CALL TO ORDER AND ROLL CALL The Finance & Taxation Committee meeting was called to order on Monday, February 9, 2026, at 5:53 PM. Present in person were Heidi Treuthardt, Richard Thoman, Matt Sheaffer, and Dylan McGuire. B. CORRECTION OF MINUTES - JANUARY 26, 2026 The minutes from January 26, 2026, were accepted as presented. C. BUSINESS: CLOSED 1. BUSINESS CLOSED: 19.85(E) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session: CONSIDERATION OF TWO LETTER OF INTENTS TO PURCHASE CITY PROPERTY IN THE NORTH INDUSTRIAL PARK 2. BUSINESS CLOSED: 19.85(E) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session: CONSIDERATION OF REQUEST FOR TID 7 FUNDING TO SUPPORT  RESIDENTIAL AND SHORT TERM RENTAL DEVELOPMENT 3. BUSINESS CLOSED: 19.85(E) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session: DISCUSSION REGARDING FAILURE TO MEET PURCHASER OBLIGATIONS IN THE 2014 RASKOVIC DEVELOPMENT AGREEMENT FOR LAND PURCHASE AND DEVELOPMENT IN THE NORTH INDUSTRIAL PARK A motion was made by Sheaffer, seconded by McGuire, to enter closed session at 5:55 PM. The motion passed 4-0, by the following vote: AYES:Heidi Treuthardt, Richard Thoman, Matt Sheaffer, Dylan McGuire NOES:None ABSENT:None ABSTAINED: None A motion was made by Sheaffer, seconded by McGuire, to return from closed session at 7:30 PM. The motion passed 4-0, by the following vote: AYES: Heidi Treuthardt, Richard Thoman, Matt Sheaffer, Dylan McGuire NOES: None ABSENT: None ABSTAINED: None D. BUSINESS: OPEN 1. Discussion and Possible Recommendation to Common Council to Authorize Staff to Proceed with Infrastructure Design for the North Industrial Park and Creation of TID #13 A motion was made by Sheaffer, seconded by McGuire, to approve and recommend to Common Council . The motion passed 4-0, by the following vote: AYES:Heidi Treuthardt, Richard Thoman, Matt Sheaffer, Dylan McGuire NOES:None ABSENT:None ABSTAINED: None E. BUSINESS BY MEMBERS F. ADJOURNMENT A motion was made by Treuthardt, seconded by McGuire, to adjourn at 7:34 PM.
