CITY OF MONROE BOARD OF REVIEW MINUTES DATE: THURSDAY, MAY 28, 2026 TIME: 10:00 AM PLACE: CITY HALL COUNCIL CHAMBERS - 1110 18TH AVE A. CALL TO ORDER AND ROLL CALL The Board of Review meeting was called to order on Thursday, May 28, 2026, at 10:00 AM. Present in person were Nikolai Wahl, Tom Miller, Richard Thoman, and Darlene Voelkli. Absent was Chris Vestin. B. ELECTION OF CHAIRPERSON & VICE CHAIRPERSON 1. Selection of Chairperson and Vice-Chairperson Alder Thoman nominated Mayor Miller to be chairperson. There were no other nominations. Nominations were closed. Motion by Alder Thoman, seconded by Alder Voeliki, to appoint Mayor Miller as the 2026 Board of Review chairperson. Voice vote, all ayes. Motion passed. Mayor Miller was named chairperson. Alder Voeliki nominated Alder Thoman to be vice- chairperson. There were no other nominations. Nominations were closed. Motion by Alder Voeliki, seconded by Mayor Miller, to appoint Alder Thoman as the 2026 Board of Review vice- chairperson. Voice vote, all ayes. Motion passed. Alder Thoman was named vice-chairperson. C. VERIFICATION OF BOARD OF REVIEW REQUIREMENTS 1. Verify Member Has Completed Mandatory Training Requirements Tom Miller, Darlene Voeliki, and Nikolai Wahl, attended the 2026 Department of Revenue Board of Review training. Clerk Wahl as mention that the meeting was published in the paper, as well as notices posted at City Hall, Monroe PD, and City's website. 2. Confirm Existence of Ordinance Regarding Confidentiality of Income & Expense Information (per Wis. Stat. §70.47(7)(af)) This ordinance is part of the City of Monroe's ordinance at Chapter 2.2 Section 5. 3. Review Board of Review Laws and Procedures Clerk Wahl went over the laws and procedures with the Board. 4. Filing and Summary of Annual Assessment Report by Assessor’s Office This report was provided to the City Clerk by Accurate Appraisal representative Brandon Rusch. He provided a summary of maintenance assessment changes and noted that next year will be a revaluation year. The report indicated a 93% assessment ratio, 296 parcels reviewed, and 341 total sales. There were 5 in- person Open Book appointments and 99 total customer interactions, including 43 residential and 56 commercial interactions. 5. Receipt of Assessment Roll by Clerk from Assessor This was given to the City Clerk from Brandon Rusch from Accurate Appraisal. 6. Acceptance of Assessment Roll and Sworn Statement by Clerk This was given to the City Clerk from Brandon Rusch from Accurate Appraisal. D. REVIEW OF THE ASSESSMENT ROLL AND STATUTORY DUTIES 1. Examine the Assessment Roll The assessment roll was present and available for the public to review. 2. Correct Description or Calculation Errors There were no corrections. 3. Add Omitted Property There was three omitted parcels that was added to the roll book regarding property owned by Bader-Spidahl LLC. 4. Eliminate Double Assessments There was no double assessed properties. 5. Certify All Corrections of Error (per Wis. Stat. §70.43) These were stated above and accepted. 6. Verify Open Book Changes are Included in Assessment Roll Open book changes are included in the assessment roll that was presented. 7. Allow Taxpayer Examination of Assessment Data The assessment roll was present and available for the public to review. E. CONSIDERATION OF OBJECTIONS 1. Waivers of 48-Hour Notice of Intent to File Objection (for Good Cause) There are no waivers to be considered. 2. Requests to Waive BOR Hearing in Favor of Circuit Court Appeal There are no requests to be considered. 3. Requests to Testify by Telephone or Submit Sworn Written Statements There are no waivers to be considered. 4. Subpoena Requests There are no requests to be considered. 5. Other Legally Allowed Board of Review Matters There are no notices to be considered. 6. Review Notices of Intent to File Objection There was only objection filed with the city clerk. This was for Duane Montgomery at 1808 16th Ave. 7. Proceed to Hear Objections or Schedule Hearings After Verifying Proper Notice/Waivers There was one objection scheduled to be heard from Duane Montgomery regarding the property located at 1808 16th Avenue. At the time the case was called, Mr. Montgomery was not present for his objection to be heard. The Board was advised by the assessor to recess until Mr. Montgomery arrived, prior to the mandatory two-hour minimum meeting requirement. If he did not appear prior to 12:00 PM to present his case, the objection would be dismissed and not discussed by the Board. Motion by Alder Thoman, seconded by Alder Voelkli, to recess until Duane Montgomery of 1808 16th Avenue appeared before the Board or until 11:59 AM. On a voice vote, all ayes. Chairperson Miller called the meeting back to order at 12:00 PM. During the recess, Duane Montgomery of 1808 16th Avenue did not appear before the Board. His objection was dismissed. F. ADOURNMENT Motion made by Alder Thoman, seconded by Alder Voeliki, to adjourn the 2026 Board of Review at 12:01 PM. On a voice vote, all ayes. Motion passed. This Board may take any ac tion it considers appropriate related to any item on this agenda.
