called to order by President Jeffry Angelo at 6:00 p.m. on June 30, 2026, at City Hall 101 Old

Motion: Board Member Dan Walker made a motion to approve the MEDC Special Meeting
Minutes of May 19, 2026. MEDC Secretary Ryan Londeen seconded the motion. Motion

5. Presentation and discussion of the Business Improvement Grant Guidelines by Kimberly
Gonzalez, Assistant Director of Economic Development.
Kimberly Gonzales, Assistant Director of Economic Development, presented the Business
Improvement Grant Guidelines. The MEDC's Business Improvement Grant Program in
Montgomery provides financial support to local businesses for property enhancements,
including facade, signage, general property, and landscaping improvements. Eligible
businesses—both startups and established entities within Montgomery city limits—can apply
for up to two grants per fiscal year, for an amount up to $20,000. The program operates
primarily on a reimbursement basis, requiring applicants to secure necessary permits and
begin projects within 12 months of approval. A total of $25,000 is allocated for the 2026-2027
fiscal year. The application process involves submission, review by the Economic
Development Corporation, notification of approval or denial, and fund disbursement upon

verified project completion. The program aims to stimulate economic growth and enhance the
commercial environment in Montgomery.
6. Presentation and discussion of the 213 Prairie Street Property regarding potential use
options.
Kimberly Gonzales, Assistant Director of Economic Development, presented the potential use
options for 213 Prairie Street property. The Montgomery FORGE Small Business Center
proposal at 213 Prairie Street aims to create a dedicated space for small business growth and
entrepreneurship in downtown Montgomery. The project, led by the City of Montgomery
Economic Development Corporation, involves significant renovations including facade and
interior upgrades, garage door replacements, restroom remodels and additions, entryway
redesign, parking lot improvements, HVAC servicing, and landscaping, with an estimated
total cost of $350,000. Once completed, the center will offer competitive rental rates, priority
access to business improvement grants, and specialized training to help entrepreneurs
strengthen and sustain their businesses. The facility will feature three office spaces with
projected annual rental revenues ranging from $55,812 to $69,768, depending on lease rates.
The initiative is designed to foster community engagement, support local business growth,
retain entrepreneurs, and revitalize the downtown area, ultimately contributing to job creation,
economic diversification, and an expanded tax base. While there are considerations such as
ongoing operational costs and resource requirements, the proposal positions the Small
Business Center as a strategic investment in Montgomery’s future, supporting sustainable
economic growth and reinforcing the city’s identity as a hub for innovation and
entrepreneurship.
7. Presentation and discussion of the FY 2026-2027 MEDC Budget.
Maryann Carl, Finance Director, presented the FY 2026-2027 MEDC Proposed Budget and
discussed revenue and expenses.

Improvement Grant Guidelines with an effective date for October 1, 2026.
BACKGROUND
The Montgomery Economic Development Corporation's Business Improvement Grant Program
is designed to encourage investment in local businesses and commercial properties by providing
financial assistance for improvements that enhance the community's economic vitality and
appearance. By supporting business growth, downtown revitalization, and commercial
development, the program seeks to help create jobs, increase property values, attract visitors, and
strengthen Montgomery's tax base while preserving the character that makes the community
unique.
If approved, this program will go into effect on October 1, 2026.
FISCAL IMPACT
This program will have $25,000 allocated to it for the 2026-2027 Fiscal Year. The allocated
amount may be amended by the MEDC Board during the fiscal year if needed.

CITY OF MONTGOMERY ECONOMIC DEVELOPMENT CORPORATION BUSINESS
IMPROVEMENT GRANT PROGRAM GUIDELINES AND CRITERIA
Section 1. Purpose
The purpose of this program is to promote the development and expansion of new and existing
business enterprises within the City of Montgomery, Texas (the “City”), and enhance the
economic welfare of the citizens of the City by securing and retaining business enterprises and
maintaining a higher level of employment, economic activity, and stability.
Section 2. Type and amount of grants
A. Facade Improvement: Exterior front facade enhancements. The grant amount will be
50% of the cost of such improvement, up to a maximum of $10,000.
Improvements may be considered if located on a corner or paralleling an internal public
space such as a park, parking lot, pedestrian way, or visible from the public right-of-way.
Improvements to building facade includes, but not limited to:
• Exterior painting that incorporates a major visual change including, but not
limited to, approved murals (maintenance painting does not apply.);
• Significant masonry cleaning and/or restoration;
• Addition of awnings (business logo & letters on awnings are acceptable);
• Enhanced exterior building lighting that creates a noticeably enhanced
appearance (replacement of current lighting that is simply repair does not
enhance the appearance of the building, such as replacement of inoperable
fixtures and is not included.);
• Store front entry systems and individual windows and door replacement or
modification (if part of an overall design restoration; general building
maintenance repairs are not included);
• New or restored facade elements, such as cornices, soffits, canopies, and other
detail elements;
• Replacement of entryway stairs and/or accessible ramps for entry into the
business.

