A. CALL TO ORDER AND ROLL CALL
The Judiciary and Ordinance Review meeting was called to order on Monday,
February 23, 2026, at 5:45 PM. Present in person were Dylan McGuire, Tom Miller,
Heidi Treuthardt, and Lynne Kleven.
B. CORRECTION OF MINUTES - FEBRUARY 9, 2026
The February 9, 2026 minutes were accepted as presented.
C. BUSINESS
1. Discussion and Possible Action Regarding Ordinance on Alderperson Term Lengths
Administrator Rindy led discussion regarding adjusting alderperson term
lengths to three years, with three alders elected each year, to help reduce
potential turnover and maintain continuity on the Council.
Alder Miller expressed support for the concept and suggested conducting a straw
vote with the full Council. Alder Treuthardt raised concerns that a three-year term
may be a significant time commitment for some individuals. Alder McGuire noted
that having a consistent number of members elected each year provides stability
and referenced the school board’s three-and-three structure as an example.
Direction was given to draft an ordinance for further consideration.
2. Discussion and Possible Action Regarding Ordinance for Primary
Election Procedures
This item was brought back from the previous meeting. The committee agreed to
draft an ordinance that would trigger a primary election if there are four
candidates for Mayor and/or double plus one candidates for an alderperson seat.

A motion was made by Treuthardt, seconded by Kleven, to adjourn at 6:03 PM.
The motion passed 4-0, by the following vote:
