CITY OF MONROE PUBLIC SAFETY COMMITTEE MINUTES DATE: MONDAY, APRIL 27, 2026 TIME: 5:05 PM PLACE: COUNCIL CHAMBERS - 1110 18TH AVENUE A. CALL TO ORDER AND ROLL CALL The Public Safety Committee meeting was called to order on Monday, April 27, 2026, at 5:05 PM. Present in person were Corinne Wartenweiler and Matt Sheaffer. Absent was Darlene Voelkli. B. CORRECTION OF MINUTES - APRIL 13, 2026 The April 13, 2026, minutes were accepted as presented. C. BUSINESS PRESENTED BY POLICE DEPARTMENT 1. Approval and Recommendation of Special Event Permit: Main Street Monroe's Summer Kickoff A motion was made by Wartenweiler, seconded by Sheaffer, to approve and recommend to Common Council. The motion passed 2-0, by the following vote: AYES:Corinne Wartenweiler, Matt Sheaffer NOES:None ABSENT: Darlene Voelkli ABSTAINED: None 2. Approval and Recommendation of Special Event Permit: Main Street Monroe's Summer Kickoff No action taken. 3. Approval and Recommendation of Special Event Permit: Union Presbyterian Church's Cinco de Mayo Event A motion was made by Wartenweiler, seconded by Sheaffer, to approve and recommend to Common Council. The motion passed 2-0, by the following vote: AYES: Corinne Wartenweiler, Matt Sheaffer NOES: None ABSENT: Darlene Voelkli ABSTAINED: None 4. Approval and Recommendation of Special Event Permit: Monroe High School's Pride Parade A motion was made by Wartenweiler, seconded by Sheaffer, to approve and recommend to Common Council. The motion passed 2-0, by the following vote: AYES:Corinne Wartenweiler, Matt Sheaffer NOES: None ABSENT: Darlene Voelkli ABSTAINED: None 5. Discussion and Possible Action Regarding the K-9 Account Captain Foltz is requested approval to purchase a new K-9 to replace retired K-9 Bane at a cost of $15,000, which includes handler training and preliminary one-on- one training. The purchase will be funded almost entirely through public donations and prior fundraising efforts, with the K-9 account currently holding $14,847.98. A motion was made by Wartenweiler, seconded by Sheaffer, to approve the purchase of new K-9 unit for the Monroe Police Department. The motion passed 2-0, by the following vote: AYES: Corinne Wartenweiler, Matt Sheaffer NOES: None ABSENT: Darlene Voelkli ABSTAINED: None D. BUSINESS BY MEMBERS E. ADJOURNMENT A motion was made by Wartenweiler, seconded by Sheaffer, to adjourn at 5:16 PM.