B. Sign Improvement: New signs and/or major renovations or removal of existing signs.
Typically LED Signs are not approved but may be reviewed on a case-by-case basis if
integrated into an overall sign. Matching grants are available for 50% of the total project
cost. Existing businesses may receive up to $2,500, while new businesses may receive up
to $1,000 for eligible sign installation, renovation, or removal projects.
C. Property Improvement: Items such as, but not limited to, parking lot resurfacing,
striping, driveway improvement, lighting, decorative fencing, pedestrian
oriented/streetscape amenities, including street furniture, new curb and sidewalk, and
related amenities, demolition and/or removal of a dilapidated structure. Grant funds may
be used for building repairs, renovations, and retrofitting projects that improve safety,
accessibility, efficiency, and functionality. Eligible expenses may include structural
repairs, HVAC, plumbing and electrical upgrades, ADA improvements, energy-efficiency
enhancements, and other facility modernization projects that support the goals of the
grant program. The grant amount will be 50% of the cost of such improvement, up to a
maximum of $10,000.
D. Landscaping Improvement: Material such as, but not limited to, grass, ground covers,
shrubs, vines, hedges, trees or palms, landscape lighting and non-living durable materials
that are commonly used in landscaping such as, but not limited to, rocks, pebbles, sand,
but excluding paving. The grant amount will be 50% of the cost of such improvement, up
to a maximum of $10,000.
E. Mega Grant: A mega grant for up to $20,000 may be awarded for an improvement
project that encompasses a multi-tenant retail, commercial, or service center. The Project
must make a minimum private investment amount of $80,000 in order to be eligible for
the Mega Grant bringing the total project investment to at least $100,000. Mega grants
will be reviewed competitively based upon location, existing property conditions, quality
of improvements, and need. Application for Mega Grant must be made by the authorized
Property Management Company or Property Owner and not on a tenant-by-tenant basis.
F. Business Displacement Grant: A Business Displacement Grant of up to $10,000 may
be awarded over a period of up to six consecutive months to a company relocating to
another office building within the City of Montgomery as a result of redevelopment of its
original property. The grant amount will be 50% of the monthly rental rate, with grants
available up to $10,000.
Section 3. Eligibility
A. Any business located in the City of Montgomery may submit an application at no
charge and each grant application will be considered on a case-by-case basis.
B. A new business planning to locate within the City, or any business currently located
within the city limits, shall be eligible to apply for this program.

C. Businesses that locate and maintain operations within the Montgomery Economic
Development Corporation’s Small Business Center, located at 213 Prairie Street, shall
receive priority consideration for Business Improvement Grant Program funding,
reflecting the Corporation’s commitment to supporting entrepreneurship, business
incubation, and economic growth within the community.
D. A business is defined as an occupation, profession, or trade in the purchase or sale of
goods or services in an attempt to make a profit.
E. The proposed project must comply with applicable zoning regulations, city approved
planning studies, comprehensive plan designations, City Ordinances, Building Codes,
and Americans with Disabilities Act Guidelines.
F. Grants may not be used for refinancing existing loans, working capital, inventory,
permits, inspections, security fencing or gates, home occupations, roof repair or
replacement, interior remodeling, new construction, and routine maintenance of
landscaping and signage (with the exception of letters/logos on new awnings).
Section 4. Guidelines
A. Proof of the applicant’s ownership of the subject facility or facilities, or proof that the
owner of such facility has approved the application for such grant funds, shall be
required.
B. The owner of a business to be operated within a leased facility, and the owner of such
lease facility, must apply jointly for the program. Copies of a lease agreement and proof
of ownership of the leased facility shall be required.
C. A business or property owner may apply for up to two (2) of the six (6) types of grants
per physical location (address) set forth herein within any fiscal year (October 1 to
September 30). A business that receives grant funding during a fiscal year shall not be
precluded from making subsequent applications for funding in following years.
D. The maximum amount of funding available to any one applicant, business
establishment, or property owner at one physical location (address) shall be $20,000.00
per fiscal year. Therefore, the recipient of a Mega Grant may not be the recipient of
additional grants during the fiscal year in which the Mega Grant was awarded.
E. All grants except for the Business Displacement Grant are reimbursement grants and
will only be funded after completion of the project in accordance with drawings and
specifications approved by the Montgomery Economic Development Corporation
(MEDC) and after the applicant submits to the MEDC proof of paid receipts for all
applicable labor and materials. Digital photographs of the completed work shall also be
required.

