CITY OF MONROE JUDICIARY AND ORDINANCE REVIEW COMMITTEE MINUTES DATE: MONDAY, APRIL 27, 2026 TIME: 5:30 PM PLACE: CITY HALL COUNCIL CHAMBERS - 1110 18TH AVE A. CALL TO ORDER AND ROLL CALL The Judiciary and Ordinance Review meeting was called to order on Monday, April 27, at 5:34 PM. Present in person were Dylan McGuire, Heidi Treuthardt, Christopher Vestin, and Craig Franke. B. CORRECTION OF MINUTES - MARCH 23, 2026 The March 23, 2026 minutes were accepted as presented. C. BUSINESS 1. Discussion and Possible Recommendation to Common Council Regarding Zoning Text Amendment to Revise the One and Two Family Residential (TR-10) Zoning District Classification Regarding Minimum Lot Area Requirements Administrator Rindy provided a summary of the proposed text amendment changes to the code. A motion was made by Treuthardt, seconded by Vestin, to approve and recommend to Common Council. The motion passed 4-0, by the following vote: AYES:Dylan McGuire, Heidi Treuthardt, Craig Franke, Christopher Vestin NOES:None ABSENT:None ABSTAINED: None 2. Discussion and Possible Recommendation to Common Council Regarding Zoning Text Amendment to Revise the Neighborhood Mixed Use (NMU)) Zoning District Classification Regarding Minimum Lot Area Requirements. Administrator Rindy provided a summary of the proposed text amendment changes to the code. A motion was made by Franke, seconded by Treuthardt, to approve and recommend to Common Council. The motion passed 4-0, by the following vote: AYES: Dylan McGuire, Heidi Treuthardt, Craig Franke, Christopher Vestin NOES: None ABSENT: None ABSTAINED: None 3. Discussion and Possible Recommendation to Common Council Regarding Zoning Text Amendment to City of Monroe MR-15 Residential Zoning District to Relax Restrictions on Number of Units per Multi-Family Building by Right Administrator Rindy provided a summary of the proposed text amendment changes to the code. A motion was made by Vestin, seconded by Franke, to approve and recommend to Common Council. The motion passed 4-0, by the following vote: AYES:Dylan McGuire, Heidi Treuthardt, Craig Franke, Christopher Vestin NOES:None ABSENT:None ABSTAINED: None 4. Discussion and Possible Recommendation to Common Council Regarding City of Monroe Zoning Text Amendments Regarding Parking Requirements in NMU, MR- 15 and MR-30 Zoning Districts Administrator Rindy provided a summary of the proposed text amendment changes to the code. A motion was made by Franke, seconded by Vestin, to approve and recommend to Common Council. The motion passed 4-0, by the following vote: AYES:Dylan McGuire, Heidi Treuthardt, Craig Franke, Christopher Vestin NOES:None ABSENT:None ABSTAINED: None D. BUSINESS PRESENTED BY MEMBERS E.
