Approval to Excuse Absences II. CONFLICT OF INTEREST DECLARATION Committee members and staff may now declare conflicts of interest related to any item on the agenda. III. PUBLIC COMMENT PERIOD Members of the public may address the Committee on any item of interest to the public that is within the subject matter jurisdiction of the Committee. No action shall be taken by the Committee on any item not appearing on the agenda unless the matter is too late for the agenda as set forth in Government Code Section 54954.2. Otherwise, members of the Committee may only: i. Briefly respond to statements made or questions raised. ii. Ask questions for clarification. iii. Provide a reference to staff or other resources for factual information. iv. Request staff to report back to the Committee at a subsequent meeting. v. Take action to direct staff to place a matter of business on a future agenda. IV. CONSENT ITEM Information concerning the consent items listed below has been forwarded to each Committee Member prior to this meeting for study. Unless withdrawn from consent, items are approved at one time. a. Consider approving the minutes of the June 5th, 2026, special meeting. b. MATTERS TOO LATE FOR THE AGENDA These may be presented by Committee members and staff upon determination by a majority vote that an emergency exists, as defined by State law, or by a 2/3 vote that (1) there is a need to take immediate action, and (2) that the need for action came to the City’s attention after the agenda was posted.