F. Reimbursement grants are a cash payment of up to the approved percentage of funds
expended by the applicant on the improvements and are not to exceed the limits set forth
in Section 2(A), (B), (C), (D), (E), and (F) hereof. In-kind contributions to the
improvements by the applicant will not be considered as an expenditure by the applicant.
Only cash expenditures by the applicant may be used in calculating the cost of
improvements.
G. The Business Displacement Grant will be provided over the term of up to six months
rather than as a bulk reimbursement on a matching basis. (For example: For a total rental
cost of $2,000 per month, the business would pay $1,000 of the rent and the MEDC pays
$1,000 of the rent, totaling $2,000).
G. The applicant shall be obligated to make the improvements in accordance with the
approved application. Thereafter, any modifications must first receive written approval by
the City Administrator. Failure to obtain such written approval prior to making any such
modifications shall render the applicant ineligible to receive grant funding.
H. The applicant shall be responsible for obtaining all applicable permits related to the
improvement project, and failure to do so will render the applicant ineligible to receive
grant funding.
I. The improvements, as presented in the application, must be completed in their entirety.
Failure to complete all of the stated improvements shall render the applicant ineligible to
receive grant funding.
J. Upon approval of a grant application, and during the construction of the improvements,
a representative or representatives of the MEDC shall have the right, at all reasonable
times, to have access to and inspect the work in progress.
K. The applicant shall not begin any improvements prior to receiving written approval of
grant funding from the MEDC.
L. The applicant must complete the improvement project within one year (12 months) of
receiving written approval from the MEDC. Failure to complete the improvements within
the required time period shall result in the loss of the grant funds allocated for the project.
Time extensions may be granted at the discretion of the City Administrator.
M. Approval of all applications shall be with the understanding and agreement that, in the
event the business (applicant) fails to remain open, or the business or property is sold or
transferred and subsequently closes, within twenty-four (24) months after the funding of
the grant, the applicant shall be considered in default of its obligations under the grant,
and shall be required to reimburse the MEDC the grant money received.
N. The applicant must acknowledge that, for tax purposes, received grant monies is
considered as taxable income.

O. The applicant must agree that, in the event of default of its obligations, the applicant
shall repay to the MEDC the amount of grant funds it has received, with interest, at the
rate of 10% per annum, within thirty (30) days after the MEDC notifies the applicant of
the default. The form of such payment shall be a cashier’s check or money order, made
payable to the Montgomery Economic Development Corporation.
P. The applicant must certify that the applicant does not employ nor will it employ any
undocumented workers (an individual who, at the time of employment, is not lawfully
admitted for permanent residence to the United States or authorized under law to be
employed in that manner in the United States). The applicant must agree that if, after
receiving grant funds, it is convicted of a violation under 8 U.S.C. Section 1324a(f), the
applicant shall repay the amount of the grant funds received by the applicant, with
interest, at the rate of 10% per annum, within thirty (30) days after the MEDC notifies the
applicant of the violation.
Q. The MEDC shall have the authority to bring a civil action to recover any amounts that
the applicant must repay to the MEDC under paragraphs M, N, and O of this Section, and
in such action may recover court costs and reasonable attorney’s fees.
Section 5. Application and Approval
A. Applications must be made on a form provided by the MEDC, which form shall be
made available at the MEDC offices located at 21499 Eva St, Montgomery, TX 77316 or
by contacting the Assistant Director of Economic Development at
kgonzalez@ci.montgomery.tx.us.
B. The grant application must include:
• Request Letter describing proposed project and the need for grant funds
• Establishment of business entity name (Copy of Articles of Incorporation,
DBA, etc.)
• Copy of lease agreement (if facility is leased)
• Vicinity map of subject property
• Estimates of proposed improvements
• Itemized work estimates which include details and information such as color
samples of paint, fabric, and sign material
• Digital Pictures of Property and area to be improved
• Completed W-9 Form
C. All applications must be approved by the Montgomery Economic Development
Corporation.

