations and the number of
spaces required. The ordinance also addresses mixed-use and mixed-occupancy
buildings. Also defined are short term bicycle parking for visitors and customers and
long term bicycle parking for residents or employees. A number of national
standards that speak to bicycle parking requirements from comparable cities were
studied. The new bicycle parking requirements will be in table form to have the same
level of clarity as motor vehicle parking requirements in the zoning code. The
proposed ordinance addresses the location of bicycle racks, which were not

addressed previously, and will help plan examiners and those who install the racks
with a better understanding of appropriate locations to install the racks. There had
been confusion due to lack of clarity on the location and number of bicycle spaces in
permit cases.
Member Mukamal said that the proposed ordinance is legal and enforceable subject
to a proper record being made.
Member Roberts questioned if bicycle parking regulations would be applicable in
situations that do not require permits or inspections, such as with parking lot
alterations and changes in occupancy. He also stated that the intent of the proposed
ordinance should be made clear to users and plan examiners for uniform and
consistent enforcement. The proposed ordinance should not slow or delay the plan
review and occupancy permit processes.
Mr. Patin replied. Bicycle parking regulations would be applicable only for parking lot
alterations that require permitting and only when motor vehicle parking regulations
would apply when occupancy uses change. The ordinance can be made clearer in
this respect. He can confirm with plan examiners.
Member Richardson said that the proposed ordinance will make the zoning code
clearer for a plan examiner to understand.
Member Richardson moved that the proposed ordinance meets the standards of
legality and enforceability, consistency with the format of the zoning code, and
administrative efficiency, subject to a proper record being made. There were no
objections.

In the event that Common Council members who are not members of this committee attend this
meeting, this meeting may also simultaneously constitute a meeting of the Common Council or any of
the following committees: Community and Economic Development, Finance and Personnel, Judiciary
and Legislation, Licenses, Public Safety, Public Works, Zoning, Neighborhoods & Development,
and/or Steering and Rules. Whether a simultaneous meeting is occurring depends on whether the
presence of one or more of the Common Council member results in a quorum of the Common Council
or any of the above committees, and, if there is a quorum of another committee, whether any agenda

Limited parking for persons attending meetings in City Hall is available at reduced rates (5 hour limit)
at the Milwaukee Center on the southwest corner of East Kilbourn and North Water Street. Parking
tickets must be validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are
required to register with the City Clerk's Office License Division. Registered lobbyists appearing
before a Common Council committee are required to identify themselves as such. More information is
