A. CALL TO ORDER AND ROLL CALL
The Judiciary and Ordinance Review meeting was called to order on Monday,
February 9, 2026, at 5:13 PM. Present in person were Dylan McGuire, Tom Miller,
Heidi Treuthardt, and Lynne Kleven.
B. CORRECTION OF MINUTES - JANUARY 12, 2026
The January 12, 2026 minutes were accepted as presented.
C. BUSINESS
1. Discussion and Possible Action Regarding Agenda Ordinance for Special
Committee Alderperson Report Outs
Administrator Rindy provided an overview of the ordinance and discussed
options to add committee or report updates to the agenda. Alder Kleven
explained her reasons for requesting the addition of a report-out item, and
there was discussion about including a line item for business or updates from
alders with mayoral or council approval.
2. Discussion and Possible Action Regarding Ordinance for Primary
Election Procedures
Administrator Rindy and Clerk Wahl led a discussion on the state statutes
related to holding primary elections. The committee discussed the pros and
cons of adopting an ordinance on the matter, and the item was tabled to the
next meeting.
D. BUSINESS PRESENTED BY MEMBERS
Alder Miller requested a review of the ordinance addressing how an alder
vacancy would be filled if an alder is appointed to the Mayor position.
E. ADJOURNMENT
A motion was made by Kleven, seconded by Treuthardt, to adjourn at 5:36 PM.
The motion passed 4-0, by the following vote:
AYES: Lynne Kleven, Tom Miller, Dylan McGuire, Heidi Treuthardt