D. Grant applications that have met all approval requirements set forth in this document
must be approved, with certain provisions, conditions, or other requirements that the
MEDC deems necessary or appropriate.
Section 6. Funding
A. Upon notification to the MEDC by the applicant that a project has been completed, an
inspection by a MEDC representative or representatives shall be made to confirm that
such project has been completed in accordance with the application or any approved
modifications thereto. Such notification shall include, but not be limited to,
documentation of paid receipts for materials, labor, permits, inspection reports, an
affidavit stating that all contractors and subcontractors providing work and/or materials in
the construction of the project improvements have been paid and any and all liens and
claims regarding such work have been released, or any other item that the MEDC may
reasonably deem necessary for determining the project’s completion.
B. The MEDC agrees to distribute such funds to the applicant within sixty (60) days
following the inspection required in paragraph (A) hereof, and confirmation of
completion of the project in accordance with the application or any approved
modifications thereto. The Executive Director of the MEDC shall issue a letter to the
MEDC Board of Directors notifying them of the funding action to be taken. A copy of
such letter shall also be provided to the applicant.
C. Within thirty (30) business days following an inspection and the presentation of the
receipts as provided in Section 6(A) above, and after a determination is made by the
MEDC’s representative that the project has not been completed in accordance with the
application, or any approved modifications thereof, the Executive Director shall issue a
letter to the applicant indicating any and all areas of noncompliance. The applicant shall
then have sixty (60) days, from the date of such letter, to make the modifications
necessary to bring the project into compliance. Failure to complete such modifications
within said sixty-day period shall be deemed a default of applicant’s obligations under the
grant, and the applicant shall be ineligible to receive grant funding.
D. Available funding: The MEDC has budgeted $25,000 for the 2026-2027 current fiscal
year (October 1 to September 30) to fund this grant program. Grant applications received
after the available funding has been exhausted may be accepted and held until the
following fiscal year. The MEDC retains sole discretion to accept or reject applications
received after the available funding has been exhausted.

Section 7. Miscellaneous
A. The Montgomery Economic Development Corporation shall deliver a copy of these
guidelines to any applicant for his/her review, and the delivery hereof does not constitute an offer
of a business improvement grant to the applicant.
The laws of the state of Texas shall govern the interpretation, validity, performance, and
enforcement of this business improvement grant program. If any provision of this business
improvement grant program is held to be invalid or unenforceable, the validity and enforceability
of the remaining provisions shall not be affected thereby.
B. These guidelines shall remain in effect for two years from the date of approval by the MEDC
Board unless amended by a majority vote of the Board.
C. Businesses located in the historical district may refer to “Exhibit A” to use as general
guidance for style preferences and examples as outlined in the Design Guidelines for the City of
Montgomery. It is the intent of the MEDC Board to adhere to these Design Guidelines when
reviewing Business Improvement Grant applications for consideration and approval.

Recommendations for Improvements in Downtown Montgomery
The City of Montgomery is committed to preserving the architectural character of buildings
constructed between 1830 and 1941, including their style, form, scale, materials, colors,
architectural details, and exterior finishes.
While property owners may modify the interior of these historic buildings in accordance with
applicable codes and ordinances, any repair, alteration, addition, replacement, removal, or
reconstruction affecting the exterior must comply with the City of Montgomery Design
Guidelines and receive approval from the Planning and Zoning (P&Z) Commission.
The information provided below is a summary of the Design Guidelines and is intended for
general reference only. It is not a substitute for the complete Design Guidelines or other
applicable City ordinances. All exterior renovations and new construction within the Downtown
District must comply with the City's Planning and Zoning Ordinance and follow the required
review and approval process by the Planning and Zoning Commission and, when applicable, the
City Council.
Building placement form and treatment.
a. Additions. Additions to a main building are only permitted on the side and rear facades, except
that a porch may be added to the front facade if such addition is consistent with the architecture
of the period for the building. Other exceptions may be reviewed by the P & Z Commission. All
additions to a building must be compatible with the dominant horizontal or vertical
characteristics, scale, shape, roof form, materials, detailing, and color of the building. Additions
must be consistent with the style of the house as originally constructed.
b. Architectural detail. Materials, colors, structural and decorative elements, and the manner in
which they are used, applied, or joined together must be typical of the style and period of the
other buildings and compatible with similar, conforming structures in the historic district.
c. Awnings. Awnings on the front and corner side facade must be made to complement the main
building in style and color. Awnings must be typical of the style and period of the main building,
and compatible with other conforming structures of a similar style in the historic district.
d. Building widths. All structures within a historic district must comply with the property setback
standards established in the Zoning Ordinance of the City of Montgomery.

