CITY OF MONROE BOARD OF PUBLIC WORKS MINUTES DATE: MONDAY, MARCH 23, 2026 TIME: 5:05 PM PLACE: COUNCIL CHAMBERS - 1110 18TH AVENUE A. CALL TO ORDER AND ROLL CALL The meeting was called to order on Monday, March 23, 2026, at 5:05 PM. Present in person were Lynne Kleven, Tom Miller, Richard Thoman and Matt Sheaffer. B. CORRECTION OF MINUTES - FEBRUARY 23, 2026 The February 23, 2026 minutes were accepted as presented. C. VIEWING OF BILLS 1. Whitney Tree Service A motion was made by Thoman, seconded by Kleven, to approve the Whitney Tree Service invoice. The motion passed 4-0, by the following vote: AYES:Tom Miller, Lynne Kleven, Matt Sheaffer, Richard Thoman NOES:None ABSENT:None ABSTAINED: None D. PARKS SUPERVISOR 1. Approval and Possible Recommendation of the Purchase of a 2026 Pickup Truck Parks Supervisor Josh Trame presented quotes for the replacement of the 2009 Chevy truck. Four bids were received. Staff recommended purchasing a GMC truck from Ewald at a cost of $43,552, to be funded through 2026 capital bonds, and to sell the 2009 vehicle at Wisconsin Surplus Auction. A motion was made by Thoman, seconded by Sheaffer, to approve and recommend to Common Council the purchase of the GMC truck from EWald Group, and to sell the 2009 truck at auction through Wisconsin Suplus. The motion passed 4-0, by the following vote: AYES: Tom Miller, Lynne Kleven, Matt Sheaffer, Richard Thoman NOES: None ABSENT: None ABSTAINED: None E. STREETS SUPERVISOR 1. Approval to Participate in the 2026-2027 WisDOT Salt Agreement Contract Streets Supervisor Lucas Neuenschwander discussed the annual salt contract renewal with the Wisconsin Department of Transportation and noted that the price per ton is expected to increase. A motion was made by Miller, seconded by Sheaffer, to approve the renewal of the salt contract. The motion passed 4-0, by the following vote: AYES:Tom Miller, Lynne Kleven, Matt Sheaffer, Richard Thoman NOES:None ABSENT:None ABSTAINED: None 2. Approval of Traffic Paint Quote for 2026 Season Streets Supervisor Lucas Neuenschwander discussed the annual paint quote contract renewal. He received four vendor quotes and recommended continuing with Sherwin-Williams. A motion was made by Kleven, seconded by Sheaffer, to approve the contract with Sherwin-Williams. The motion passed 4-0, by the following vote: AYES:Tom Miller, Lynne Kleven, Matt Sheaffer, Richard Thoman NOES:None ABSENT:None ABSTAINED: None F. BUISNESS PRESENTED BY MEMBERS G. ADJOURNMENT A motion was made by Kleven, seconded by Sheaffer, to adjourn at 5:13 PM.
