CITY OF MONROE POLICE AND FIRE COMMISSION MINUTES DATE: THURSDAY, FEBRUARY 12, 2026 TIME: 1:00 PM PLACE: CITY HALL COUNCIL CHAMBERS - 1110 18TH AVE A. CALL TO ORDER AND ROLL CALL The Police and Fire Commission meeting was called to order on Thursday, February 12, 2026, at 1:00 PM. Present at the roll call were Commissioners Dave Deininger, Robin McLeish, and Jerry Guth. Absent were Amanda Fields and Greg Fedders. Amanda Fields joined the meeting at 1:02 PM. B. CORRECTION OF MINUTES - DECEMBER 18, 2025 Motion by Jerry Guth to approve the minutes from December 18, 2025, seconded by Robin McLeish. On a roll call vote, the motion passed unanimously. C. BUISNESS: CLOSED 1. BUSINESS CLOSED UNDER WIS. STATS. §19.85(1)(c) Considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility: INTERVIEW DEPUTY FIRE CHIEF CANDIDATE 2. BUSINESS CLOSED UNDER WIS. STATS. §19.85(1)(c) Considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility: Regarding Affirmation of Promotions to Monroe Fire Department Deputy Fire Chief, Paid-On-Call Lieutenant(s), Paid-On-Call Assistant Chief(s) Motion by Jerry Guth to enter closed session at 1:03 PM, seconded by Amanda Fields. On a roll call vote, the motion passed unanimously. Motion by Jerry Guth to return from closed session at 2:04 PM, seconded by Amanda Fields. On a roll call vote, the motion passed unanimously. D. BUISNESS: OPEN 1. Possible Action from Closed Session the Affirmation and Approval of Promotions to Monroe Fire Department Deputy Fire Chief, Paid-On-Call Lieutenant(s), Paid-On- Call Assistant Chief(s) A motion was made by Amanda Fields, seconded by Robin McLeish, to approve Chief Rufer’s appointments with Chuck Montgomery and Eric Welty to Assistant Fire Chief. On a roll call vote, the motion passed unanimously. A motion was made by Jerry Guth, seconded by Amanda Fields, to approve Chief Rufer’s appointments with Brett Broge and Cheryl Gassman to Paid-On- Call Lieutenant. On a roll call vote, the motion passed unanimously. 2. Possible Action from Closed Session Regarding Hiring for the Position of Deputy Fire Chief A motion was made by Jerry Guth, seconded by Robin McLeish, to approve Chief Rufer’s appointment of Dan Perdue to Deputy Fire Chief. On a roll call vote, the motion passed unanimously. D. BUISNESS: CLOSED 1. BUSINESS CLOSED UNDER WIS. STATS. §19.85(1)(c) Considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility: DISCUSSION REGARDING PROSPECTIVE INTERNAL CANDIDATES FOR UPCOMING CHIEF OF POLICE RECRUITMENT Motion by Amanda Fields to enter closed session at 2:12 PM, seconded by Jerry Guth. On a roll call vote, the motion passed unanimously. Motion by Jerry Guth to return from closed session at 2:47 PM, seconded by Amanda Fields. On a roll call vote, the motion passed unanimously. E. BUISNESS: OPEN 1. Discussion and Possible Action Regarding Logistics and Timeline for Chief of Police Recruitment Process Administrator Rindy led a discussion with the Commission regarding the timeline and process for hiring a Chief of Police. There was debate about whether to post the position internally or externally, and the Commission ultimately decided to post the position internally first. F. ADJOURNMENT Motion by Amanda Fields to adjourn at 3:12 PM, seconded by Robin McLeish. On a voice vote, the motion passed unanimously. This Police and Fire Commission may take any action it considers appropriate related to any item on this agenda.