a. Brick surfaces. Brick surfaces not previously painted may not be painted unless the applicant
establishes that the color and texture of replacement brick cannot be matched with that of the
existing brick surface or that the painting is necessary to restore or preserve the brick itself.
b. Certain colors prohibited. Fluorescent and metallic colors are not permitted on the exterior of
any structure in a historic district.
c. Dominant and trim colors. All structures must have a dominant color and no more than five (5)
trim colors. Trim colors must complement the dominant color of a structure and be appropriate to
and compatible with the structure, and the overall character of the historic district. The colors of
a structure must be complementary to each other and the overall character of the historic district.
d. Gutters and downspouts. Where appropriate, gutters and downspouts must be painted or
colored to match the trim color or the roof color of the structure.
e. Roof colors. Roof colors must complement the style and overall color scheme of the structure.
f. Stain. The use and color of stain must be typical of the style and period of the building.
Columns:
a. Function. Columns are only permitted as vertical supports near the front entrance of the main
building or as vertical supports for porches.
b. Materials. Columns must be constructed of masonry or wood or other materials that match the
style of the main building.
Facade materials:
a. In general, the only permitted facade materials are stone, brick, and lap siding composed of
wood or fiber cement that looks like wood. All facade treatments must be done in a manner so as
not to change the character of the building or obscure the architectural features and trim of the
building.
b. Facades. Existing facades must be preserved to appear in a manner for which they were
originally intended.
Front entrances and porches:
a. Detailing. Railings, moldings, tile work, carvings, and other detailing and architectural
decorations on front entrances and front porches must be typical of the style and period of the
main building and the conforming structures of a similar style in the historic district.
b. Enclosures. A front entrance or front porch may not be enclosed with any material, including
iron bars, glass, or mesh screening without approval by the P & Z Commission.

c. Floor coverings. Carpeting is not permitted as a front porch floor or step covering. Non-slip
nosing and tread surfacing are allowed.
d. Style. Each front porch and entry treatment must have a shape, roof form, materials, and
colors that are typical of the style and period of the building and must reflect the dominant
horizontal or vertical characteristics of the main building and the conforming structures of a
similar style in the historic district.
Roof Forms:
a. Materials and colors. Roof materials and colors must complement the style and overall color
scheme of the building or structure. Composition shingle, cedar or metal shingle, and non-
corrugated, standing seam metal roofing materials are permitted.
b. Overhang. The minimum permitted roof overhang for a main building is twelve (12) inches. A
replacement roof on an existing building must have an overhang equal to or greater than the
overhang of the roof it replaces.
c. Patterns. Roof patterns of a main building must be typical of the style and period of the
architecture of the building and the conforming structures of a similar style in the historic
district.
d. Slope and pitch. Low slope roofs with parapets are allowed as a primary roof for commercial
structures.
Front facade openings:
a. Glass. Clear, decorative stained, beveled, etched, and clear leaded glass may be permitted in
any window opening. Reflective, tinted, opaque, and mirrored glass and plastic are not permitted
in any opening. Translucent glass is not permitted, except in bathrooms, front doors, sidelights,
specialty windows and commercial storefronts. No glass pane may exceed sixteen (16) square
feet in area unless part of the original design or in commercial storefronts in which case a pane
may not exceed fifty (50) square feet.
b. Screens, storm doors, and storm windows. A screen, storm door, or storm window on a front
or side facade of a main building may be permitted only if:
• Its frame matches or complements the color scheme of the main building; and
• It does not obscure significant features of the window or door it covers.
a. Security and ornamental bars. Security and ornamental bars are permitted pending review by
the P & Z Commission on any side of a main or accessory building abutting a street.

b. Style.
• All windows, doors, sidelites, and shutters in the front or side facade of a main
building must be proportionally balanced in a manner typical of the style and
period of the building.
• The size and proportion of window and door openings located on the front and
side facades of a main building must be typical of the style and period of the
building.
• The frames of windows should be trimmed in a manner typical of the style of the
building.
Fences:
a. Fences must be consistent with the same period of the main building.
b. Form. Fences must be constructed and maintained in a vertical position.
c. Height. Within a front yard, no fence or wall shall be erected to exceed a height of four (4)
feet.
d. Location.
• A fence in an interior side yard must be located no further forward on the lot than
the front of the main building.
• A fence in a corner side yard must not be directly in front of the corner side
facade, except that the building official may allow a fence that is directly in front
of the corner side facade if:
1) More screening is necessary to ensure privacy due to unusually
high pedestrian or vehicular traffic; and
2) The fence does not screen all or any portion of a significant
architectural feature of the main building.
3) A fence must run either parallel or perpendicular to a building wall
or lot line.
e. Materials. A fence in a front or corner side yard must be constructed of wrought iron, wood or
brick. Concrete block fences are not permitted.

