CITY OF MONROE BOARD OF PUBLIC WORKS MINUTES DATE: MONDAY, JANUARY 12, 2026 TIME: 4:45 PM PLACE: CITY HALL COUNCIL CHAMBERS - 1110 18TH AVENUE A. CALL TO ORDER AND ROLL CALL The meeting was called to order on Monday, January 12, 2026, at 4:45 PM. Present in person were Lynne Kleven, Tom Miller, Richard Thoman, and Matt Sheaffer. B. CORRECTION OF MINUTES - DECEMBER 8, 2025 The December 8, 2025 minutes were accepted as presented. C. PARKS SUPERVISOR 1. Approval and Recommendation of Recreation Park Tennis Court Repairs & Resurfacing Parks Supervisor Josh Trame noted that the tennis courts require normal maintenance. The courts are six years old and due for resurfacing. Repairs will include joint repairs. He recommended Midwest Sealcoat of Dodgeville to perform the tennis court repairs and resurfacing. A motion was made by Kleven, seconded by Sheaffer, to approve and recommend to Common Council the resurfacing and repairs to be completed by Midwest Sealcoat of Dodgeville. The motion passed 4-0, by the following vote: AYES:Tom Miller, Lynne Kleven, Matt Sheaffer, Richard Thoman NOES:None ABSENT:None ABSTAINED: None 2. Approval of Wade Pool Repairs & Entry Recoating Parks Supervisor Josh Trame reported cracking in the bowl due to maintenance issues over the years. He stated the bowl needs to be replaced rather than patched. The project would include removing and repairing the coping and repairing the decking at the zero-entry area of the wading pool. He recommended Badger Swim Pools for the work. A motion was made by Kleven, seconded by Sheaffer, to approve the pool repairs and recoating to be completed by Badger Swim Pools. The motion passed 4-0, by the following vote: AYES:Tom Miller, Lynne Kleven, Matt Sheaffer, Richard Thoman NOES:None ABSENT:None ABSTAINED: None 3. Approval and Recommendation of Twining West Ballfield Lighting Replacement Parks Supervisor Josh Trame recommended replacing the pool lighting at Twining West. The current lights date back to the 1980s. Lighting at Twining East was replaced last year, and he would like to complete Twining West this year. He recommended Genz Electric for the project, to be funded through the 2026 bonds A motion was made by Thoman, seconded by Sheaffer, to approve and recommend to Common Council the replacement of the lights at Twining West and to be completed by Gentz Electric. The motion 4-0, by the following vote: AYES:Tom Miller, Lynne Kleven, Matt Sheaffer, Richard Thoman NOES:None ABSENT:None ABSTAINED: None 4. Approval of 72" Zero Turn Mower Purchase Parks Supervisor Josh Trame provided background on mowing operations. He noted the need to replace a 60-inch mower and recommended purchasing a 72-inch John Deere zero-turn mower. The current units use the same parts and service. The purchase would be under budget. A motion was made by Thoman, seconded by Sheaffer, to approve the purchase of a 72" Zero Turn John Deere mower. The motion passed 4-0, by the following vote: AYES:Tom Miller, Lynne Kleven, Matt Sheaffer, Richard Thoman NOES:None ABSENT:None ABSTAINED: None D. BUISNESS PRESENTED BY MEMBERS E. ADJOURNMENT A motion was made by Kleven, seconded by Thoman, to adjourn at 5:06 PM.
