A. CALL TO ORDER AND ROLL CALL
The Judiciary and Ordinance Review meeting was called to order on Tuesday, May 26,
at 5:15 PM. Present in person were Dylan McGuire, Heidi Treuthardt, and Christopher
Vestin. Absent was Craig Franke.
B. CORRECTION OF MINUTES - MAY 11, 2026
The May 11, 2026 minutes were accepted as presented.
C. BUSINESS
1. Discussion and Possible Action Regarding the City of Monroe's Vaping Ordinance
Administrator Rindy provided a summary of the current code, noting that the
City has adopted the state smoking laws, but the ordinance does not currently
include e-cigarettes or vaping. He stated that the City does have the authority
to limit vaping within buildings. This was a preliminary discussion regarding a
possible draft ordinance amendment.
The committee felt that vaping and e-cigarettes should be classified the same as
tobacco products and that the City should adopt an overall umbrella ordinance
addressing them. Chief Kelley also spoke regarding the potential enforcement of
such an ordinance. Attorney Bartholf will bring back a draft ordinance.
2. Discussion and Possible Recommendation to Common Council Regarding Charter
Ordinance Repealing and Recreating Section 1-5-12 of the Monroe City Code:
Filling Vacancies on Common Council
Administrator Rindy reviewed the proposed additional requirements for filling
a vacancy, noting that candidates would need to obtain a minimum number of
signatures in order to appear on the ballot.
A motion was made by Vestin, seconded by Treuthardt, to approve and
recommend to Common Council. The motion passed 3-0, by the following
vote:
AYES: Dylan McGuire, Heidi Treuthardt, Christopher Vestin
NOES: None
ABSENT: Craig Franke
ABSTAINED: None
3. Discussion and Possible Recommendation to Common Council the City's
Animal Noise Ordinance
Administrator Rindy followed up from the prior meeting regarding proposed
changes to definitions within the ordinance. Attorney Bartholf drafted a new
version and incorporated language used in other communities. Administrator
Rindy noted that the committee’s previous suggestions were incorporated into
the updated ordinance language.
Chief Kelley also discussed enforcement of the ordinance, stating that while
enforcement would still not be easy, the proposed changes improve upon
the existing ordinance.
A motion was made by Treuthardt, seconded by Vestin, to approve and
recommend to Common Council. The motion passed 3-0, by the following
vote:
AYES: Dylan McGuire, Heidi Treuthardt, Christopher Vestin

ABSTAINED: None