BACKGROUND
The Montgomery Economic Development Corporation's Business Improvement Grant Program
is designed to encourage investment in local businesses and commercial properties by providing
financial assistance for improvements that enhance the community's economic vitality and
appearance. By supporting business growth, downtown revitalization, and commercial
development, the program seeks to help create jobs, increase property values, attract visitors, and
strengthen Montgomery's tax base while preserving the character that makes the community
unique. Businesses who are interested in receiving grant funding must apply for the program.
This agenda item is approval of the application which businesses will use to apply for grants and
will be used for Board consideration of grant requests.

IMPROVEMENT GRANT PROGRAM
I (We), hereinafter referred to as “APPLICANT”, on behalf of the identified entity, submit to
the Montgomery Economic Development Corporation (MEDC), hereinafter referred to as
“MEDC”, this application for consideration of a Business Improvement Grant under the
provisions of the MEDC’s Business Improvement Grant Program. As part of this application,
APPLICANT represents to MEDC the following:
1. APPLICANT has received a copy of the MEDC’s Guidelines and Criteria for the Business
Improvement Grant Program. APPLICANT acknowledges to MEDC that in making this
application, APPLICANT understands the terms and provisions thereof, and all questions
relating to any needed interpretation thereof have been answered by authorized
representatives of MEDC prior to the submission of this application.
2. APPLICANT has secured such legal, accounting, and/or other advice that may be
necessary for APPLICANT to determine the desirability of making this application and/or
accurately and correctly answering any questions as hereinafter set out. APPLICANT
acknowledges that it has completely relied on the advice and counsel of experts and/or
appropriate persons retained, employed, or compensated by APPLICANT, and that it has
not relied upon, nor is APPLICANT now attempting to rely upon the advice and counsel of
MEDC, its servants, agents, employees and/or elected or appointed officers.
3. By signing this document, “Application for Business Improvement Grant” either in an
individual capacity, jointly, or in a representative capacity, APPLICANT acknowledges and
verifies that all of the facts, information, and allegations as herein set out are true, correct
and accurate. APPLICANT further acknowledges and understands that any materially false
or misleading statements of fact may be considered a violation of the criminal laws of the
State of Texas.

4. The APPLICANT, whether a corporate entity, partnership, or other legal type business
entity, or an individual, acknowledges and verifies that it is current on all current tax
obligations, assessments, or other governmental levies and assessments, and that the
same have been paid when due and payable, and that no delinquencies exist at this time.
The APPLICANT swears and affirms that the APPLICANT is fully authorized to transact
business in the State of Texas and in the state of incorporation if different from the State of
Texas.
5. The APPLICANT hereby certifies that the APPLICANT does not and will not knowingly
employ an undocumented worker. An “undocumented worker” shall mean an individual
who, at the time of employment, is not (a) lawfully admitted for permanent residence to the
United States; or (b) authorized under the law to be employed in that manner in the United
States. APPLICANT understands and agrees that if, after receiving a Business Improvement
Grant, APPLICANT is convicted of a violation under 8 U.S.C. Section 1324a(f), the
APPLICANT shall be required to reimburse to the MEDC the grant amount received.
Payments must be paid in full within thirty (30) days after the date of written notification by
the MEDC. The form of such payment shall be a cashier’s check or money order, made
payable to the Montgomery Economic Development Corporation. The MEDC has the right
to recover court costs and reasonable attorney’s fees as a result of any civil action required
to recover such repayment.

of an improvement grant.

Consideration and possible action on the MEDC Proposed Budget for FY 2027.
RECOMMENDATION
Staff recommend approving the proposed budget.
BACKGROUND
Since the workshop on June 30th, the following changes have been made to the proposed budget:
Expenses
• Computer Technology - Addition of $4,980 for Project Management software
• Consulting/Professional Services - reduced by $4,980 to cover the item above
• Transfer Out - General Fund - salary amounts have been updated to reflect a 3% COLA
Revenue
• Use of Surplus Funds - reduced by $355,201. In the version provided during the
workshop, the expense total captured the itemizations as both a total and individualized
causing duplication.
