CITY OF MONROE JUDICIARY AND ORDINANCE REVIEW COMMITTEE MINUTES DATE: MONDAY, JANUARY 12, 2026 TIME: 5:05 PM PLACE: CITY HALL COUNCIL CHAMBERS - 1110 18TH AVE A. CALL TO ORDER AND ROLL CALL The Judiciary and Ordinance Review meeting was called to order on Monday, January 12, 2026, at 5:08 PM. Present in person were Dylan McGuire, Tom Miller, Heidi Treuthardt, and Lynne Kleven. B. CORRECTION OF MINUTES - DECEMBER 8, 2025 The December 8, 2025, minutes were accepted as presented. C. BUSINESS 1. Discussion and Possible Recommendation to Common Council Regarding Change of Zoning Text Amendment - Deletion of DR-8 District and Reclassify Those Areas Currently DR-8 into TR-10 Zoning District Administrator Rindy presented proposed amendments intended to help eliminate barriers and reorganize the zoning code. The amendments were recommended by the Plan Commission and include combining the DR-8 district into the TR-10 district. Administrator Rindy provided an overview of the proposed zoning text changes, and the committee was given the opportunity to ask questions. A motion was made by Treuthardt, seconded by McGuire, to approve and recommend to Common Council the change to the zoning text amendment. The motion passed 4-0, by the following vote: AYES:Lynne Kleven, Tom Miller, Dylan McGuire, Heidi Treuthardt NOES:None ABSENT:None ABSTAINED: None D. BUSINESS PRESENTED BY MEMBERS E. ADJOURNMENT A motion was made by Kleven, seconded by Treuthardt, to adjourn at 5:18 PM.
