tentative award of a construction contract to Blythe Development Company for the
construction of the East Center Avenue Stormwater Improvements project in an
amount not to exceed $4,298,922.50, contingent upon approval and authorization to
construct by the North Carolina Department of Environmental Quality Division of

The East Center Avenue Stormwater Improvements project (SRP-SW-ARP-0013 and
SRP-SW-ARP-0005) consists of installation of stormwater pipe and structures along
East Center Avenue from Church Street to Statesville Avenue, replacement of the
existing culvert under East Center Avenue crossing Dye Creek, installation of two
regenerative stormwater conveyances, replacement of an existing waterline,
rehabilitation of the existing culvert under East McLelland Avenue, stream bank
stabilization, and installation of 12' multi-use path with enhanced pedestrian roadway
crossing connecting Liberty Park to Willow Valley Park.
